00:00:00We are all tired of this.
00:00:20Everyone knows that it affects all of us.
00:00:25We want to work, but...
00:00:27Yes, and it affects us the most, because we are the least earning.
00:00:31And we bear all the burden.
00:00:34Not those gentlemen up there.
00:00:36We have had enough lies for so many years.
00:00:39And we want to make things right,
00:00:41so that we can carry out our business properly.
00:00:45And we won't let it happen again.
00:00:50Nobody wants to change the government,
00:00:52or change the system,
00:00:54but the economy has to come out of this crisis.
00:00:58And we are getting deeper and deeper into this crisis.
00:01:02I think everyone will agree with us.
00:01:04Now, the gentlemen who are in power should admit,
00:01:07but not say that they know that there were difficulties,
00:01:11or that they were honest, or that they were careful.
00:01:14This has been said for a long time.
00:01:16And now we have to say why, and show it with our fingers.
00:01:19Who made this money? Who led to this situation?
00:01:22Because otherwise, nothing will convince us.
00:01:25But we have to count on the workers,
00:01:27because we produce the national good that exists.
00:01:30We produce it, not them.
00:01:32The Polish workers, in particular, have begun to read and write.
00:01:36They created schools themselves,
00:01:38gave the opportunity to see the world.
00:01:41And in the end, you have to change slowly,
00:01:43because we have changed a bit.
00:01:45The party, the government,
00:01:47should grow equal to the workers,
00:01:49if they want to live with us together in a sensible way.
00:01:53And a little more humility,
00:01:55if you can ask our leaders.
00:01:57A little humility.
00:01:58They have grown too much into feathers,
00:02:00and they have to be shaken into them very well.
00:02:02And punish them.
00:02:03And don't call yourself, as some of our leaders say,
00:02:06that I am a good Pole, patriot or communist.
00:02:09A person should not boast himself.
00:02:12He should wait for the opinion of other competent people.
00:02:15It seems to me that the working class is competent in giving opinions.
00:02:20This is a nation, this is a mass,
00:02:22which this country has on its back.
00:02:27We learned that Anna Walentynowicz,
00:02:30a worker at the Lenin Shipyard in Gdańsk,
00:02:33was fired.
00:02:34She worked at the shipyard for 30 years.
00:02:37For 16 years she worked as a welder.
00:02:39She was disciplinedly fired.
00:02:42We were just sick of it.
00:02:44If people like Mrs. Walentynowicz,
00:02:46who has a bronze medal in silver and gold,
00:02:48are fired,
00:02:49what can she do with us later?
00:02:52And we decided to strike.
00:02:55And we established three postulates.
00:02:57Our first postulate was to get Anna Walentynowicz back to work.
00:03:01The second was a raise of 1,000 zlotys.
00:03:03And the third was an additional salary.
00:03:06People were leaving,
00:03:07there was no work on the ships anymore,
00:03:09but everyone was looking for a way out.
00:03:14Everyone was willing, but out of fear,
00:03:17they were scaring each other,
00:03:19saying,
00:03:20where are you going?
00:03:21Your mother will bring you packages to prison
00:03:23and other things like that.
00:03:26When we were at K3,
00:03:28our group was about 100 people.
00:03:30It was quite a strong group.
00:03:32The director came,
00:03:34the shipyard director,
00:03:36and he said,
00:03:37wait, we can talk,
00:03:38I'll explain everything.
00:03:39He said, absolutely not,
00:03:40we are categorically refusing to talk.
00:03:42We'll talk at nine,
00:03:43when there are more of us.
00:03:45And we came back here,
00:03:47to my department.
00:03:48We took the rest of the people
00:03:49and set off for the second gate.
00:03:51For 30 minutes,
00:03:52we were learning the memory of a friend in the 80s
00:03:55and we were singing a hymn.
00:03:57After the hymn,
00:03:58we were directing people
00:03:59from the gate,
00:04:01on the right side,
00:04:02there is a fadrom, a digger.
00:04:05And there,
00:04:06we started to choose a strike committee.
00:04:10The director explained,
00:04:11that people like Valentin
00:04:13usually don't wish to work at the shipyard.
00:04:15So he got an answer,
00:04:16we won't talk to such a director.
00:04:18And they went to the director.
00:04:20And of course,
00:04:21the shipyard has a lot of people,
00:04:2216,000.
00:04:23And when the army of people left,
00:04:26the director couldn't manage anymore.
00:04:28They demanded,
00:04:29and my uncle immediately stood up.
00:04:31The director wanted, he didn't want,
00:04:32he had to send a cart to me.
00:04:34I arrived,
00:04:35where I met,
00:04:37I was very moved,
00:04:39because when I saw these crowds of people,
00:04:41I almost lost my balance.
00:04:44Well, you can't say that,
00:04:45you can only experience it.
00:04:47What I experienced then.
00:04:51This is my return,
00:04:53I only owe it to Solidarity,
00:04:55only to the attitude of our crew.
00:04:59The form of the trade union,
00:05:00which you propose,
00:05:01is the form of the workers' self-government.
00:05:03It would be a certain event.
00:05:06Yes.
00:05:07This is a change.
00:05:09This is a great change.
00:05:10As I hear here,
00:05:11they say,
00:05:12this is the second miracle over Vistula.
00:05:15And we can afford it.
00:05:21We can afford the rule of law,
00:05:23honesty,
00:05:24and reliability.
00:05:26The Polish nation is like that.
00:05:28Only somehow,
00:05:29the government was directed
00:05:30completely differently.
00:05:31For example,
00:05:32when there was a fight against alcoholism,
00:05:35it was the other way around.
00:05:37There was so much vodka everywhere,
00:05:39and everyone was drinking it.
00:05:41Please look today,
00:05:42among us,
00:05:43among so many people,
00:05:44are you drunk?
00:05:46You just have to
00:05:48change the policy of drinking.
00:05:51Remember all those 56 years
00:05:53when the communists were in power,
00:05:54and how everyone there
00:05:55even played their own jewellery.
00:06:02In a moment.
00:06:25It was a bad thing that it happened,
00:06:27that it lasted so long.
00:06:29Because we really had
00:06:30different concepts,
00:06:31and we would really,
00:06:32very quickly,
00:06:33do a good job.
00:06:35Now, it's getting complicated,
00:06:36but not because of us.
00:06:38And that's why we have,
00:06:39in this subject,
00:06:40when it comes to debt,
00:06:41debt,
00:06:42and other things,
00:06:43we have our own opinion,
00:06:44and we know how to do it.
00:06:46And I am fully convinced
00:06:47that there will be
00:06:48such quick,
00:06:49such great achievements,
00:06:50that we will even
00:06:52overtake Japan in speed.
00:06:55Because it's really
00:06:57the efficiency of work,
00:06:58organisation,
00:06:59saving material.
00:07:00Because it will be
00:07:01the control of everything.
00:07:02Every screw,
00:07:03no matter if it's paper,
00:07:04or something else,
00:07:05will go through.
00:07:06I will just say,
00:07:07listen,
00:07:08this is my savings.
00:07:09It can't fail.
00:07:10Because if it doesn't...
00:07:11If these talks
00:07:12don't work.
00:07:13They have to work.
00:07:14They have to work,
00:07:15because it's really
00:07:16just one possibility.
00:07:17There is no other possibility.
00:07:18There isn't.
00:07:19And every forceful defeat
00:07:21will lead us
00:07:23to a bigger mess,
00:07:25and we will go
00:07:27to a long,
00:07:28bad job.
00:07:29Because every man
00:07:30is convinced
00:07:31and knows what he wants.
00:07:32And defeated
00:07:33won't be a man.
00:07:34It will be just
00:07:35a machine
00:07:36that will look
00:07:37and not count on losses,
00:07:38destruction,
00:07:39and I don't think
00:07:40that's what it's all about,
00:07:41or power.
00:07:42Everyone has to know
00:07:43that I am just a worker.
00:07:44And because of that,
00:07:46I relied in this second phase
00:07:48on experts
00:07:50and the whole plenum,
00:07:51even on all delegates.
00:07:53And here,
00:07:54we can't,
00:07:55I can't
00:07:56predict some things
00:07:58that may turn out to be...
00:08:00I may be wrong.
00:08:02Until now,
00:08:03I was prepared well.
00:08:06And now,
00:08:07I have to count on help.
00:08:08That's how it is.
00:08:09We arrived here in the evening
00:08:11with an appeal.
00:08:13Back then,
00:08:1464 intellectuals from Warsaw,
00:08:16from different backgrounds...
00:08:18Maybe it's worth adding
00:08:20that from the very beginning,
00:08:21when we arrived,
00:08:23our intention
00:08:25was to say
00:08:27that the whole country
00:08:29wants this to end
00:08:31as soon as possible.
00:08:33That is,
00:08:34to reach an agreement.
00:08:35And we said it to both sides.
00:08:37And we said it to both sides.
00:08:39We brought our appeal
00:08:40both to the strike committee
00:08:42and asked for it to be handed over
00:08:44to the government commission.
00:08:45And then,
00:08:46we heard the question,
00:08:48what can you help us with?
00:08:50Because we need some help.
00:08:54Some advice,
00:08:56some explanation, right?
00:08:58And then,
00:08:59the word,
00:09:00expertise,
00:09:01fell.
