00:04the health department recommended to the local governments to prohibit swimming in the river.

00:13A large part of Metro Manila and nearby provinces were submerged in the river on July 24

00:18due to the heavy rainfall of Habagat and Baguiong, Carina.

00:22There were people who boarded boats to escape and there were also people who drowned in the high water.

00:27But there were others who just enjoyed the river and swam.

00:31This is also the usual situation in Maria Clara Street, Quezon City,

00:35where it immediately floods as soon as the heavy rain falls.

00:45Health Secretary Ted Herbosa is recommending that the LGUs pass an ordinance

00:50to prohibit swimming in the river, especially now that the cases of leptospirosis are increasing.

00:56According to the DOH, there were 255 new cases of leptospirosis.

01:01From July 21 to August 3, it was higher than 17 percent compared to two weeks ago.

01:07It is not clear from the DOH data if some of these patients have leptospirosis

01:13because they swam in the river.

01:15The National Kidney and Transplant Institute or NKTI has 66 leptospirosis patients now

01:21and most of them are critical and need dialysis.

01:25Most of the young patients have leptospirosis due to swimming in the river.

01:30I requested the DOH if they can still give us 10 more nurses

01:34because our staff in NKTI are all overtiming.

01:38Nurses, nursing attendants, even clerks.

01:41If the overtime continues, they won't be able to do it.

01:44The Metro Manila Council will pass a resolution to urge the LGUs of Metro Manila

01:49to pass an ordinance to prohibit swimming in the river.

01:54The MMC will pass an ordinance to prohibit swimming in the river.

01:58San Juan Mayor Francis Zamora, who is the MMC Chairperson,

02:02will certify that the ordinance is urgent to be implemented in their city.

02:07Under the law, we cannot pass an ordinance because they are minorities.

02:11The responsibility lies with the parents.

02:15In the circular of the DILG, which will recommend passing an ordinance to LGUs across the country,

02:20the DILG Secretary, Benher Abalos, will pass an ordinance for community service.
