00:00The Department of Agrarian Reform has admitted that they have a problem in finding land
00:05that can be distributed under the Agrarian Reform Program of the government.
00:10One of the things they are looking for is the land of the AFP campos.
00:16Tina Panglipantera has more.
00:21In defense of their more than P11 billion budget for the next year,
00:26the Department of Agrarian Reform has increased the number of land titles they need to distribute.
00:32The Marcos Jr. Administration has already distributed more than P136,000.
00:38But more than P101,000 more titles need to be distributed.
00:43Aside from the agricultural beneficiaries of the Agrarian Reform,
00:47the graduates of four-year agricultural courses, retired AFP and PNP personnel,
00:55rebel returnees, and OFWs.
00:57The OFW partylist asks,
01:00when will the OFWs be given land?
01:04The answer of DAR, they are still looking for land.
01:07All the government lands that we want to distribute, they are being cut off.
01:12We will just wait for us to get land.
01:16One more thing, the AFP, we are talking to Secretary Gilbert Tudoro
01:25so that they can distribute even a small portion of their land.
01:31A congressman called for them not to include them in the conversion
01:36and to give CLOA to the protected areas.
01:40There are CLOA holders who were given to the protected areas.
01:45That is not our administration.
01:47The lands that DAR is distributing cannot be sold by the beneficiaries within 10 years.
01:54But another congressman asks,
01:57why is the land that has long been occupied and planted by the women in Boracay
02:03is being returned by DAR because there is a big business that wants to make it a resort and hotel?
02:09DAR is denying this.
02:11They have no jurisdiction on the land.
02:14Before 2011, the women were already there and they were able to plant.
02:18And yet, there was a soil evaluation that said it was not good for agriculture
02:24and the women were already there.
02:26That lot is owned by a private individual.
02:30It is not owned by the government.
02:32According to the Carper Law,
02:35the coverage of DAR, of private farmlands,
02:40have lapsed last June 30, 2014.
02:45When was the CLOA issued?
02:512018.
02:53When the Bureau of Soils declared that the land was unfit for agriculture,
03:04we were not able to cover it.