00:09:02I was asked to form
00:09:04an expert committee.
00:09:06The next day,
00:09:08this committee was formed.
00:09:10We brought together
00:09:12a few more people
00:09:14who came here.
00:09:16We also sent this committee of experts,
00:09:18some more,
00:09:19who, in turn,
00:09:20advised us.
00:09:21And that's how it went.
00:09:22And that's how we started working.
00:09:24The cooperation is very close.
00:09:27But we immediately noted
00:09:29that we can only advise,
00:09:31explain,
00:09:32help,
00:09:33right?
00:09:34However,
00:09:35the decision must be
00:09:37the decision of the strike committee.
00:09:41We presented the proposal
00:09:43as we had from the beginning.
00:09:45The government commission
00:09:47probably has a slightly different opinion.
00:09:49It has to prepare,
00:09:50it has to answer.
00:09:51It is not able to make a decision on this point.
00:09:53It is able, however,
00:09:54to admit,
00:09:55objectively,
00:09:56it is able to discuss other points,
00:09:58but we recommend this point.
00:10:00When our unions were good,
00:10:02at that moment,
00:10:03such a clique was formed,
00:10:05which built a beautiful villa,
00:10:07for our own money,
00:10:08sir.
00:10:09And this is,
00:10:10it seems to me,
00:10:11the only way out,
00:10:12that only fair unions,
00:10:13to which we will have some power,
00:10:15and we will be able,
00:10:16so to speak,
00:10:17to decide for ourselves
00:10:18what they can do,
00:10:19and, so to speak,
00:10:20it will be directed by us,
00:10:21and not from the top,
00:10:22from the government,
00:10:23and that the government will decide,
00:10:24for example,
00:10:25now,
00:10:26the government demanded
00:10:27to change,
00:10:28for example,
00:10:29Olszewski.
00:10:30But after all,
00:10:31this is not what we mean.
00:10:32We mean
00:10:33that we do it,
00:10:34and not the top.
00:10:35Why the TV newspaper
00:10:37does not show in Poland
00:10:40what is happening in Gdansk,
00:10:42but simply
00:10:43links the channels
00:10:44to the program,
00:10:45let's say,
00:10:46to the whole Pomerania?
00:10:47Why Wrocław does not know about it?
00:10:48Why Warsaw does not know about it?
00:10:49Yesterday they were talking with Warsaw,
00:10:50they just do not know
00:10:51what is happening in Gdansk.
00:10:53I think
00:10:54that we are all Poles,
00:10:55we should know
00:10:56in the whole country
00:10:57the situation,
00:10:58what is happening on the coast.
00:10:59Dear Mr. Olszewski,
00:11:00French Press Agency.
00:11:02One of the conditions
00:11:03of the conversation
00:11:04was
00:11:05a 20-minute broadcast
00:11:07on local radio.
00:11:09We listened to the radio,
00:11:11we did not hear it.
00:11:13Does it mean
00:11:15any compromise?
00:11:17There was no compromise.
00:11:20There was a full broadcast
00:11:22twice today
00:11:24in the local program,
00:11:26in the fourth program.
00:11:28In the morning and in the afternoon.
00:11:30On the radio.
00:11:31On the radio, on the radio.
00:11:32The phones were also not unblocked,
00:11:34which was also an initial condition,
00:11:36and that we went over it
00:11:38to the daily order,
00:11:40because someone has to give up
00:11:42in such a situation.
00:11:44It was not
00:11:46a point
00:11:48to show good will
00:11:49of the other side.
00:11:51They did not agree
00:11:53to show good will,
00:11:54so we are talking
00:11:55in these conditions.
00:11:57We think that simply
00:11:58conversations are more important
00:12:00than resisting
00:12:02the whole situation.
00:12:04Do you realize
00:12:06that these strikes
00:12:07and the events
00:12:08that have taken place so far
00:12:09can have a very big impact
00:12:10on the international situation?
00:12:12Maybe if I stand higher,
00:12:13then maybe I will not look
00:12:14at the international situation,
00:12:15and now I am
00:12:16such a tiny,
00:12:17these tiny points,
00:12:1821 tiny points behind me.
00:12:20I do not want to be,
00:12:21as they say,
00:12:22the workers
00:12:23who are paid,
00:12:24who are not liked,
00:12:25who are rejected, right?
00:12:26I want to be people,
00:12:27I want to be treated
00:12:28like people were
00:12:29a hundred years ago
00:12:30in the Paris Commune.
00:12:31It was the same story,
00:12:32the same slogans
00:12:33about freedom,
00:12:34about free life,
00:12:35about respect for man,
00:12:37and at the same time
00:12:38suspicion of the authorities,
00:12:40because the authorities deprive.
00:12:42Welcome
00:12:43on behalf of the International Strike Committee
00:12:46Prime Minister
00:12:47together with the government delegation.
00:12:51Has the government side
00:12:52already taken a stand
00:12:54against the proposals
00:12:55submitted by the Ministry of Internal Affairs
00:12:57to the first point?
00:13:03What can I do?
00:13:05We could do it this way, right?
00:13:07Maybe we would listen
00:13:08to what point of view
00:13:09the gentlemen take
00:13:10in relation to the issues
00:13:11that we have raised,
00:13:12and then I would try
00:13:13to make some more propositions,
00:13:16because we also think,
00:13:18we think all the time.
00:13:21At the beginning of the current events
00:13:23the workers were tried
00:13:25to be pushed
00:13:26towards discussions
00:13:28purely pay-based,
00:13:30but they are
00:13:32full-fledged citizens
00:13:34and demand these full rights
00:13:36with a loud voice.
00:13:38Hence the demand
00:13:39for real,
00:13:40self-governing
00:13:41trade unions.
00:13:43Hence also the demand
00:13:45for authentic
00:13:46regulation,
00:13:47press control,
00:13:49publication of publications
00:13:51simply called censorship,
00:13:53and we call it
00:13:54preventive censorship.
00:13:56We realize
00:13:57exactly
00:13:58from this,
00:13:59Mr. Chairman
00:14:00and gentlemen,
00:14:01that the regulation of censorship
00:14:03must be balanced.
00:14:05Here I only emphasize
00:14:07with all the pressure
00:14:09that we,
00:14:11the people of Rzeszów,
00:14:13in the Inter-Factory Strike Committee
00:14:15fully understand
00:14:17the interests
00:14:19of the security of Poland
00:14:21and the durability
00:14:23of its alliances,
00:14:25and therefore the forces
00:14:27of the defense
00:14:29of the Warsaw Pact.
00:14:31Here we must put
00:14:33the issue of publications
00:14:35defined as
00:14:37independent
00:14:39or outside the scope of censorship.
00:14:41The point is
00:14:43to find a way
00:14:45to implement
00:14:47the constitutionally guaranteed
00:14:49right of the citizens
00:14:51of the Polish People's Republic
00:14:53both
00:14:55to public
00:14:57their views
00:14:59as well as to publish
00:15:01books and magazines.
00:15:03In conclusion,
00:15:05I would like to repeat
00:15:07once again
00:15:09that the workers
00:15:11of the Inter-Factory Strike Committee
00:15:13are full-fledged
00:15:15citizens
00:15:17and demand
00:15:19with a loud voice
00:15:21the full
00:15:23rights of the citizens.
00:15:25Thank you.
00:15:35Hischbach said
00:15:37that the institution of censorship
00:15:39and the degree of its interference
00:15:41is the origin
00:15:43of the social-political system
00:15:45and the style of governance.
00:15:47Hence, it is extremely difficult
00:15:49to consider this problem
00:15:51as a separate one.
00:15:53The readiness declared
00:15:55for the democratization
00:15:57of political life
00:15:59will lead to changes
00:16:01in the functioning of this institution.
00:16:03I see this necessity
00:16:05and I share your views.
00:16:07They are beneficial for the cultural,
00:16:09political and social life.
00:16:11I would like to say
00:16:13for the first time
00:16:15that the first period
00:16:17of the strike on the Gdańsk coast
00:16:19was not easy to define
00:16:21neither in the diagnosis,
00:16:23nor in the causes, nor in the course of events.
00:16:25There were different views.
00:16:27But to speak
00:16:29authoritatively,
00:16:31we have to start
00:16:33from the beginning.
00:16:35We are talking about the democratization
00:16:37of freedom of speech.
00:16:39It took place in the statements
00:16:41of various people,
00:16:43although I would avoid
00:16:45this statement
00:16:47because we have to cement
00:16:49our views.
00:16:51I would like to inform
00:16:53with all honesty
00:16:55that these imperfections
00:16:57and mistakes
00:16:59are central to the necessity
00:17:01to make changes
00:17:03in the position of the Chairman
00:17:05of the Government Commission.
00:17:07Therefore, the issues of the second period
00:17:09of our work, the Government Commission,
00:17:11have the same course as we assess
00:17:13and see together. Thank you.
00:17:15I would like to speak briefly
00:17:17on this matter. May I?
00:17:19Well,
00:17:21I think that in the general guidelines
00:17:23with what you said
00:17:25we are completely in agreement.
00:17:27When it comes to the essence
00:17:29of the issue you raised,
00:17:31that is, the issue of censorship.
00:17:33Here you are.
00:17:35What do I
00:17:37confirm?
