00:00The Venezuelan state continues to investigate the attacks at different websites that have
00:03been suffering since the election of July 28.
00:06These have affected public institutions and social services of the state.
00:09Let's see the details with our correspondent Leonel Retamado.
00:16Even two weeks after the presidential elections, Venezuela is still facing cyber attacks, denounced
00:22the Minister of Science and Technology.
00:25Sixty-five percent are denial-of-service attacks, which imply a saturation of websites
00:29due to excessive requests for access.
00:32During July 28 alone, the authorities denounced that they received 30 million attacks per
00:36minute.
00:41When one analyzes the volume of attacks, the sophistication of the attacks, the incidence
00:45of attacks, the duration of attacks, this also has to do with an installed technological
00:50capacity and with a financial capacity.
00:53To attack for an hour, a terabyte of attack, you are financing at least $5,000 for each
00:59attack.
01:00So we have received 30 million attacks per minute, Mr. President.
01:03This means that what is behind the attacks is a great economic and technological power.
01:11At least 20 websites of state-owned platforms and media outlets were attacked.
01:16Another 40 are under investigation.
01:18The main one has been the state-owned telephone and Internet services company KenTV.
01:25So we have a sophistication in the number of attacks, a significant volume in the number
01:29of attacks, a significant funding in the number of attacks, and a diversity of attacks, with
01:34more than five types of attacks targeting the state's technological platforms.
01:39Many of the attacks on the websites affect service pages such as the payment of taxes,
01:43the civil identification system, and the patria system that grants bonds and different
01:47services, among others.
01:49Even media outlets such as Telesur were affected.
01:54The big thing is that they are hurting everybody, right?
01:57Because for example, if they attack, what do I know, a state system where any Venezuelan
02:02requires it, that person is being affected by the enemies of the homeland, regardless
02:07of the ideology of that person.
02:14In response to these attacks, a National Cyber Security Council will be created to develop
02:18defense strategies and legal developments on the subject.
