00:00I think it's unfortunate what happened today and yesterday, and I hope that such statements will not be repeated in the future.
00:08I think they have misunderstood.
00:10In fact, what you were saying, I remembered Mr. Ghamal's tweet.
00:18Yes, yes.
00:21I said, he also tweeted in response to Mariam's tweet.
00:26So, obviously, all your allies are raising their voices on your policies, and that too on the media.
00:34Look, Mr. Ashfaq, this is unwarranted.
00:36Look, let me tell you why.
00:38Look, the Punjab government has decided from its own resources that it will pay that bill for the beneficiaries of Punjab for the next two months, up to Rs. 14, for beneficiaries of 200 to 500 units.
00:48The Punjab government has found those funds from its own funds to pay the electricity bills of its citizens.
00:57No one is stopping anyone from taking this step.
01:00Instead of criticizing this step, you yourself should follow this matter.
01:05You replicate our model.
01:07Who has stopped you?
01:09Instead of criticizing the relief measure that is being given to the public, the Sindh government should take this step and see that
01:16how much money has been paid to the beneficiaries of Punjab for the next two months, up to Rs. 200 to 500 units.
01:22And adopt the same mechanism that the Punjab government has adopted, which is paying the distribution companies in Punjab in advance.
01:29And when the bills of those beneficiaries will come, up to Rs. 14 per unit, the Punjab government's money will be paid.
01:38So, you must come to such competitions where it is a matter of giving relief to the public.
01:43The Punjab government has taken a relief step in the face of difficult economic conditions.
01:50Instead of seeing a model that should be followed, the relief measures of such people should not be criticized.
01:58I hope that this was just a misunderstanding.
02:01And any kind of criticism is unwarranted on this.
02:04This is a good step that should be appreciated and other provinces should follow it.
02:10The second thing is the matter of rightsizing.
02:13The condition of the IMF was that if there is no trust in the governments of the IMF, then they come to the lowest level and micromanage things.
02:25This is the right thing.
02:27What is the policy of the Noon League on rightsizing and what are the objections of the People's Party to it?
02:35Have these been conveyed to you?
02:37Because even on this you are saying that this is not the way.
02:40Look, I don't know what the objections of the People's Party are.
02:46But I will tell you that the Prime Minister of the government had made a committee on the rightsizing of the federal government.
02:54I am also a member of that committee.
02:56So in that, we took 4-5 ministries at a time and looking at their attached departments,
03:03that committee is working on their rightsizing, looking at their details,
03:07involving those entities and those ministries, and then authorizing the Prime Minister.
03:12The Prime Minister's recommendations have also been given on the first 5 ministries,
03:16among which many recommendations have been approved.
03:19And according to those ministries, the decisions made on the rightsizing of the institutions,
03:23there are some entities that need to be retained, some need to be closed,
03:27some need to be done in an orderly manner, and some need to be merged.
03:30Where can there be a reduction in expenses?
03:32Where can those institutions be run in a better way?
03:35So Mr. Bilal, in your mind, what has been told to you by the Prime Minister that how many ministries do we need?
03:45According to the requirements of the IMF and according to our working environment, how many ministries do we need to reduce?
03:52Mr. Ashfaq, this exercise is not being done in this way.
03:55There are approximately 40 or more divisions of the Wafaaqi government,
04:01and this committee is working in such a way that it looks at 5 divisions or 5 ministries at a time,
04:06and with those ministries, it also looks at all the attached departments,
04:11and looks at all of them to see what function they are performing, what their performance has been,
04:16whether the function they are performing is Wafaaqi or Subahi in the context of the 18th amendment,
04:22and after that, looking at their performance, looking at their financial matters,
04:25then the committee responsibly admonishes the Prime Minister,
04:29that where can there be downsizing?
04:31Where are there any institutions that perform duplicate functions and can be merged?
04:36What are the institutions or departments that can be transferred to the provinces?
04:40So in this way, it is being done by looking at 5-5 ministries.
04:44Mr. Chaudhary, what Mr. Manzoor is saying, who is a member of this committee,
04:48Mr. Chaudhary is saying that most of the members of this committee are from the Noon League,
04:53so first of all, they should get equal representation,
04:56and secondly, our position should also be considered.
04:59What is their position in this respect, basically?
05:02What do they want? What are they recommending?
05:05Look, as far as I have seen, Mr. Chaudhary Manzoor is a member of that committee,
05:11as a representative of the People's Party,
05:14but basically, this is a government committee,
05:17and there too, Mr. Manzoor was invited so that the People's Party has a point of view,
05:23and there are other members of the committee, including me,
05:28some bureaucrats, some cabinet members,
05:31so there is a threadbare discussion,
05:33and in the committee, there is a consensus at some places,
05:35there is a majority view at some places,
05:37and on the basis of that, recommendations are given to the Prime Minister,
05:40there are a lot of recommendations,
05:42the committee members have a lot of discussions among themselves,
05:45so this is a part of the working of a committee.
05:49But it is important,
05:51obviously, I was giving my view on this,
05:54basically, if you remember, after the 18th amendment,
05:57the size of the cabinet should be 11%,
06:00and obviously, that issue was not focused on,
06:03to please the unions, there were a lot of ministries in the past,
06:07which were burdening the national treasury,
06:09and some work will be done on this.
06:11You tell me,
06:12Maulana Fuzloor Rehman has talked about running the movement separately,
06:16and at the same time, he has also criticized his former allies,
06:21so what is your impression,
06:23that Tehreek-e-Insaf and Maulana were quite close,
06:26so what do you see,
06:28because Ali Muhammad Khan says that there is nothing wrong,
06:30but do you see something that is not right between the two parties at the moment?
06:35First of all, I would like to give you an update on the Right Sizing Committee,
06:40that the work on the first 5,000 rupees has been completed,
06:43and the Prime Minister has also presented it,
06:46he has also made some decisions,
06:48and I think the cabinet has also been trusted,
06:51and now the next batch of 5,000 rupees will be worked on,
06:54and further details of this will come to you in the future,
06:56regarding the first 5,000 rupees and their departments.
06:59As far as Maulana Sahib is concerned,
07:01the first thing is that Maulana Fazlur Rehman Sahib and JUI are respectable people,
07:07and our Jamaat and JUI have a political relationship,
07:11and Nawaz Sharif Sahib and Maulana Fazlur Rehman Sahib have a political relationship,
07:15which has been going on for decades,
07:17and that is why it is a relationship of mutual respect,
07:20but I will say this respectfully,
07:23that if JUI can have a complaint against anyone,
07:28then that is PTI,
07:30if anyone has obtained seats on the expense of JUI,
07:34according to Maulana Sahib and JUI,
07:37then that is PTI,
07:39because JUI has come second in all the places,
07:41wherever they have lost seats,
07:43that is basically Khyber Pakhtunkhwa,
07:45so if they have any such movement,
07:47regarding Dhanli,
07:49then it should start from Peshawar,
07:51and should be against the PTI government,
07:53so maybe that is why they have kept their movements separate,
07:56because it seems strange that they are standing on one stage,
07:59and Maulana Sahib and JUI are talking about Dhanli,
08:02and putting allegations against Dhanli,
08:04and the beneficiary of that Dhanli,
08:06is standing with them.