00:17:39What do I confirm
00:17:41with a full sense of responsibility for the matter?
00:17:43The activity of censorship
00:17:45should serve the most
00:17:47necessary interests of the State
00:17:49and the social-political life.
00:17:51I understand from your statement
00:17:53that we are in agreement.
00:17:55Therefore, is there a difference
00:17:57between us? Let's try to write it down.
00:17:59And let's do it
00:18:01in relation to this point.
00:18:03So that we can,
00:18:05after all,
00:18:07work on certain matters.
00:18:09Let's try to write it down.
00:18:11Both sides in this point.
00:18:13And let's write it down according to the schedule.
00:18:15I imagine it this way.
00:18:17There will be a schedule.
00:18:19Let's write it down here.
00:18:21The third point.
00:18:23A meritorious position.
00:18:25Therefore,
00:18:27on the part of the gentlemen,
00:18:29or the Interagency Committee,
00:18:31on our part,
00:18:33I, as the Chairman of the Committee.
00:18:35I think it is a constructive agreement.
00:18:37Yes, but the Constitution has existed for so long
00:18:39and it is not like that.
00:18:41So how to complain about this
00:18:43mismanagement of the Constitution
00:18:45or other laws?
00:18:47It will be possible, for example,
00:18:49to say then that it will be necessary
00:18:51to change the obligatory
00:18:53censorship regulations
00:18:55to such an extent
00:18:57that they will allow
00:18:59this, let's say,
00:19:01indiscriminate or repeal
00:19:03and so on.
00:19:05But today in the People's Tribunal
00:19:07there is also an offensive text in relation to us.
00:19:09If something happens to us,
00:19:11we take responsibility for it
00:19:13and try not to do it.
00:19:15Very rarely such a thing happens.
00:19:17But we are also offended.
00:19:19It is similar with the statement
00:19:21of those hundreds of signatures
00:19:23that I gave to this.
00:19:25It is also a very unpleasant matter
00:19:27and if we are accused,
00:19:29we are responsible.
00:19:31Therefore, these texts should also be checked
00:19:33and cannot be done,
00:19:35because it is also a job
00:19:37not as it should be.
00:19:39To clarify the point about the Church.
00:19:41Since I myself am a believer
00:19:43and I support this postulate,
00:19:45I believe that the Church should have
00:19:47a minimum of legal activity.
00:19:49Because now we don't know what it is.
00:19:51These are concrete things.
00:19:53The second thing is that it should have a minimum.
00:19:55It is a minimum.
00:19:57One hour on the radio
00:19:59for sick people.
00:20:01The mass should be held every week.
00:20:03And this is a minimum
00:20:05that we as believers cannot give up.
00:20:07And this can be done,
00:20:09I suppose, without any problems.
00:20:11I propose,
00:20:13because this is a matter
00:20:15of the world of worldviews and beliefs,
00:20:17that these matters should be
00:20:19in accordance with the accepted legal order
00:20:21regulated between the state
00:20:23and the highest authorities.
00:20:27We understand perfectly
00:20:29that we do not act here
00:20:31as spokesmen of the Church,
00:20:33but as citizens,
00:20:35regardless of whether
00:20:37there are believers or non-believers.
00:20:39On this side of the table
00:20:41there are also non-believers.
00:20:43Therefore, it is necessary
00:20:45that we stand in this matter
00:20:47on the basis of article
00:20:49182 of the Constitution
00:20:51of the Polish People's Republic.
00:20:53And I think
00:20:55that this article will
00:20:57satisfy us here.
00:20:59Here you are.
00:21:01The Polish People's Republic
00:21:03ensures citizens
00:21:05freedom of conscience and religion.
00:21:07The Church
00:21:09and other religious associations
00:21:11must be able to fulfill
00:21:13their religious functions.
00:21:15It is not allowed to force citizens
00:21:17to participate in religious activities
00:21:19or rituals.
00:21:21It is also not allowed to force anyone
00:21:23to participate in religious activities
00:21:25or rituals.
00:21:27Mr. Deputy Prime Minister
00:21:29mentioned
00:21:31the laws
00:21:33which are a natural
00:21:35continuation and development
00:21:37of the Constitution.
00:21:39The Constitution contains everything.
00:21:41The Constitution contains the rules
00:21:43which are then expanded
00:21:45and tightened at the same time
00:21:47in individual laws.
00:21:49The most important thing
00:21:51practically speaking
00:21:53is the consistency of the laws
00:21:55with the Constitution.
00:21:57If the Constitution is only a declaration
00:21:59of noble intentions
00:22:01and the laws introduced later
00:22:03quarrel with the Constitution,
00:22:05then the Constitution is
00:22:07a piece of paper.
00:22:09A characteristic example
00:22:13Excuse me.
00:22:15A characteristic example
00:22:17is the matter discussed before us.
00:22:19Can everyone in the room hear me?
00:22:23Let's see what happens
00:22:25every Sunday, every holiday.
00:22:27Thousands and hundreds of thousands of crowds
00:22:29go freely to the Church.
00:22:31And I will say more.
00:22:33Not only without party members.
00:22:35There are party members
00:22:37and party members also go.
00:22:39And those who take their positions.
00:22:41But there is a social fear.
00:22:43There is a social fear.
00:22:45The fear of going to the Church?
00:22:47Not at all.
00:22:49Not at all.
00:22:51Before taking a vote
00:22:53at a production meeting,
00:22:55at a union meeting,
00:22:57with a bold decision,
00:22:59there is a fear.
00:23:01And we have to eliminate it.
00:23:03For example, three of us from Moscow.
00:23:05I have here
00:23:07a short statement
00:23:09for which these people were convicted.
00:23:11All three were social activists.
00:23:13Independent social activists
00:23:15not included in any official structure
00:23:17of the Association.
00:23:19They acted on their own.
00:23:25And all three of them were convicted
00:23:27of criminal paragraphs.
00:23:29In all three cases,
00:23:31the course of the trial
00:23:33caused very serious objections.
00:23:35And the opinions,
00:23:37comments
00:23:39on this topic were rather unambiguous.
00:23:41And in the opinion of the lawyers,
00:23:43the course of these trials
00:23:45would be difficult to associate
00:23:47with the rule of law
00:23:49and the rules of justice.
00:23:51We have guaranteed safety
00:23:57for the strike action
00:23:59that the participants
00:24:01and co-workers
00:24:03of the strike
00:24:05will not be persecuted
00:24:07or repressed.
00:24:09But can we be sure
00:24:11that there will not be false witnesses
00:24:13and a false trial
00:24:15and it will not turn out
00:24:17that the whole MKS
00:24:19is a gang of criminals?
00:24:21Mr. Prime Minister
00:24:23and the High Commission,
00:24:25this is a matter of basic importance.
00:24:27It is a matter
00:24:29of whether our system
00:24:31will be defined as police or democratic.
00:24:41We do not want to live in a country
00:24:43in which the unity of the nation
00:24:45is forced by the police.
00:24:49Sir, these are very far-fetched statements.
00:24:51Far-fetched and perhaps demagogic.
00:24:53But nevertheless,
00:24:55if someone has a different opinion
00:24:57from the officials,
00:24:59they are a matter of public opinion.
00:25:01At the moment, I also have a list
00:25:03of people detained
00:25:05without any charges,
00:25:07who are probably sitting
00:25:09because they do not know
00:25:11what their views are
00:25:13and whether they would be
00:25:15in accordance with the expected.
00:25:17I can also give this list
00:25:19to the Prime Minister.
00:25:21And, Mr. Prime Minister,
00:25:23I hope that in the future
00:25:25such things will not happen again
00:25:27in France,
00:25:29because I hope
00:25:31that they will not happen again.
00:25:33So far, all our legislation
00:25:35is beautiful,
00:25:37but the practice
00:25:39has little to do with it.
00:25:41It seems to me
00:25:43that you form very far-fetched
00:25:45notions of the law.
00:25:47This is my personal feeling
00:25:49as the Chairman
00:25:51I think that
00:25:53if this is a case
00:25:55in which
00:25:57in each of the cases you mentioned
00:25:59new circumstances arise,
00:26:01it is possible to carry out
00:26:03a revision of the court process.
00:26:05You used statements
00:26:07that I will tell you I was offended by.
00:26:09Because how can you say
00:26:11what kind of guarantee
00:26:13do we have that the strikers here
00:26:15and the Presidium will not be,
00:26:17so to speak, considered
00:26:19to be criminals?
00:26:21I will tell you that I was personally offended.
00:26:23After all, I speak
00:26:25with the most honest people.
00:26:27How is it possible
00:26:29for someone to treat
00:26:31the activists gathered here?
00:26:33Mr. Prime Minister,
00:26:35when I am 10 years old,
00:26:37I am afraid that as soon as I leave,
00:26:39it will be this and that.
00:26:41Please, sir,
00:26:43then you have to drive me away.
00:26:45We cannot give up our emotions.
00:26:47There is a fundamental,
00:26:49general intention
00:26:51of strictly observing
00:26:53the rules of law.
00:26:55The rules of law.
00:26:57Mr. Deputy Prime Minister
00:26:59proposes a revision of the court case.
00:27:01But what guarantee do we have
00:27:03that this process will be carried out
00:27:05in accordance with the rules of law
00:27:07regarding the activities of the courts?
