00:00In the area of Kabul Kachchh, there is an attack on police officers and 12 police officers lose their lives.
00:07There are 5 witnesses.
00:08Two of them have come on Manzir-e-Aam.
00:12Let's listen to what they are saying.
00:15I request the DPO to save me from here.
00:22I appeal to my family members to save me from here.
00:2512 people have died.
00:28Why is this happening?
00:31How did the dacoits of Kachchh become so strong that they cannot be eradicated from the roots?
00:36Or it is not being done.
00:38Or it could not be done.
00:40These are the three questions.
00:41Let's take a look at their history.
00:43First of all, let me tell you what the area of Kachchh is.
00:46Many people may not know this.
00:48According to the government documents, the areas in the protected areas of the rivers from the British era
00:54are called the area of Kachchh.
00:56In the area of Kachchh, the southern districts of Punjab, Rahim Yar Khan, Sadiqabad, Rajanpur,
01:01while the northern districts of Sindh, Shikarpur, Ghotki and Kashmor come under the area of Kachchh.
01:06In this area, the borders of Balochistan also begin.
01:10How old is the dacoit rule in Kachchh?
01:12We keep hearing about it at different times.
01:15Their actions, their crimes, there is also violence.
01:19But how old is this problem?
01:21If we find this out, we will tell you.
01:23There is a story of Independent Urdu.
01:25They claim in it.
01:26And we did more research on it.
01:28According to it, on both sides of the river Sindh,
01:31in the areas of Kachchh, there is a dangerous dacoit rule from the 80s.
01:36Shah Abdul Latif University, Khairpur's Professor Imdad Hussain's book,
01:40According to the dacoit rule,
01:42the dacoit rule in Kachchh has existed since 1984.
01:46According to his book, from 1984 to 1994,
01:5011,000 people were kidnapped.
01:531,300 people were killed.
01:55Approximately 2 billion rupees were collected.
01:58According to the Sindh Police's March 2023 report,
02:02in just one year,
02:04the dacoits in Kachchh kidnapped 400 people.
02:08The Sindh Police claimed in its report that
02:11from 2021 to 2022,
02:13the dacoits in Kachchh killed 57 people.
02:18In September 2023,
02:20the HRCP also claimed in its annual report
02:23that the dacoits in Kachchh collect 1 billion rupees annually.
02:27The dacoits in Kachchh,
02:29it is obvious that they have existed since 1984.
02:32So, there must have been operations to kill them.
02:35When did the operations happen?
02:37And what was the result of those operations?
02:39Let's take a look at this.
02:40There was a military operation in 1992.
02:43We saw that it was to kill the dacoits in Kachchh.
02:46Then there was a big operation in 2016.
02:49It was the Zarb-e-Ahan operation.
02:51We saw that they were tried to kill them.
02:54Then there was an operation in 2021.
02:56Now, since 2023,
02:58this is a grand operation.
03:00So, many times in the past,
03:01they were tried to kill them.
03:03According to the I.G. Punjab office,
03:05the operation against the dacoits in Kachchh
03:09was carried out in the Kachchh area of 60,000 acres.
03:13The I.G. Punjab office has claimed
03:15that 65 dacoits have been killed in the grand operation,
03:19while 26 dacoits surrendered themselves
03:22and more than 60 dacoits have been arrested.
03:25According to Arab News,
03:27the attack on the Punjab police in the past few days
03:30is the biggest attack since the grand operation in March 2023.
03:35Where do these dacoits come from?
03:37How do they become dacoits?
03:39This is also a very interesting point.
03:41Let me tell you this.
03:42According to BBC Urdu's 2021 story,
03:45the Kachchh dacoits were introduced
03:47to weaken the People's Party in Sindh for the first time in 1984.
03:52According to the BBC story,
03:53a few tribal families of Sindh
03:55were made a program to strengthen against the People's Party.
03:58But this claim was denied
04:00when later this family became a part of the People's Party.
04:05Voice of America says in its story
04:07that the Kachchh dacoits have tribal disputes behind them.
