00:25First of all, you confirmed that Dr. Casio is already abroad.
00:29Former Mayor of Bantarlac, Mayor Alice Guo,
00:32and in your investigation, when did she leave the country exactly?
00:37And where is she now?
00:42When the Prime Minister gave a privilege speech the other day,
00:49I immediately contacted our foreign counterparts and I was able to get information
00:55that Alice Rial-Guo left the country with the same Philippine passport in Malaysia in Kuala Lumpur on July 18.
01:04Allegedly, she arrived from Denpasar in Bali.
01:09She left on July 17 from Denpasar on the early morning of the 18th when she arrived in Kuala Lumpur.
01:18One more question, where is she now?
01:21She was able to leave Singapore on August 18 to go to Batam, Indonesia.
01:28As of this morning, we were able to contact our counterparts in Indonesia.
01:32Apparently, she's still there.
01:34The other question you asked was when did she leave the Philippines.
01:38Unfortunately, she does not appear in any commercial flight records.
01:42We also did not see any immigration records.
01:47So it's beginning to look like, ma'am, that she left the Philippines illegally
01:53because she cannot be located in our commercial flight records and immigration records.
01:59So Dr. Cascio, is it possible via private plane or backdoor through Mindanao exit, Alice Rial-Guo?

02:49So we really need to conduct an investigation here.
02:52But Dr. Cascio did not hold a departure order.

03:12So obviously, she did not pass through our immigration areas, airports, seaports.

04:41But as of this morning, several agencies within our task group have been conducting the investigation, asking different agencies and getting as many leads as we can.
04:55So it's still too early to tell, to disclose.
05:00But in the next few days, we'd have to come up with a definite and a concrete answer as to how she was able to get out of the country.
05:08Otherwise, we'd be the laughingstock of our ASEAN neighbors here.
05:14And since Mayor Alice Guo has already left the country and if by any chance, she will not return to the Philippines,
05:25what will you do and what will be the implications of the cases filed against her?
05:33Yesterday, our chairman, the chairman of the Presidential Anti-Organized Crime Commission, happens to be the executive secretary also, Lucas P. Bersamin.
05:42He already sent out a memorandum to the Secretary of Justice and the Secretary of Foreign Affairs to be able to commence the proceedings
05:52to cancel the passports of the Guo siblings and Ms. Cassie Leong for employing fraud to be able to get their certificates of live birth.
06:04So if these passports are cancelled, the primary requirement of travel, which will be the passport, would be lost to them.
06:14If that happens, it will trigger the so-called blue notice and red notice of the Interpol
06:23and that would allow the law enforcement agencies of that place to arrest them and transfer them to the Philippines.
06:34So we're going through that procedure as of now.
06:38Dr. Casio, at the moment, what will be your next step regarding the case of Alice Guo and how is her cooperation with her lawyers now?
06:50Well, with regards to the cases of Alice Guo, let me take that back.
06:58There is still no resolution of the Qualified Trafficking in Persons case before the DOJ panel.
07:05So we're expecting the DOJ panel in a week or two or probably by early next month to be able to come up with a resolution.
07:13If there is one, there will be an arrest warrant.
07:17If that happens, that will be another triggering mechanism for us to get the so-called international arrest warrant or red notice from Interpol.
07:27Now, there are also other cases that are waiting to be filed against the dismissed mayor, Guo Ping.
07:39So in the next few weeks, that will also be released.
07:43There are already a lot of cases.
07:45Tax evasion has been released, Qualified Trafficking in Persons has been released.
07:50There are also cases in Ombudsman.
07:52So a few more cases will be filed as we proceed as I said earlier.
07:59We have a question here from Luis Erispe of PTV.
08:04How is his counter-affidavit to the DOJ regarding the complaint of Qualified Human Trafficking against him?
08:13Well, as you know, that's another thing that we are investigating.
08:19Atty. Galica might be the one who subscribed to his counter-affidavit that appeared personally to him on August 14, this is Guo Ping.
08:33But based on the information and the verified information at that, coming from the different immigration authorities, our ASEAN neighbors,
08:46we don't believe it to be true.
08:49So we are just waiting for the other verified information coming from our counterparts via our Department of Foreign Affairs and our Department of Justice.
09:02And once we get those, we would have enough to be able to file criminal charges as well against Atty. Galica because it will be revealed that he is lying.
09:17Dr. Caso, we also have a question from Sam Medinilla of Business Mirror.
09:23Will the ex-tradition of Alice Guo be sued by the government?
09:27Yes, of course.
09:30But one at a time.
09:33We will first cancel his passport.
09:38If the passport is cancelled, he will lose the right to travel anywhere.
09:43He will be held by the country wherever he is.
09:46If that happens, either we go through the extradition process.
09:53But the extradition process can only be triggered if the country where he is located has an extradition treaty.
10:01But even if we don't have an extradition treaty, there is the Interpol Notice, the so-called Red Notice, International Arrest Warrant.
10:11So there are many legal avenues available to the Philippine government to make sure that he would be able to account for her crimes in the country as an unnamed woman.

10:33The government agencies, like the NBI, carried out several raids in the past few weeks.

12:18According to the foreign embassies,
12:21the queue for getting travel documents of their nationals who used to work for POGOs is getting longer.
12:31A good number are voluntarily leaving the country.
12:34We can see that from the monitoring on social media and our other assets, human assets.
12:43Also, with regards to the POGOs, yes, especially the legal ones, ASEC, Mam Nina,
12:52they're winding down their operations and a good number of them may be leaving the country even before the December 31 deadline.
12:59The real problem that we have at this point are the illegal POGOs, the illegal ones.
13:06They are the real problem.
13:08A lot of them are still operating.
13:11They have guerrilla operations.
13:15So that's the one that's causing us the biggest headaches at this point.
13:20That's why we're continuously monitoring so we can file warrants to operate against them.

13:31Well, we'd like to seek the help of our countrymen and the other law enforcement agencies and other agencies of government
13:39because the President's call for them to leave the country is strong
13:46because a good number of them have become conduits of transnational organized crime.

14:01So to our countrymen, if we see red flags in your communities, condominium units, apartment complexes,