00:27:09During my last stay in Warsaw,
00:27:11I got acquainted with the Zadrożyński case.
00:27:13I simply asked,
00:27:15in the Ministry of Justice,
00:27:17about this case.
00:27:19After all,
00:27:21this man,
00:27:23almost from the same paragraph
00:27:25of the Criminal Code,
00:27:27in the last few years,
00:27:29has been sentenced for the same actions
00:27:31several times.
00:27:33Is it true that every time
00:27:35a fact of theft was established,
00:27:37a trial was carried out?
00:27:39Please, sir,
00:27:41it is said that this man
00:27:43is not guilty.
00:27:45Let us wait.
00:27:47Let the Supreme Court
00:27:49consider the case.
00:27:51I do not rule out
00:27:53that there are people involved.
00:27:55I do not know this man,
00:27:57what he did,
00:27:59how he carried out his activities.
00:28:01There are people
00:28:03who, in their social activities,
00:28:05sometimes get into a conflict with the law
00:28:07and with another title.
00:28:09Let us wait.
00:28:11Let the Supreme Court
00:28:13consider the case.
00:28:15There will be people involved
00:28:17who will want to
00:28:19twist the Zadrożyński's head.
00:28:21They grab me on the street,
00:28:23not giving the reason
00:28:25why the Security Service was operating.
00:28:27They lock me up for 48 hours.
00:28:29They let me go
00:28:31without a word, I am sorry,
00:28:33and without any
00:28:35deliberate action.
00:28:37I have been
00:28:39absent from work for 48 hours.
00:28:41At a later date,
00:28:43the police sent
00:28:45a statement to the employment office.
00:28:47The managers of the individual offices
00:28:49issued a letter
00:28:51to the legal department,
00:28:53which was signed
00:28:55by the manager of the legal department,
00:28:57that such a statement
00:28:59gives the right
00:29:01to justify the absence
00:29:03without the right to pay.
00:29:05I am in possession of such a letter.
00:29:07And the Code of Conduct
00:29:09says something completely different.
00:29:11During the detention, I was beaten.
00:29:13After leaving, I had 9 days
00:29:15of medical leave.
00:29:17I filed a complaint to the prosecutor's office.
00:29:19I did not receive an answer.
00:29:23We, the shipyard workers,
00:29:25issued an open letter to the Sejm
00:29:27with a request
00:29:29for a commission
00:29:31to check the law
00:29:33in our country.
00:29:35I did not receive an answer
00:29:37until today.
00:29:39If even the Sejm
00:29:41does not receive an answer,
00:29:43how can they respect
00:29:45the right to work
00:29:47at lower wages?
00:29:49I believe that we should
00:29:51consistently enforce the law.
00:29:53Consistently stand on the basis
00:29:55of the Constitution of the Polish People's Republic.
00:29:57If there are facts of breaking the law,
00:29:59the people who break it
00:30:01should be brought to justice.
00:30:03I would like to give you
00:30:05a few other examples.
00:30:07But let's focus on specific examples,
00:30:09not on the method
00:30:11of solving the case.
00:30:13After all, the intention
00:30:15that unites us,
00:30:17I think it unites us,
00:30:19is to find a constructive agreement.
00:30:21Unless we don't
00:30:23find it.
00:30:25The social feeling
00:30:27in this room and in the other
00:30:29is that the Prime Minister
00:30:31did not know or did not know
00:30:33that such things were happening.
00:30:35This is just a feeling.
00:30:37I think you probably knew
00:30:39that this is how it is
00:30:41and this is how it looks.
00:30:43We learn about specific cases.
00:30:45But these cases can be multiplied.
00:30:47We do not multiply them anymore
00:30:49because we would really sit
00:30:51for a week, a month,
00:30:53maybe more.
00:30:55Mr. Prime Minister,
00:30:57we really went into the details here,
00:30:59because we can see this law
00:31:01only in small details,
00:31:03in small human injuries.
00:31:07Can you hear me?
00:31:11In my opinion,
00:31:13the Commission cannot
00:31:15use its ignorance
00:31:17about these facts.
00:31:19It should believe
00:31:21that we are telling the truth here.
00:31:23I think
00:31:25that, constructively speaking,
00:31:29the case would be closed
00:31:31if the Commission
00:31:33could make
00:31:35a guarantee
00:31:37that such things
00:31:39will not happen again,
00:31:41that the worker
00:31:43will have protection
00:31:45against the harm
00:31:47that happens to him in the name of the law.
00:31:49Thank you.
00:31:51I want to say once again
00:31:53that I believe,
00:31:55I experience the same
00:31:57as I said about the guarantee.
00:31:59I think that
00:32:01the dialogue here
00:32:03must be completely open.
00:32:05And in this place,
00:32:07I would like to appeal
00:32:09to the Commission,
00:32:11to Mr. Prime Minister.
00:32:13Let's try to talk
00:32:15like two intelligent brains.
00:32:17Let's reject formal matters.
00:32:19Let it be,
00:32:21you are here, I see,
00:32:23professors, doctors,
00:32:25let's try to have a dialogue,
00:32:27a Pole with a Pole,
00:32:29in the name of our whole homeland.
00:32:31Yes, but he has some nuances of diplomacy.
00:32:33Where is this diplomacy?
00:32:35I already hear what you are telling me,
00:32:37sir, I have read
00:32:39that I practice diplomacy.
00:32:41Where is diplomacy here?
00:32:43What kind of a diplomat am I?
00:32:45Mr. Prime Minister,
00:32:47I have never worked in diplomacy in my life.
00:32:49Mr. Prime Minister,
00:32:51the problem is
00:32:53something else.
00:32:55You know,
00:32:57and a part of the Polish society
00:32:59also knows, the book of censor's notes.
00:33:01These notes are the whole tome.
00:33:03We should not discuss this,
00:33:05because this is a real image
00:33:07of deception and ignorance
00:33:09in how the Polish society maintains itself.
00:33:11And this is
00:33:13one of the sources
00:33:15of the biggest mistakes.
00:33:17I urge you to publish
00:33:19everything that has happened so far
00:33:21and take concrete steps
00:33:23so that such things
00:33:25will not be possible in the future.
00:33:27So, what the Prime Minister mentioned,
00:33:29the accountability of censorship
00:33:31and to provide what is allowed
00:33:33and what is not, clearly,
00:33:35to the public.
00:33:37If he comes after work,
00:33:39he will be suspended.
00:33:41People will think it's going to work.
00:33:43We are not going to do this.
00:33:47Maybe we can do this.
00:33:49In some cases
00:33:51we have to statistic to the Central Judges.
00:33:53We will leave soon,
00:33:55we will determine who comes again,
00:33:57because I understand that you want
00:33:59only to work in the shipyard, right?
00:34:01We can request...
00:34:03We can request to come at once.
00:34:05But you're afraid of everyone.
00:34:07No, but I'm not afraid of you.
00:34:09But I'm not afraid of you.
00:34:11No, but I'm not afraid of you.
00:34:13No, no, no, we're kidding.
00:34:15We're kidding.
00:34:17After all, our members of the committee of experts will come well and will work.
00:34:26We will meet at 5 o'clock and we will continue.
00:34:29Agree?
00:34:31Mr. Lech Gajdziński, Mr. Lech Gajdziński from P1, please report to the second gate.
00:34:38Mr. Gajdziński, Lech from P1, please report to the second gate.
00:35:01Mr. Gajdziński, Mr. Gajdziński from P1, please report to the second gate.
00:35:19I appeal to the delegates of all workplaces.
00:35:22From Słupsk, a group of people dressed in uniform came,
00:35:29who tried to enter all workplaces wherever they were.
00:35:34Be very careful about this topic.
00:35:36Okay? I beg you very much.
00:35:38Ladies and gentlemen, as you know, here in the whole country,
00:35:41more and more workplaces are gathering to strike.
00:35:44The responsibility for this is borne only by the government.
00:35:47We are ready to talk, we are even ready to appeal to the public
00:35:51so that the wave of strikes does not expand.
00:35:53However, in the current situation,
00:35:55due to the fact that the committee has not arrived,
00:35:57this cannot be done.
00:35:59On August 26, 8 people from Wrocław were sent to Gdańsk.
00:36:05These 8 people were detained in Bydgoszcz.

00:37:17I would like to greet you every day and share the latest news with you.
00:37:22Nothing has changed in practice since last night.
00:37:27So we are waiting.
00:37:29The fact is that I think and probably you think that we are standing on two extreme corners.
00:37:35You really have to help us,
00:37:37because these people on this side experience it a bit more,
00:37:40in slightly different conditions.
00:37:42That's why I really urge you to help us,
00:37:44support us, because we have to endure.
00:37:46If we don't do it now,
00:37:48we won't be able to do it for a very long time.
00:38:10Let's pray together.
00:38:20Let's thank everyone
00:38:22who is helping the strikers.
00:38:24In the form of food supplies,
00:38:26moral support,
00:38:28help in transport
00:38:30and maintaining community.
00:38:32Every such gesture gives us strength.

00:39:40Let us pray
00:39:42that in solving our problems,
00:39:44they will lead
00:39:46the real good of the Polish nation.
00:39:48Hail Mary,
00:39:50full of grace,
00:39:52Lord with thee,

00:44:54Thank you.