04:11Tribal chiefs have initiated fights instead of reconciliation.
04:14The result of which is that
04:16lawsuits are filed against the tribes in the police stations.
04:19To escape arrest,
04:21these people leave the village
04:22and are forced to live a life of slavery in the Kachchh area
04:25and commit various types of robberies.
04:28According to BBC Urdu's Korn story,
04:30the Kachchh dacoits were made by the local wardens and chiefs with the help of the police
04:35because the tribal chiefs living around the Kachchh
04:38use these dacoits for their personal fights.
04:42Now let's see why the Kachchh dacoits are not able to end this.
04:47First, we discussed the reasons for this.
04:49What are the vested interests of these dacoits?
04:52Who gets protection from these dacoits?
04:54What are the political benefits of these dacoits?
04:56How do people achieve their goals due to their political leadership?
05:02There is another issue of this.
05:03These are capacity issues.
05:05Let's compare.
05:06Let's see what is the difference between the Kachchh dacoits and the police.
05:11This is an interesting fact.
05:12Voice of America has researched this.
05:14According to them,
05:15the police in the Kachchh area have traditional weapons like G3 and Kalashnikov.
05:20And for fake activities, they have armored vehicles and mobile vans.
05:24Whereas the Kachchh dacoits have modern and heavy weapons
05:28like anti-aircraft guns, rocket grenades and 12.7 mm ready-to-fire guns.
05:34Sindh Police Inspector Abdul Shakur,
05:36who has faced the Kachchh dacoits many times,
05:39told BBC Urdu that
05:40the dacoits do not have the capacity to tolerate the police's armored vehicles.
05:46According to the book of Professor Imdad Hussain of Shah Abdul Latif University, Khairpur,
05:50according to the dacoits,
05:51the Kalashnikov was first used by the Sindh dacoits in Pakistan.
05:55And later, it was sent to the police.
05:58So, what are the methods used by the Kachchh dacoits to kidnap people?
06:02This is one aspect of this.
06:04The Kachchh dacoits have now started using social media and mobile phones to kidnap people.
06:12The Kachchh dacoits give people the greed to sell cars at low prices.
06:16They kidnap people in the name of love through women.
06:22The dacoits and kidnappers advertise on social media
06:25and tell the prices of different daily necessities.
06:29The Kachchh dacoits and the city dwellers get greedy and go to the kidnappers themselves.
06:34The incident of the Kachchh dacoits through social media,
06:38IG Haseen Ghulam Nabi Mewan says that
06:40we cannot shut down social media because the Kachchh dacoits use it.
06:46But anyway, if you want to regulate and dismantle the crime network in any way,
06:52then you have to increase the capacity of the police.
06:54But we use the police for political purposes.
06:56We don't use the police for policing.
06:59What was the occupation of the Punjab police when the police were being attacked in Punjab?
07:04We showed you yesterday and we will show you today as well
07:07that they were forced to stop political people and resources and capacity were going there.
07:14What are the gangs of the Kachchh dacoits?
07:16Very interesting name. I hope I am pronouncing it correctly.
07:21Sukhani gang, Inder gang, Shar gang, Dolani gang, Lathani gang.
07:27So, there are gangs, politics, government surveillance.
07:31So, the Kachchh dacoits seem to have very strong legs.
07:35Because they have backing politically as well.
07:39They have a lot of capacity.
07:42Because of their power and surveillance, they have a lot of weapons,
07:46which the police don't have.
07:48And we see that when the police are caught, they make requests like this.
07:52And third, political will.
07:54If the government decides that we want to earn an art, then it is earned.
08:01This means that the government also facilitates,
08:05because of which it is not being finished.
08:07Now the government says that we are serious.
08:09Let's see where it goes.
08:10They have been active here since 1984.
08:14And they have taken billions of rupees.
08:16They have killed a lot of people.
08:17They have kidnapped a lot of people.
08:19We often see the prayers of innocent people,
08:21who come under their control.
08:23Will the government be able to finish them this time or not?
08:26If it will be able to do it after 1984,
08:28then what a magnificent mark it will be.
