Transcript
00:00The poverty incidence of the Philippines decreased by 10.9% in 2023.
00:06According to the data of the Philippine Statistics Authority,
00:08from more than Php 19 million in 2021,
00:12the number of poor Filipinos decreased by Php 17 million in 2023.
00:18The details in the report of Rod Laguzan.
00:24The country recorded a decrease in the poverty incidence in the past year
00:28based on the data released by the Philippine Statistics Authority.
00:31According to the Family Income and Expenditure Survey,
00:34the poverty incidence of the families was only 10.9% in 2023.
00:39This means that 109 out of every 1,000 families are considered poor in the past year.
00:45Explained by the PSA Chief and National Statistician Claire Dennis Mapa,
00:49this is the proportion of the families that are not earning enough
00:52to meet their minimum basic food and non-food needs.
00:56This is lower than the recorded 13.2% in 2021.
01:01As for the number of poor Filipinos,
01:03the number of poor Filipinos decreased by Php 17.54 million
01:07compared to Php 19.9 million in 2021.
01:10Despite the fact that our food threshold has increased substantially
01:14due to food inflation,
01:16our income has increased faster.
01:19The income of the families has increased faster
01:27compared to the families at the bottom.
01:31This is the main reason why the poverty incidence decreased.
01:35According to the PSA, the national average poverty threshold for 5-member families
01:39in 2023 is Php 13,873 per month.
01:44According to the PSA, this is the minimum income
01:47to meet their basic needs so that they will not be considered poor
01:51where a large portion of it goes to food.
01:54Ray is a Paris vendor.
01:56He feels that the prices of goods are high.
01:58He is able to afford his income for his wife and children.
02:02My wife and I sometimes cook noodles.
02:05We cook two noodles.
02:06In the past, we used to save money every day.
02:08We used to pay for our household expenses every month.
02:10We just saved money.
02:12In the morning, we just have coffee.
02:13In the afternoon, we just eat there.
02:15We eat three times a day.
02:17But we just need to save money.
02:19According to the PSA, Php 9,581 is the food threshold
02:24or Php 64 per person in a family with 5 members for a whole day.
02:29The PSA admitted that this is not enough for the Filipinos.
02:33But MAPA explained that when it comes to the computation of poverty and food threshold,
02:38the basic needs are measured in the cheapest way
02:42based on the food menu created by the experts.
02:44This means that they will look for adjustments or changes
02:49in the methodology or methods used by the agency.
02:52There are two things.
02:53First, the menu.
02:54They will adjust the menu.
02:56Second, the cost, the ratio.
02:59What is the food expenditure versus non-food expenditure.
03:02In a way, we are revisiting
03:04simply because we know that the consumption pattern of families,
03:09all families in the country,
03:11much more the ones at the bottom, change also.
03:15This is to see what is really happening.
03:18It is expected that the PSA will make adjustments next year.
