00:00The Senate's hearing on the recent floods in Metro Manila and several provinces in Nagdaang Bagyong Karina and Habagat is now over.
00:09This is Daniel Manalastans' report.
00:15One of the big questions of the Senators is whether the reclamation projects are really affecting the floods.
00:23The Senate's hearing on the recent floods in Metro Manila and several provinces in Nagdaang Bagyong Karina and Habagat is now over.
00:32The DNR has been given some lessons.
00:35These projects are really affecting the areas near Metro Manila.
00:42Any physical change in the configuration of the embayment that is included in this area
00:50will change also the way the water and the pollutants as well.
00:56In general, reclamation projects will slow down the flow of water
01:02and will change the circulation and retention of pollutants and organic materials that are already in the bay.
01:11So in general, any change geometrically, physically, in terms of infrastructure that is introduced
01:21will change the way the bay behaves.
01:24Secondly, reclamation projects will slow down the flow of water
01:33and the change actually so far in our model runs has been for the negative.
01:40Another problem that DPWH Secretary Manuel Bonoan sees in our rivers in the country
01:46is the lack of dredging operations
01:48which results in the flooding of the rivers as a result of floods.
01:53Over the years, there has not been any dredging and silting operations
02:01that were carried out in the principal rivers all over the country.
02:06And this is the reason why all of our major rivers are silted
02:13and the riverbeds are very shallow.
02:16But some Senators say that the program for dredging is being abused.
02:21For example, they are dredging but they are not measuring what they are dredging.
02:27What happened is actually all the dredging equipment, Your Honor,
02:32and we wanted to rehabilitate some of them
02:34and we wanted to maintain some of them.
02:37So you did not buy anything?
02:39Why did that happen?
02:42It should not have happened in the future.
02:44It should have happened in the BICAM.
02:46So we should have a good discussion.
02:49And you should also fight, Secretary.
02:51Bonoan also mentioned one by one
02:53the instructions of the President regarding flood mitigation.
02:57The flood control management program should be done holistically.
03:02The President has specific instructions to the Department
03:06that instead of letting the floodwaters coming from the watershed
03:12at this point in time, you should stop flooding the floodwaters
03:19only from the watershed.
03:21The President has also instructed us
03:24that in the flood control projects that we are undertaking
03:27in the local flood control program
03:30to integrate already water impounding facilities.
03:35Some Senators said that they are facing flood problems again and again
03:39and the DPWH Senators are not satisfied with their master plan.
03:43What I'm saying is actually there has been master plans before
03:47that were carried out and now I understand
03:50and I've seen the record in the Department
03:52that is now being updated.
03:54There is an Environment Code, there is a Building Code
03:57there is a Clean Water Act, there is everything
03:59even the mandamus of the Supreme Court
