00:00I have been thinking for 12 years, the increase in the number of drinkers is 24%, but there
00:21has not been a rise in the salary of public servants.
00:28So I believe, after considering all of this, with the increase in the cost of living, with
00:37high hopes for public servants, all ranks in the area of the airport, state and
00:46government, we feel that the salary of public servants, which so far since 12 years ago,
00:56has only increased by 5.8%, compared to an inflation of 24%.
01:03Therefore, for public servants, it is very stressful, especially those in grades 26 and below,
01:13who have a low salary.
01:16I believe that the public servants are waiting, and the last time, the salary increase in 2012.
01:30The salary increase that will be implemented later, in general, I said earlier, is far better
01:37than what has ever been implemented.
01:41Therefore, it is to be announced, the salary decrease of public servants as follows, the
01:52salary decrease of 15% to the employees of the implementation group and the employees of the
02:00management and professional group, and the salary decrease of 7% to the employees of the
02:07highest management group.
02:14This is also a brave step, because the KSN of its peers above increased by 7%, the one
02:23below it rose between 15% to 42%.
02:28The implementation of this salary decrease will be carried out gradually, in phases,
02:40meaning that on December 1, 2024, phase 1, January 1, 2026, phase 2, for the employees of the
02:52implementation group, employees of the management and professional group, the salary decrease
02:58for phase 1 is 8% and phase 2 is 7%, in general, 15%.
03:06For the highest management group, the salary decrease for phase 1 is 4%, phase 2 is 3%.
03:16Innovation and increase in income, however, it is a system of rules that imposes values
03:29and achievements, and this must be accepted before accepting the SSPE, because if there
03:42are people who are weak, who do not often come to the office, or come to the office late,
03:52and while being late, do not assume that this salary system will be beneficial, but believe
03:59it, from the research of JPE, this is a small number of cohorts in our country, and the
04:07responsibility of the relatives, especially the head of the office, is not to protect them,
04:11but to encourage them to go back to the foundation, to increase their level of work, so that they
04:19will not be separated from this opportunity.
04:22Three strengths to achieve this goal, what is our size, when we give a salary, what is
04:30the size of our achievement, increasing the productivity and efficiency of public services,
04:36second, increasing the readiness of public officials to implement changes, and third,
04:44increasing the competitiveness of the country, then the SSPE must be measured based on productivity
04:54and direct contribution to the efficiency of public services in all levels, from the lowest
05:03level in the village, in the small town, in the city, and in the city, and this is related
05:12to what we call a good and satisfactory management system.