00:44:56Thank you.
00:44:58Thank you.
00:45:00Thank you.
00:45:02Thank you.
00:45:04Thank you.
00:45:06Thank you.
00:45:08Thank you.
00:45:10Thank you.
00:45:12Thank you.
00:45:14Thank you.
00:45:16Thank you.
00:45:18Thank you.
00:45:20Thank you.
00:45:22Thank you.
00:45:24Thank you.
00:45:26Thank you.
00:45:28It seems to me that the time has come to finish our work.
00:45:34Negotiations were difficult and tedious, but let's face it, they concerned fundamental issues.
00:45:44It is not only about ending the acute social conflict, but also about solving problems that will be of extremely important importance for the future development of our country.
00:45:56I will now deal mainly with the first point.
00:46:00Mr. Speaker, this point is the cornerstone of our agreement, which at the same time is one of the most difficult to resolve.
00:46:08That is why we had to consider it in a particularly thoughtful way.
00:46:14I would also like to add that on the political platform adopted by our party,
00:46:22today, on the plenum of the Central Committee, I would like to clearly specify the principal position on the issues that we are discussing here today.
00:46:36And I believe, I have returned from Warsaw, that we have the basis to claim that this kind of recognition gives the highest guarantee of the decisive will of the political implementation of the agreed agreement.
00:46:54Because one of you said this, today, the leader of the Jagielski Commission, and in two, three weeks, months, it may be someone else.
00:47:06Therefore, let it not be Jagielski, but the party on today's plenum will take a principal position on this matter.
00:47:16Therefore, I propose, Mr. Speaker, this point.
00:47:22Let us both approve it.
00:47:24I will sign it, I will approve it, and let you sign it and approve it on behalf of the Presidium or on behalf of the plenum.
00:47:33The approval of this point, I have to bring, I do not have to, I will bring it to Warsaw, at three o'clock there is a plenum of the Central Committee,
00:47:42I refer the matter, I come and I have a request.
00:47:47I will come, let's sign everything to the end.
00:47:52Because there are still three points left.
00:47:56The next ones, the so-called political points.
00:47:59I will tell you honestly, I was convinced that we had reached an agreement here.
00:48:04But when others sit down, everyone will weigh each point for us.
00:48:10And I am not surprised at all.
00:48:13I am also a professor, if they pushed me to the wall like that, maybe I would also think about each point.
00:48:20Mr. Prime Minister, we only have the second point so far.
00:48:23The second one, as it is, we agree.
00:48:25We agree on the second one, I know it.
00:48:27The right to strike.
00:48:29The right to strike will be guaranteed in the prepared law on trade unions.
00:48:36The law should define the conditions for proclaiming and organizing a strike,
00:48:43the method of resolving disputed cases and the responsibility for violating the law.
00:48:51Articles 52, 64 and 65 of the Labor Code cannot be used in relation to participants in a strike.
00:49:02Until the passage of the law, the government guarantees to the strikers and supporters
00:49:10personal safety and maintenance of the current working conditions.
00:49:18Yes, we agree.
00:49:19This is how it was actually established.
00:49:21And we believe that if these two points are accepted, we can accept them.
00:49:25Mr. Prime Minister, I can accept them.
00:49:30But I advise against the final signing of this point.
00:49:36Whether it is necessary, for all of us it is a supportive expression.
00:49:47Think about it, gentlemen.
00:49:49I do not want any answer today and now.
00:49:52I would only ask you to think about this matter.
00:49:57These are people who helped us out of goodwill.
00:50:00And I will not deny it, I even thanked them.
00:50:13We accept it so as not to prolong the case.
00:50:23I do not report as a committee of doubts.
00:50:28I just want to give you a guarantee of the highest political instance.
00:50:34Thank you.
00:50:56Which one do we have today?
00:50:57Thirty.
00:50:58Thirty.
00:51:03Thirty eighth thousand nine hundred and eighty.
00:51:13Please sign.
00:51:16Thank you very much.
00:51:23If you allow me, Mr. Chairman, I would like to...
00:51:28Wouldn't it be purposeful for us to redact the appropriate statement
00:51:32which would imply that we have actually worked hard
00:51:35and that we are in a position to do what is most important to us?
00:51:41We end the strike and go to work.
00:51:44I want us all to rest together.
00:51:46Today is Saturday.
00:51:47I am a farmer.
00:51:49From practice, I believe that Saturday is a happy day.
00:51:56Mother of God.
00:51:58We started the harvest at our parents' on Saturday.
00:52:01Thank you.
00:52:25Mr. Prime Minister, there is really not much work to be done on the most important points.
00:52:29That's why I suggest that we wait as long as we can.
00:52:32It's Saturday.
00:52:33We will work on Sunday.
00:52:35We will have it in writing.
00:52:37Mr. Prime Minister will come and tell us what the situation is like there.
00:52:40Let's not hurry.
00:52:41Why should we not get along with each other?
00:52:49If everything goes well, we do want to go to work on Monday.
00:52:53But we really have to work hard on Monday.
00:52:56We go to work on Monday, but we have to get things done.
00:52:59But it will happen, and we want it to happen.
00:53:04Mr. Prime Minister, yes.
00:53:06Of course.
00:53:07That's why I think that we have done 50 percent.
00:53:12Of course.
00:53:13Mr. Prime Minister, yes.
00:53:14But we still have a lot of unfinished business.
00:53:16A lot of unfinished business.
00:53:19And I have one more proposal.
00:53:20Mr. Prime Minister, since we really have contacts,
00:53:22since we are starting to understand each other,
00:53:24I would like to propose, I would like to ask,
00:53:26for someone to come in and stop the arrests.
00:53:28First of all, there are a lot of arrests in Warsaw.
00:53:30People, let's put it simply.
00:53:32But these people are not guilty of anything.
00:53:34They helped us, but they were not with us.
00:53:36They didn't do anything.
00:53:37That's why we really appeal to them not to do bad work.
00:53:40Because we will get along.
00:53:41And they won't do it.
00:53:42But I would like to ask them not to be arrested, to be released.
00:53:44If they do something wrong, we will be responsible for it ourselves,
00:53:47so that some case may result.
00:53:49But for now, they are not doing anything wrong.
00:53:51I propose and ask for their release.
00:53:53Now, if you...
00:53:55I can say one thing.
00:53:57As soon as I arrived, I didn't know anything.
00:53:59I heard that there were some disturbances with Wrocław.
00:54:03True?
00:54:05The case has been completely cleared.
00:54:07Three scientists.
00:54:08They were temporarily detained.
00:54:09They are on leave.
00:54:10The case is done.
00:54:11We have a list, we can deliver it.
00:54:12A lot of people arrested from Warsaw.
00:54:13I propose, also so as not to prolong,
00:54:15because Mr. Prime Minister also has a lot of cases,
00:54:18I propose that we finish it.
00:54:20The committees stay.
00:54:21Let them work as fast as possible to finalize the rest.
00:54:24Mr. Prime Minister will return.
00:54:26We really want Mr. Prime Minister to return.
00:54:27This is what I want to point out.
00:54:28However, the conclusions about the arrest,
00:54:30let Mr. Prime Minister discuss it,
00:54:31so that it doesn't happen,
00:54:32because we really agree.
00:54:33This is unnecessary.
00:54:34And then, it seems to me,
00:54:36that we will really be able to finish the case by Monday.
00:54:40By Monday?
00:54:41I have the impression, sir,
00:54:44that we should probably finish today, when I return.
00:54:47If the experts make it in time.
00:54:49And I don't know, because I don't know all the cases.
00:54:51If they make it in time,
00:54:52if it will be as we agree, for sure.
00:54:54And maybe you will finish it quickly,
00:54:57finish it and finish it.
00:54:59We will finish it.
00:55:04Mr. Prime Minister, when you return from there,
00:55:06we ask you to unblock us,
00:55:08because we will have to report to everyone.
00:55:10There will be uncertainties, for sure.
00:55:12Because this point will go first,
00:55:13and the second that it is solved.
00:55:14There will be uncertainties.
00:55:15That's why we would also like to convince people on the phone
00:55:18how it is and how it looks.
00:55:21Don't you feel that one word,
00:55:23one word of the one to whom we have respect and trust,
00:55:26is almost enough for everything here?
00:55:30This is a matter of our own personal independence, sir.
00:55:34If someone thinks that it will be easier
00:55:36in free trade unions than in the old ones,
00:55:39he is terribly wrong.
00:55:41It will be harder.
00:55:42We will really have to work here
00:55:44and we will have to take responsibility
00:55:46for what we do, for what we think.
00:55:50But what does it mean that they will be independent
00:55:52from the rest of the party's leadership?
00:55:54This party's leadership is a constitutional concept.
00:55:58After all...
00:55:59And here it is about apolitical matter,
00:56:04about representation,
00:56:06about representation of interests,
00:56:08of everyday workers' interests,
00:56:10of the world, of the world.
00:56:12This is a social form.
00:56:14This is a social form.
00:56:16This is everything that existed.
00:56:18This is what will remain.
00:56:20And we will live in the same world,
00:56:22and in the same political alliances.
00:56:24And our internal rule of law,
00:56:27what we will demand from ourselves,
00:56:30someone from the West,
00:56:32looking at it,
00:56:33can say that we simply won't be able
00:56:36to impose this discipline on ourselves,
00:56:38that it is simply impossible.
