00:19The Bureau of Jail Management and Penology appealed to the Congress for the 117,000 persons deprived of liberty in their prisons.
00:29In an interview with the BJMP's Budget Chamber, BJMP Chief Jail Director Ruel Rivera said that the daily budget should be increased by P100 for the food provided by PDLs
00:41because the current P70 for their breakfast, lunch, and dinner is almost not enough, especially since the prices of goods have increased.
00:51I hope and pray that all of you here would support us in the call of the BJMP to alleviate the suffering of our brothers and sisters who were imprisoned.
01:02Under the penal system of the country, the highest priority is rehabilitation or the opportunity for PDLs to live a new life.
01:11Various programs from TESDA, DepEd, and other agencies are helping to prepare qualified PDLs for life outside the prisons.
01:21But how will they be able to study if their income is depleted?
01:25Before we send them to the rehabilitation programs, education, livelihood, and training, they are being trained in TESDA.
01:33It's better if they have something to do there.
01:36The BJMP is also asking for the increase and doubling of the medical allowance of PDLs to P30 from the current P15.
01:46It has been almost a year since the outbreak of infectious diseases in prisons such as chicken pox, skin diseases, and tuberculosis.
01:55It is also said that the spread of the disease will be avoided if the PDLs are strong in their resistance and body,
02:01which can only be used if their food has a sufficient and correct nutritional value.
