00:00On September 10, the Office of the Vice President presented the budget to the Camera.

00:06At the hearing earlier, Vice President Sara Duterte and several congressmen attended.

00:17Vice President Sara Duterte refused to answer any questions about confidential funds.

00:23At the hearing, the Office of the Vice President asked for more than 2 billion pesos budget.

00:30She was greeted by ACT Teacher's party list representative in a position.

01:40A congressman motioned to remove from the records of the camera the correctness of Castro's visa regarding child abuse, which was removed by many congressmen.

01:50There was also a motion to remove from the records the correctness of the visa regarding Pusit and Castro's statement that it was illegal to use confidential funds, but it was defeated by a vote.

02:04According to the Commission on Audit, more than P73 million out of P125 million of confidential funds of the OVP in 2022 were disallowed due to lack of documents submitted.

02:17Almost P70 million was paid to the government as bribe or purchase of various goods and medicines.

02:25I hope that it was not really answered, Madam Chair.

02:44A colleague of the vice president is defending.

02:47We have already taken action by removing the confidential funds of the vice president in the 2024 budget.

03:02There is oversight of any house committee, but not during the budget hearing of a specific year's budget.

03:11The presiding chairperson explained that confidential funds of 2022 are important to discuss because it has an effect on their decision on the budget of the OVP for the next year.

03:24Item number three is comparative budget allocation and utilization rate from fiscal year 2019 to 2023.

03:40Clearly, confidential funds spent in 2022 falls squarely within that.

03:49VP Sara also requested that Kimbo be replaced as presiding chairperson.

04:46She accused the House of Representatives to impeach her for not listening to some congressmen that she doesn't want to be named.

05:01who have either recorded conversations or participated in shared conversations regarding each impeachment proceedings against me.

05:19Now that the troops in Escoda Shoal were not able to resupply due to China's blockade,

05:24the supply of food to BRP Teresa Magbanua is now critical according to the Philippine Coast Guard.

05:29But the PCG's gate did not leave Escoda Shoal to ensure that it will not be occupied by China.

05:37The China Coast Guard Vessel 21551, which was one of BRP Datu Sandan's ships this week,

05:44and was one of BRP Bagacay's ships on August 19,

05:52was also seen by GMA Integrated News as it headed to the resupply mission towards BRP Teresa Magbanua and Escoda Shoal yesterday.

06:03China Coast Guard Vessel 3104 also witnessed the assistance of BRP Datu Sandan last week.

06:11Food, drinks, and other important supplies were brought by BRP Cape Engaño and BRP Cabra of PCG.

06:18There was also ice cream as a treat for BRP Teresa Magbanua's troops.

06:22But according to PCG, 40 ships of China, including their warships and CCGs,

06:28circled BRP Cabra and Cape Engaño.

06:31Last week, we also witnessed the CCG and Maritime Militia Vessels

06:36and BRP Teresa Magbanua when we joined the Maritime Domain Awareness Patrol of PCG and PFAR.

06:42According to PCG, the food supply to the ships was already critical

06:46as supplies were last left during the first half of August.

06:50Until this morning, the ships of China were still crowding the area.

06:55The Philippine Coast Guard assured that the Philippines will not remove its presence in Escoda or Sabina Shoal

07:02in front of the area of what China can do in the area.

07:06That is the commitment of the Commandant to the President.

07:10Commodore J. Tarielan appointed the National Task Force on the West Philippine Sea

07:15as the standoff of 2012 in Bajo de Macindo, Cozcab, or Shoal between the Philippines and China.

07:21Back then, the two countries agreed to withdraw, but only the Philippines followed.

07:26Now, China has effective control of Bajo de Macindo, and the Filipinos are not allowed to enter.

07:33The 2012 standoff has taught us one thing,

07:37that the moment we left Bajo de Macindo, we were not able to return.

07:42The Philippine Coast Guard will not be leaving Escoda Shoal until such time

07:47that we are certain that the Chinese government is not going to permanently occupy Escoda Shoal.

07:54Compared to Bajo de Macindo, Escoda Shoal is 75 nautical miles or 140 kilometers away from Palawan.

08:02It is also passed by ships, the Philippine Navy, and the Philippine Coast Guard

08:06when there is a resupply mission to Union Shoal, where the BRP Sierra Madre is located.

08:10If ever Escoda Shoal is removed from us, that would be very easy for China,

08:16and then let's say, they occupy it, that would be very easy for China

08:20to prevent whatever resupply operation that we intend to carry out in Union Shoal.

08:26Because they can basically block it on both sides.

08:34After the subsequent incidents of harassment by China,

08:37according to the Defense Department, it is time to expand the mutual defense treaty between the Philippines and America.

08:44India is now backing up on the condition that there should be an armed attack

08:48against the public vessels of the Philippines before America helps.

08:52The public gets fixated on that.

08:54So I think we should broaden the scope of the MDT to face a dynamic and cunning adversary.

09:05Armed attack is defined diplomatically, not legally, by either equal sovereign partner within the alliance.

09:17And Article 3 of the treaty calls for consultation.

09:28The whole point of rules on the water is so that we don't run into each other.

09:32And so this is a clear act of bullying by one individual that wants to exert its influences over another nation.