00:56:40But the point is
00:56:42that we simply have proof of this.
00:56:44This proof is what happened here,
00:56:46in the shipyard,
00:56:48on this deep responsibility so far.
00:56:51And in the future,
00:56:52this responsibility will have to be even greater.
00:56:55Ladies and gentlemen,
00:56:56it is also a pleasure to meet you.
00:56:58Good day, welcome.
00:56:59So, 10 people, please, to the kitchen.
00:57:05Someone asked for pills from you behind the gate.
00:57:08Please, come up to the reception desk.
00:57:11Someone asked for pills from you.
00:57:14My colleague has already brought the pills.
00:57:16Please, come up to the reception desk.
00:57:30Mr. Tadeusz Cybulski.
00:57:32Mr. Tadeusz Cybulski, electrician,
00:57:35please come up to gate number 2.
00:57:37Mr. Cybulski, your family is waiting for you.
00:57:43Nizhejewski, Jan, K1,
00:57:45Urbaniak, Stanisław.
00:57:47All the other gentlemen
00:57:49are asked to come up to gate number 2.
00:57:51Mr. Wojciech Chochowski, welder,
00:57:53your sister is waiting for you on the right side of the gate.
00:57:56Please, colleagues,
00:57:57let's not let our loved ones wait too long.
00:58:01Nizhejewski, Jan, K1,
00:58:03Urbaniak, Stanisław,
00:58:05please come up to gate number 2.
00:58:08Mr. Urbaniak,
00:58:10Mr. Urbaniak,
00:58:12your mother is waiting for you.
00:58:19I don't have time for you now.
00:58:22I haven't seen you for a long time, mother.
00:58:27Wait a little longer, adult.
00:58:31We will tell you about those accidents,
00:58:34about those days full of hope,
00:58:38full of hot conversations and disputes,
00:58:42about those nights poorly slept,
00:58:45about those people who felt
00:58:49about those people who felt
00:58:53that they are finally at home now,
00:58:57fighting in solidarity for today
00:59:00and for the future for you as well.
00:59:03I want you to ask Mr. Valenza
00:59:05if he feels that he is any closer right now
00:59:11to free trade unions
00:59:13than he was when the strike began.
00:59:16Are you now closer to your goal
00:59:21of free trade unions
00:59:23than you were when the strike began?
00:59:26I don't care.
00:59:28Some things don't matter.
00:59:30And it's hard to say,
00:59:32because we may be ready to sign
00:59:34and someone won't sign.
00:59:36We are ready and we won't go back.
00:59:39If the Soviet Union,
00:59:41thinking about the heresy of socialism
00:59:44by free trade unions,
00:59:46could not cause the loss of Poland's freedom?
00:59:49We are not against the Soviet Union,
00:59:52nor against socialism.
00:59:54We just want to live well.
00:59:56We want to live well.
00:59:58Nothing more.
01:00:00We have just received a telegram
01:00:02with the following content.
01:00:04On August 28, 1980,
01:00:08workers of the C-Mining Company
01:00:10in Węgr Kamienny,
01:00:12the July Manifesto in Jastrzębie,
01:00:14started a solidarity strike
01:00:16with the workers of the coast.
01:00:18The workers are being interviewed
01:00:20by representatives of the resorts
01:00:22and party bodies.
01:00:27This article...
01:00:28Today it will be in the Red Tribunal.
01:00:30The war?
01:00:31Yes, the whole war.
01:00:32It's finished.
01:00:33It's the same as before.
01:00:38He was a spokesman for the old line all the time.
01:00:43What was he saying?
01:00:45Wyszyński.
01:00:46What?
01:00:47What Wyszyński was saying.
01:00:49You won't be here.
01:00:53I don't know if it's the whole thing.
01:00:55It's cut.
01:00:56For sure.
01:00:57People understood what was on TV,
01:00:59that he basically speaks in one voice.
01:01:01Apparently it wasn't like that.
01:01:03I'll tell you.
01:01:04And the wine?
01:01:05I'll tell you.
01:01:06The tea.
01:01:07Did you make the tea?
01:01:08Is it ready?
01:01:09Among the external inspirers.
01:01:11External...
01:01:12Who inspires here?
01:01:14You know what they need you for?
01:01:16The devil.
01:01:17And that's it.
01:01:18Okay.
01:01:19But...
01:01:20We have to talk about that.
01:01:21Don't let the continuation of the strike drag on.
01:01:23Think about who he serves.
01:01:25I suggest not to pay attention to it at all.
01:01:28I also say not to pay attention.
01:01:30But we were told not to worry.
01:01:32It's important that we win.
01:01:33Of course.
01:01:34And later...
01:01:35Let's not look at those
01:01:36who always want to hold their tables.
01:01:42Please turn on the microphones.
01:01:44I propose that Mr. Prime Minister
01:01:46address the wishes we made.
01:01:50That is, he spoke when it comes to stopping.
01:01:54And we no longer have any doubts
01:01:56when it comes to the first and second points
01:01:58of our postulates.
01:02:00It would be good if we could hear
01:02:02shortly how the next postulates were adopted.
01:02:06We already know as a plenum,
01:02:09but for all the residents
01:02:12to hear how they were dealt with,
01:02:15but in a short way.
01:02:17Then we plan.
01:02:19Here, right now, we will sign these things,
01:02:22because we really have everything done.
01:02:24And I will announce the end of the strike
01:02:26in agreement with Mr. Prime Minister
01:02:29somewhere in three to four hours
01:02:31after the end and signing of these issues,
01:02:34these postulates that have been adopted.
01:02:36Please.
01:02:37I accept the proposal that you presented,
01:02:40Mr. Prime Minister.
01:02:41I propose to move on to the points
01:02:43that require discussion
01:02:45and move on to the last one,
01:02:47about which you said
01:02:48that there is a certain commitment here.
01:02:51As for the second part,
01:02:53that is, I understand that today
01:02:56we would sign at the end of our talks,
01:02:59since we have, so to speak,
01:03:01we would have agreed on these points,
01:03:03we would sign the project of communication
01:03:05if it is agreed,
01:03:06and the announcement you mentioned
01:03:08will take place after the break,
01:03:10as you proposed.
01:03:11So, postulate number three.
01:03:13The government will submit to the Sejm
01:03:15in three months
01:03:16a bill for the control of the press,
01:03:18publications and spectators
01:03:20based on the following principles.
01:03:22Censorship should protect the interests of the state.
01:03:25This means the protection of state and economic secrecy,
01:03:29whose scope will be more closely defined by the law,
01:03:32the security of the state
01:03:34and its important international interests,
01:03:36the protection of religious feelings
01:03:38and at the same time the feelings of non-believers,
01:03:40as well as the prohibition of the dissemination
01:03:42of content that is usually harmful.
01:03:44The bill would also include
01:03:46the right to accuse the decision-makers
01:03:48of the control of the press, publications and spectators
01:03:50to the Chief Administrative Court.
01:03:52I accept this point.
01:04:01Do we have to sign it?
01:04:03Please.
01:04:07Here.
01:04:12Today is the 31st.
01:04:14That's right.
01:04:21Here you are.
01:04:25I'll sign it for you.
01:04:37Postulate no. 4.
01:04:39Return to the previous rights of people
01:04:41released from work after the strike in 1970
01:04:44and in 1976.
01:04:46Students expelled from universities for persuasion
01:04:49under point B.
01:04:50Release all political prisoners,
01:04:52including Edmund Zadrożyński,
01:04:54Jan Kozłowski and Mark Kozłowski,
01:04:56to be repressed for persuasion.
01:04:58The government will cause
01:05:00a thorough examination of the principles
01:05:02of the release from work after the strike
01:05:04in 1970 and in 1976
01:05:06and, if found to be unlawful,
01:05:08immediately return them to work
01:05:10if they wish to do so,
01:05:12with regard to the qualifications
01:05:14obtained in the meantime.
01:05:16This will be appropriate
01:05:18in the cases of certain students
01:05:20under point B.
01:05:22The transfer of the cases of people
01:05:24mentioned in point B
01:05:26to the Justice Minister
01:05:28in cases when the persons mentioned
01:05:30are deprived of their freedom
01:05:32will be suspended
01:05:34until the end of the trial.
01:05:36A thorough examination of the principles
01:05:38of the temporary arrest
01:05:40and the release of the persons
01:05:42mentioned in the annex
01:05:44under point C.
01:05:46A thorough examination of the freedom
01:05:48of expression of convictions
01:05:50in public and professional life.
01:05:52Since this point has been read here,
01:05:54I agree with this point
01:05:56in the spirit of understanding
01:05:58the importance of the matter.
01:06:00But let's not postpone this point
01:06:02when it comes to the suspension
01:06:04and let's do it now.
01:06:06I would very much ask, gentlemen,
01:06:08if we are to act constructively,
01:06:10to discuss all the points
01:06:12and I will deal with this case
01:06:14because I have to think about it.
01:06:16Yesterday.
01:06:18No, I received it a moment ago, gentlemen.
01:06:20I received it a moment ago.
01:06:22At this moment I received this case.
01:06:24But the voivode had it yesterday.
01:06:26I don't know that he didn't give it to you.
