06:44Why are many of them withdrawing from the original application?
06:49Because now, the call is for them to return home
06:53on the weekend of Ambassador Balatbat in Beirut, our embassy.
06:57Voluntary repatriation mode alert level 3 for now.
07:02As far as I know, the alert level 3 is now being reviewed.
07:07It is being discussed with the DFA.
07:09The DFA is in charge of the alert levels.
07:11So, for now, the mode is voluntary
07:16and our countrymen have a choice
07:19whether or not they want to go home.
07:21Although, that is really the only way
07:23for the government to encourage them to go home
07:27to ease the tension and possibly bring the situation there.
07:31So, our countrymen and women, our OFWs,
07:36would have their own reasons, right?
07:38Their own reasons why they don't want to go home.
07:41Most OFWs in Lebanon are housewives.
07:45So, they are in their respective employers' homes, households,
07:50and perhaps, they feel safe in the homes of their respective employers
07:58and perhaps, they have their own reasons as to why they want to go home.
08:04So, for us, since day one, our president has a directive
08:13to give free repatriation,
08:18post-arrival services,
08:20a whole-of-government approach,
08:22and financial assistance for those who are returning.
08:26So, that is the only way for us to encourage them to go home.
08:30Secretary, what assistance will you give to those who have already left?
08:34I understand that incentives have been added for those who are returning to the Philippines.
08:39The financial assistance is presented to 75,000 from the DMW alone.
08:47And then, there is a counterpart amount from the OAH.
08:50So, that's around Php150,000.
08:52And then, the DSWD and the DOH are also there.
08:57So, it's a group of efforts.
08:58And the SECTED and SECRETS have them personally and with their own teams.
09:04And then, of course, the DOLE and the TESDA.
09:07The TESDA, DG Benitez, is giving training vouchers
09:14in the sense that it's up to those who are returning
09:17what course of voctech, vocational technological,
09:22and what institution, TESDA accredited institution they want,
09:27the one that is close to them or convenient to them.
09:29So, it's there.
09:30They are ready to help.
09:31There is also a livelihood that is provided, a livelihood.
09:35The DMW, the OAH, the DSWD, and other agencies of the government,

09:51What is your priority as a new Secretary?
09:56Yes, first of all, I would like to thank the Commission on Appointments,
10:01the Commission's Board of Directors, and of course, our beloved President,
10:06for continuing to provide programs and services for our beloved OFWs.
10:14The first priority here is the so-called violation of human rights,
10:20human rights for employment, basic human and employment rights of our OFWs,
10:25continuous regulation of our procedures to make sure that everybody goes
10:32through the legal means, through the DMW.
10:34No one becomes a victim of an illegal recruiter and human trafficker.
10:38And those who become victims, for example, of crimes and labor-related claims abroad,
10:44we make sure that there is adequate legal assistance and services.
10:48And through our action fund, there is also financial assistance,
10:51financial, humanitarian, and medical assistance.
10:54We have also received a lot of assistance.
10:56Some have to pay hospital bills.
10:59There are also children, children of OFWs, who are stranded abroad.
11:03Yes.
11:04That's why we are also helping the children to go home.
11:08Now, the other side is the bilateral international cooperation.
11:12I think we were instructed by our beloved President,
11:16to deepen the labor relations, to deepen the protection of OFWs
11:24through talks with host countries.
11:27Lastly, reintegration and digitalization of our programs
11:33so that it is faster and more convenient for OFWs to process their documents
11:38and to go home.
11:40Through reintegration, they will be given adequate employment, training, and livelihood.

13:49Carlos told us how he felt about his floor exercise routine.
13:54Before I started on the floor, I saw that I was 14.9 plus the score of my competitor.
14:00I was like, I'll just focus on myself.
14:04And then I showed what I practiced.
14:07I did it. I'm so happy.
14:11But I didn't know that I would go gold.
14:15It was even harder for Carlos to get a gold medal in the vault.
14:20One of the people who helped him was a fellow gymnast and a Filipino-British named Jake Jarman
14:26from Team Great Britain, whom he considers a close friend.
14:30In my second vault, I had a hard time.
14:33He wasn't consistent.
14:36So I asked Jake to teach me when I was in training camp.
14:41And yeah, his technique really helped me.
14:46I told him to teach me more.
14:48Jake agreed.
14:50Yeah!
14:52Carlos has a lot of experience in his career.
14:55He also gave a message to his former Japanese coach, Munehiro Kugimiya,
15:00as well as to the people who helped him get used to Japan.
