States and territories have agreed to support the federal government's overhaul of the NDIS, clearing the way for it to curb spending on the scheme by 14-billion dollars over the next four years. The states had been in a standoff with the Commonwealth over its plan to shift some of the NDIS functions back to the states. While they have now agreed to back the reforms disability groups say they're deeply concerned by the bill.

00:09we all live in the real world and we know people who are on the scheme and we know families
00:15for whom it's changing their lives.
00:16This scheme is an investment but we also hear stories of some service providers, a minority,
00:24having a lend of it or we hear of things or price gouging where all of a sudden you say
00:27you're on the NDIS and the price goes up.
00:31So we hear two things about the scheme, it's doing a lot of good but it does need some
00:37tightening up to make sure money's not getting wasted or it's true to purpose and getting
00:41to the people who deserve it.