01:06:28The voivode informed me yesterday
01:06:30that he gave it to the Prosecutor General.
01:06:34The case.
01:06:38We just want to know something
01:06:40about these repressions
01:06:42because people are demanding...
01:06:44I am the representative of the government here.
01:06:46It is a case that lies
01:06:48in the competence of the Prosecutor General.
01:06:50And if I am lying,
01:06:52let the lawyers present here
01:06:54in the room say so.
01:06:56I can commit myself.
01:06:58And of all the commitments,
01:07:00I am committing myself point by point.
01:07:02I can say,
01:07:04since yesterday
01:07:06the voivode sent the case
01:07:08to the Prosecutor General,
01:07:10I am returning today,
01:07:12if we sign it,
01:07:14everything to Warsaw
01:07:16and I will present the case
01:07:18in accordance with the intention
01:07:20that was presented to me here.
01:07:22I would like to point out
01:07:24that these people,
01:07:26currently arrested,
01:07:28in 1976
01:07:30were helping the families
01:07:32of the workers released from the shipyard.
01:07:34The workers still remember it.
01:07:36That is why I am speaking
01:07:38on behalf of the workers of the shipyard
01:07:40and I am asking for the immediate release
01:07:42of the arrested
01:07:44in connection with the strike.
01:07:48Once again,
01:07:50I am returning with a full sense
01:07:52of responsibility for the case.
01:07:54Really.
01:07:56With a full sense of responsibility for the case.
01:07:58I am going,
01:08:00I am delivering,
01:08:02even today I am referring to this case,
01:08:04even today I am referring to this case
01:08:06with the intention
01:08:08that was presented here.
01:08:10I have no other competences
01:08:12than what I do
01:08:14for my own responsibility
01:08:16and for my own conscience.
01:08:18I have no other competences.
01:08:20I am telling you the truth.
01:08:22Mr. Prime Minister,
01:08:24we believe in your good will,
01:08:26but the arrests are still going on.
01:08:28We are currently receiving reports
01:08:30about new names.
01:08:32Mr. Prime Minister,
01:08:34these are the people
01:08:36who were helping the workers
01:08:38who were finally acquitted
01:08:40in 1976 or 1977.
01:08:42They were released from prison
01:08:44and were found not guilty
01:08:46Also,
01:08:48as the colleague said,
01:08:50they were helping the workers
01:08:52who were released
01:08:54from the shipyard in 1976.
01:08:56We will include this list
01:08:58in our protocol.
01:09:00If you don't mind,
01:09:02I propose
01:09:04to go further
01:09:06so that we can have a look
01:09:08at the other cases.
01:09:10Ladies and gentlemen,
01:09:12in connection with the fact
01:09:14that we have the right to strike,
01:09:16if people are not released,
01:09:18we proclaim
01:09:20strike once again.
01:09:22That's why I don't see any other way
01:09:24but to go further.
01:09:26If they are not released,
01:09:28we will do the same again.
01:09:30Of course,
01:09:32we will explain these cases,
01:09:34so please go to the next point
01:09:36and we will see.
01:09:38We move on to the sixth point.
01:09:41Take real actions
01:09:43aimed at getting the country out
01:09:45of a crisis situation by
01:09:47a. Giving to the public
01:09:49full information about the social-economic situation
01:09:51b. Enabling all
01:09:53communities and social layers
01:09:55to participate in the discussion
01:09:57on the reform program.
01:10:00The eighth point
01:10:02is the next controversial point.
01:10:06Namely,
01:10:08b. Instead of raising the equipment
01:10:10by one payment table,
01:10:12the principle of uniform payment
01:10:14for all employees should be introduced.
01:10:161,000 PLN for people earning
01:10:18up to 3,500 PLN per month
01:10:20and 500 PLN for people earning
01:10:22more than 3,500 PLN per month.
01:10:24We think this is the most just
01:10:26and should be
01:10:28accepted
01:10:30by the government commission.
01:10:34It is a decision
01:10:36that means
01:10:38a complete ruin of the national economy
01:10:40and an immediate
01:10:42process of inflation.
01:10:44That is why
01:10:46I propose
01:10:48that we accept
01:10:50our proposal.
01:10:52It is not ours anymore,
01:10:54because we worked on it before.
01:10:56It was already worked on together.
01:10:58Mr. Prime Minister,
01:11:00we understand that
01:11:02money cannot be made
01:11:04and we want to tell you
01:11:06where the money is.
01:11:08The equipment is developed
01:11:10in such a way
01:11:12that it can be taken away.
01:11:14The fact is that it is not
01:11:16too soon.
01:11:18That is why I propose
01:11:20that we accept
01:11:22this date.
01:11:24We have free and independent
01:11:26unions.
01:11:28These unions will take care
01:11:30of the money.
01:11:32We will not strike them.
01:11:54There was also
01:11:56an amendment to this point.
01:11:58It was about
01:12:00the so-called nomenclature.
01:12:02Mr. Prime Minister,
01:12:06I propose
01:12:08not to introduce the nomenclature
01:12:10because we speak clearly.
01:12:12Please take a look.
01:12:14I will read it this way.
01:12:16After 100 years of
01:12:18consistent management,
01:12:20we accept the selection of the leadership
01:12:22on the basis of qualifications and competences
01:12:24of both party members,
01:12:26political and non-party
01:12:28members.
01:12:30I propose to accept it.
01:12:32The value of a person
01:12:34decides.
01:12:36It seems to me that this is a matter
01:12:38of fundamental character.
01:12:40And we respect this principle.
01:12:42I declare that the party apparatus
01:12:44has no privileges.
01:12:46There are no family supplements
01:12:48like the whole society.
01:12:50There are no shops.
01:12:52It has the same buffets
01:12:54as in the workplaces.
01:12:56I see only one solution.
01:12:58We, as a society,
01:13:00will check it.
01:13:02We will check it.
01:13:04But there is nothing to check here.
01:13:06This is normal.
01:13:08Military and militia have their canteens
01:13:10and they provide food on a regular basis.
01:13:12I am talking about the party apparatus.
01:13:14And you also have your
01:13:16buffets and other things
01:13:18and everything is available.
01:13:20Just like in every buffet.
01:13:22But not in the same way.
01:13:24We, as a society,
01:13:26will check it.
01:13:28If we publish it in our documents
01:13:30we will do our job properly.
01:13:32We will check it.
01:13:46At the beginning of the strike
01:13:48a person from Warsaw came to the shipyard.
01:13:50She helped the workers
01:13:52to write a letter to Solidarność.
01:13:54She taught us
01:13:56how to do it.
01:13:58Not all of us are
01:14:00printing workers
01:14:02or specialists in this field.
01:14:04It was Mirosław Chojecki.
01:14:06Right now, this person,
01:14:08after leaving Gdańsk to Warsaw,
01:14:10has been arrested
01:14:12and received a prosecutor's sanction.
01:14:14I would like to point out
01:14:16that she is one of the people
01:14:18helping MKS.
01:14:20Thank you, Mr. Premier.
01:14:50I suspect that the situation will be
01:14:52the way we want it to be.
01:14:54Our cases have been solved
01:14:56and...
01:14:58Yes, they have been solved.
01:15:00We have solved
01:15:0221 cases.
01:15:04And the implementation
01:15:06depends on our solidarity
01:15:08and on how we will monitor
01:15:10how they are implemented.
01:15:12It's all in our hands
01:15:14and we have to monitor it.
01:15:16And we will monitor it. I believe in it.
01:15:20We have prepared
01:15:22a draft final statement.
01:15:26I propose to sign
01:15:28the draft statement.
01:15:30I propose
01:15:32to take a 10-minute break.
01:15:34Good.
01:15:38I propose...
01:15:40We won't publish it, after all.
01:15:42I propose to finish
01:15:44this kind of work.
01:15:46There is a statement
01:15:48approved.
01:15:50We can sign it.
01:15:52It's not approved yet.
01:15:54It's not approved yet.
01:15:56I propose to take a 20-minute break.
01:15:58Maybe you will go to the board
01:16:00and have a cup of tea or coffee.
01:16:02And then...
01:16:04And the signature...
01:16:06Maybe I will propose
01:16:08something else.
01:16:10Namely, during this period
01:16:12of the break...
01:16:14I would propose to extend
01:16:16this statement.
01:16:18The Prime Minister will know
01:16:20by phone
01:16:22what the situation in Warsaw looks like.
01:16:24Namely, the people
01:16:26who are under arrest.
01:16:30After the return,
01:16:32the signing
01:16:34of the entire protocol...
01:16:36We can sign it with the Prime Minister.
01:16:38We don't have to call everyone.
01:16:40We will go to the Prime Minister
01:16:42and sign it in a large room
01:16:44with the Prime Minister.
01:16:46If a person is charged
01:16:48with acting against the security
01:16:50of the state,
01:16:52do you also stand
01:16:54for the release of such a person?
01:16:56But...
01:16:58I wanted to say
01:17:00that it was nonsense.
01:17:02But please don't listen.
01:17:04I was listening to you.
01:17:06Please don't listen.
01:17:08You told me that you were informed
01:17:10by the Justice Ministry
01:17:12that Mr. Drozdzyński
01:17:14was five times punished
01:17:16by the law for 10 years.
