01:36No, look, the thing is that both governments,
01:39where Nawaz Sharif Sahib thinks it is necessary,
01:41both of them also assess the performance of their governments.
01:44They also ask questions.
01:46They do not interfere in day-to-day affairs.
01:48Shehbaz Sharif Sahib is running his government.
01:50The Prime Minister and Maryam Nawaz are running their governments.

01:56they also take special interest.

02:05And whatever possible relief they can give, they should give.

02:11the relief that was given to the Wafaaq government in the electricity bills,
02:14that from zero to two hundred units,
02:16which is 86% of the households in Pakistan,
02:18they were first stopped from adding to the bills,
02:20and the Wafaaq government reduced it by 50 million rupees.
02:22After that, the Punjab government,
02:24from two hundred to five hundred units,
02:26the beneficiaries of Punjab,
02:28for a reduction of 14 rupees in their bills,
02:30the Punjab government reduced this amount from their funds.
02:32So in such relief measures,
02:34Nawaz Sharif Sahib takes special interest
02:36and also gives instructions to his governments.
02:39But Mr. Qayani, we say that
02:41at least 400 to 500 units of relief should be given,
02:45so that, it is possible that your numbers are 86%,
02:48but the people who live in urban areas,
02:50it is next to impossible to measure in so many units,
02:53even if you can save as much as you can.
02:55On top of that, Mr. Awais Laghari's statement that
02:58if you can tolerate a load shedding of two hours,
03:00then you can save 50 billion rupees.
03:02If you can do a load shedding of 24 hours,

03:24announced a relief package for the beneficiaries of Punjab

03:29of 45 rupees,
03:31for two months.

03:35Yes, for August and September,
03:37they announced a measure for the beneficiaries of Punjab,
03:40which no province,
03:42no Sindh or Khyber Pakhtunkhwa
03:44or Balochistan government is stopping
03:46to take such measures.
03:48Now the last thing is,
03:50look, in addition to this,
03:52the government
03:54is currently working on
03:56how things can be reduced
03:58permanently in Narkhs,
04:00how the overall reduction
04:02can be brought in Narkhs.
04:04There are other components of electricity tariffs,
04:06which include capacity payments,
04:08fuel, financing costs,
04:10and other things.
04:12The government is also working on
04:14what can be improved in that,
04:16which will definitely include
04:18the consultation of the provinces.
04:20For that, if there can be a permanent reduction
04:22in the tariff,
04:24the government is also looking at those things,
04:26keeping in mind the realities of the IMF program.
04:28At the same time, the medium and long-term measures,
04:30in which you have improved the transmission system,
04:32there is a reform of the transmission system,
04:34there is an improvement in the theft of distribution companies,
04:36there is an outsourcing and privatization
04:38of distribution companies,
04:40so that they can go into the hands of professionals
04:42and their transmission and distribution losses
04:44can be reduced.
04:46So, all these three things are going on together.
04:48The immediate relief,
04:500 to 200 units per hour,
04:52and 200 to 500 units per hour.
04:54Basically, the problem is that
04:56there was a lot of noise
04:58that there is no capacity to produce electricity.
05:00So, there should be electricity.
05:02Then when electricity came,
05:04it was found that our transmission
05:06and dispatch system does not have the capacity
05:08to handle that much electricity.
05:10Then we said that there should be a solar system,
05:12so that people can sell electricity
05:14to the governments through net metering.
05:16Then when the solar system started selling,
05:18its cost reduced,
05:20then the government thought that
05:22if all these people do it,
05:24then who will we sell the electricity
05:26that we are making expensive?
05:28So, is there any confusion at the policy level
05:30or is there any other issue?
05:32I am not just talking about your government.
05:34I am talking about the overall issue.
05:36Hasn't it been thought through
05:38that there should be a long-term decision?
05:40Is it being thought through now
05:42or is it not being thought through?
05:44Yes, Mr. Ashfaq, the thing is that
05:46if you remember, when the Muslim League
05:48government came in 2013,
05:50there was a 20-hour load shedding.
05:52At that time, during those five years,
05:54more than 12,000 megawatts of electricity
05:56were used, which ended the load shedding.
05:58Even after that, the electricity
06:00that was used,
06:02this electricity was used
06:04keeping in mind the growth
06:06trajectory of the economy.
06:08And certainly, before 2018,
06:10other investments were required
06:12in transmission as well.
06:14A better fuel cost purchase was also required.
06:16During COVID, the PTI government
06:18got a historic opportunity
06:20to buy the cheapest LNG on a long-term contract.
06:22But they rejected that opportunity
06:24and made the furnace oil lobbies happy.
06:26If your economy was on the same
06:28growth trajectory today,
06:30your demand would have increased
06:32and the electricity consumption
06:34would have increased as well.
06:36Along with that, your transmission
06:38and distribution network would have
06:40received the investments and improvements
06:42that should have supported
06:44that generation capacity.
06:46Now, the four-year delay
06:48that has been in progress
06:50between 2018 and 2022,
06:52after that, our government
06:54is working to improve
06:56the transmission network
06:58and to increase the consumption.
07:00Along with that,
07:02the relief that can be provided
07:04immediately,
07:06whether it is from 0 to 200 units
07:08as promised by the government,
07:10or from 200 to 500 units
07:12as promised by the Punjab government
07:14and other provinces,
07:16or whether it is a permanent
07:18tariff reduction,
07:20the government is working on that.
07:22So, it would have been better
07:24if this continued during the
07:26PTI government,
07:28in terms of economic growth
07:30and investment in the electricity system.
07:32But because of that delay,
07:34we have resumed that journey.