01:17:18They are deceiving you
01:17:20like little children.
01:17:22We will end the break.
01:17:24I would like to show you
01:17:26that no one on the street
01:17:28will arrest you.
01:17:30There is no law.
01:17:32There is only one truth.
01:17:34Only one.
01:17:36There is no law.
01:17:38Please.
01:17:42If you don't want to be arrested,
01:17:44we will call you
01:17:46and we will go to the
01:17:48Greek embassy.
01:17:50Please, go to the small room.
01:18:04Holy Father,
01:18:06who art in heaven,
01:18:08hallowed be thy name.

01:18:18our daily bread,
01:18:20and forgive us our trespasses,
01:18:22as we forgive those
01:18:24who trespass against us.
01:18:26And lead us not into temptation,
01:18:28but deliver us from evil.
01:18:40Holy Father,

01:20:08I would like to make
01:20:10the following short statement.
01:20:12Namely,
01:20:14first of all,
01:20:16I would like to make
01:20:18the following short statement.
01:20:20Namely,
01:20:22first of all,
01:20:24I would like to make
01:20:26the following short statement.
01:20:28I would like to make
01:20:30the following short statement.
01:20:32I would like to make
01:20:34the following short statement.
01:20:36I would like to make
01:20:38the following short statement.
01:20:40I would like to make
01:20:42the following short statement.
01:20:44I would like to make
01:20:46the following short statement.
01:20:48I would like to make
01:20:50the following short statement.
01:20:52I would like to make
01:20:54the following short statement.
01:20:56I would like to make
01:20:58the following short statement.
01:21:00I would like to make
01:21:02the following short statement.
01:21:04I have fulfilled
01:21:06what you have
01:21:08asked of us.
01:21:10I have fulfilled
01:21:12in deep conviction
01:21:14and understanding
01:21:16the importance of the matters
01:21:18that we are discussing here.
01:21:20That is,
01:21:22having in front of us
01:21:24these twenty-one
01:21:26postulates.
01:21:28I can say
01:21:30at the same time
01:21:32that these works
01:21:34have already been undertaken
01:21:36in Warsaw,
01:21:38and are already
01:21:40under way.
01:21:42Therefore,
01:21:44my statement,
01:21:46which I am delivering,
01:21:48because I am responsible
01:21:50to submit a document
01:21:52in writing,
01:21:54I ask you
01:21:56to sign
01:21:58the documents
01:22:00and the strike
01:22:02will be interrupted.
01:22:04I have prepared such a statement
01:22:06and I will submit it.
01:22:08I will hand it over to you then.
01:22:10Our conversations,
01:22:12which were difficult at the beginning,
01:22:14later proceeded in the spirit
01:22:16of better understanding,
01:22:18of seeking the best way
01:22:20out of this difficult situation
01:22:22in the country.
01:22:24I can say with satisfaction
01:22:26that we ended our argument
01:22:28with strength,
01:22:30dialogue and persuasion.
01:22:32We showed
01:22:34that Poles, if they want,
01:22:36can always
01:22:38communicate with each other.
01:22:40This is a success for both sides.
01:22:42We will remember this.
01:22:44We hope
01:22:46that what has been signed
01:22:48will be thoroughly
01:22:50and fully observed.
01:22:52I am sure
01:22:54that this is
01:22:56for the country.
01:22:58And now I would like to return
01:23:00to everyone who listened to me.
01:23:02My dear, we are returning
01:23:04to work on September 1.
01:23:06We all know
01:23:08what this day reminds us of,
01:23:10what we think about
01:23:12on this day,
01:23:14about homeland,
01:23:16about national affairs,
01:23:18about the common interests
01:23:20of the family
01:23:22which is called Poland.
01:23:24So believe me
01:23:26what I will say.
01:23:28We got everything
01:23:30we could get in the current situation.
01:23:32We will get the rest
01:23:34because we have
01:23:36the most important thing.
01:23:38Our independent,
01:23:40self-governing trade unions.
01:23:42This is our guarantee
01:23:44for the future.
01:23:46We fought not only for ourselves,
01:23:48for our own interests,
01:23:50but for the whole country.
01:23:52I want to tell
01:23:54everyone who supported us.
01:23:56We fought together.
01:23:58We fought for you.
01:24:00Because we fought
01:24:02for the right to strike.
01:24:04We got certain
01:24:06private guarantees.
01:24:08And most importantly,
01:24:10we fought for the right
01:24:12to independent trade unions.
01:24:14Let's make sure
01:24:16that they remain
01:24:18always independent
01:24:20independent trade unions
01:24:22working for all of us,
01:24:24for the good of the country,
01:24:26for Poland.
01:24:28I declare the strike
01:24:30over.
01:24:32Thank you.
01:25:02March, march,
01:25:04Dąbrowski,
01:25:06from Italy
01:25:08to Poland.
01:25:10With your
01:25:12leadership,
01:25:14we will join
01:25:16the nation.
01:25:32Ladies and gentlemen,
01:25:34I think it is my duty
01:25:36to say a few words.
01:25:38The work
01:25:40has come to an end,
01:25:42as you said, Mr. Chairman.
01:25:44Indeed, it was not an easy job.
01:25:46These were
01:25:48difficult,
01:25:50demanding,
01:25:52difficult talks,
01:25:54but
01:25:56they concerned
01:25:58very important issues.
01:26:00I confirm
01:26:02and fully support what was said.
01:26:04We talked
01:26:06as Poles should talk to each other,
01:26:08as a Pole talks
01:26:10to a Pole.
01:26:22There are no losers
01:26:24or winners.
01:26:26There are no defeats
01:26:28or defeats.
01:26:30The most important thing
01:26:32to appreciate
01:26:34is the fact
01:26:36that we have
01:26:38agreed
01:26:40to talk.
01:26:42But
01:26:44the most important guarantee
01:26:46of the fulfillment
01:26:48of what we have done
01:26:50is work.
01:26:52The country is looking at us.
01:26:54Let's give an example
01:26:56that we want
01:26:58to serve
01:27:00the rights of the working people,
01:27:02the rights of our nation,
01:27:04our socialist homeland,
01:27:06the Polish People's Republic.
01:27:26Thank you.
01:27:50Ladies and gentlemen,
01:27:52I would like to remind you
01:27:54that this speech will be
01:27:56our joint letter.
01:28:14How can I say this?
01:28:18The Polish day has come
01:28:20in Syria,
01:28:22and what more
01:28:24can I say?
01:28:28We will have some freedom.
01:28:32Maybe someone will take care of us,
01:28:34because the whole world
01:28:36has not taken care of us.
01:28:40Maybe there will be some justice,
01:28:42something like that.
01:28:52Thank you.
01:28:54Thank you.
01:28:56Thank you.
01:28:58Thank you.
01:29:00Thank you.
01:29:02Thank you.
01:29:04Thank you.
01:29:06Thank you.
01:29:08Thank you.
01:29:10Thank you.
01:29:12Thank you.
01:29:14Thank you.
01:29:16Thank you.
01:29:18Thank you.
01:29:20Thank you.
01:29:22Thank you.
01:29:24Thank you.
01:29:26We finally have
01:29:28independent, self-governing
01:29:30trade unions.
01:29:36We have a right to strike.
01:29:46We will establish
01:29:48and we will do it soon.
01:29:57That's why we can really be happy.
01:30:00I don't even know what a great job we've done.
01:30:05And that's why, because I'm in shock,
01:30:08because I thought it would take another two weeks.
01:30:13I set myself up, saying that's why I'm in good shape,
01:30:15because I set myself up for a long fight.
01:30:17That's better.
01:30:22The first stage is won, but the second is much harder.
01:30:25Oh, it's hard, I'm afraid of it.
01:30:27There will definitely be ups and downs,
01:30:30someone will definitely want to lead us out of the manhole.
01:30:32That's the truth.
01:30:33But we won't give up,
01:30:34because we all take responsibility, not just me.
01:30:36But all together, it's strength, it's power,
01:30:39and we will do it.
01:30:40We already have our work.
01:30:42Solidarity will be our motto,
01:30:44which will be based on selflessness, without any censorship.
01:30:46We will write what we want.
01:30:56We finally have for our patients,
01:30:58people who can't go to church on Sunday,
01:31:01during Easter,
01:31:02a coffin for the next Saturday.
01:31:05But didn't you hear?
01:31:06We have it on paper, I have it here.
01:31:08Everyone is leaving, because otherwise I won't agree.
01:31:10Oh no.
01:31:13That's what I'm saying.
01:31:18If I cut out what I said in the letter,
01:31:21it will definitely be there.
01:31:22There is no doubt.
01:31:23I have it signed.
01:31:24All the prisoners.
01:31:25It's here.
01:31:26I'm not afraid.
01:31:27I'm not afraid.
01:31:28I'm not afraid.
01:31:29I'm not afraid.
01:31:30I'm not afraid.
01:31:31I'm not afraid.
01:31:32It's here.
01:31:34I don't sell people.
01:31:47There is one more thing I would like to establish.
01:31:48Maybe I'm doing this as a dictator,
01:31:50but forgive me,
01:31:51we are celebrating the blood of December 1970.
01:31:54My inability to govern in 1970.
01:31:56Here.
01:31:57Therefore, I would like to establish our permanent meeting.
