The government has received over 58,700 applications for the vehicle entry permit (VEP) in just two months, says Transport Minister Anthony Loke.

During his visit to the VEP collection centre at Danga Bay in Johor Baru on Thursday (Aug 1), Loke noted a surge in applications following his announcement on May 28 that the VEP would be enforced starting Oct 1.

00:00After I made the announcement on May 28, that we will implement and authorize this VEP,
00:16starting on October 1, many new requests have come in and we are in the process.
00:26And today is the 1st of August, there are two more months before the implementation date that we expect will be implemented
00:36and started at our border with Singapore at our two entrances.
00:42We have since May 28 to July 31, as many as 58,791 requests have been accepted.
00:52Either through the counter or through the portal.
00:58So from this, we have received multiple requests.
01:04It does not mean that there are 58,000 different individuals, there are multiple requests.
01:12And from this amount, 24,104 requests or almost 40% are incomplete requests.
01:22Requests that may not provide the correct information or do not provide the required documents.
01:30The documents that are needed are, the first is the premium insurance seal,
01:36the second is their COE seal, and the third is their IC card.
01:52So these three documents are important to be presented.
01:56We found that 40% of the requests were not complete and could not be processed immediately.
02:03So from the complete requests, 19,640 requests have been completed.
02:14When we say completed, it means that we have sent the VEP tag to the request.
02:21Either through post or they come here.
02:26We can see that there are many who choose to come physically.
02:32If they come to this centre, the process will be completed here.
02:37So if they stay here, they can continue to receive the tag on the same day.
02:42And they can install it, it will be installed by our staff, by our employees.
02:48To continue to install and they can complete the process if they come here physically.
02:53But to facilitate users in Singapore who may not be able to come here,
03:01we also provide the option to send it by post.
03:04The tag will be sent by post to them and they need to install it.
03:09Install the tag in their car by themselves with the guidance provided in the sample.
03:18So they have to install it and then take a picture to send it back so that the activation can be done.
03:26The total number of requests sent is 19,640.
03:32And still in the process, there are 11,435 so far.
03:37But this number changes every day.
03:39Because every day we will send almost 800 to 1,000 tags out.
03:45So for those who have requested and have not received the tag, do not worry.
03:51We will make sure that those who request now will certainly receive the tag before October 1st.
03:58So I have discussed with Vendor.
04:01Many steps will be taken to ensure that the requests that have entered will be completed
04:08and sent within the next 1-2 weeks to them.
04:13And we also expect that within the next 2 months, there will be another 50,000 requests.
04:21Because we expect the number of vehicles that enter Malaysia from Singapore
04:27to be around 100,000 to 120,000 vehicles.
04:31So 100,000 to 120,000 vehicles from Singapore who usually come into Malaysia.
04:37So from the numbers that we see, there may be another 50,000 who will make requests
04:42within the next 1-2 months.
04:44And I would like to take this opportunity to say that we will start on October 1st.
04:52And I would like to advise once again to the drivers from Singapore
04:59who enter Malaysia via Johor Bahru to make this VEP request
05:05if they have not made the request yet.
05:08So please complete the process before October 1st.
05:11So we hope that when October 1st comes, there will be no problem for vehicles to enter without VEP.
05:21So what has not been completed yet, we will complete it as soon as possible.
05:25And we expect that within the last 2 months, before October 1st,
05:29there will be many more requests that will enter.
05:32And the Vendor that we have appointed, TC Sense,
05:36will add more staff to process all requests.
05:43And I have also asked them to continue the operation time.
05:47Now the operation time in this office is from 9am to 5pm every day,
05:53depending on the day.
05:55So I have asked them to continue the operation time,
05:58maybe until the evening in the next 2 months.
06:03Other than that, we have also found that many people who enter here only to make inquiries.
06:08They do not have any documents yet.
06:11They are just coming here to make inquiries.
06:13So to facilitate this process,
06:16TC Sense will work with their partners in Singapore
06:20to open a question counter in Woodlands, Singapore,
06:26within 2 weeks.
06:28Within 2 weeks, they will open another counter
06:31so that inquiries can be made in Singapore, face-to-face.
06:36Or inquiries through our hotline will also be processed
06:41for 16 hours per day.
06:43So the hotline is within 16 hours per day.
06:47One more thing I want to inform,
06:49especially to Singaporean users,
06:51after they receive the VEP tag,
06:54they should activate the tag within 7 days.
06:58So now, if they do not activate the tag,
07:02after 7 days, it means they have forgotten.
07:05They have to reactivate.
07:07So we have found that many who do not activate the tag within 7 days,
07:11they cannot activate it after 7 days,
07:14they come back or ask us again
07:17for reactivation.
07:19So to facilitate the process, starting tomorrow,
07:22they only need to go to the portal,
07:24the same portal where they register,
07:27to do their own reactivation.
07:29I can give you some figures.
07:31In total, every day,
07:33we know that there are around 18,000 vehicles
07:37coming in to both the gate,
07:41KSAB and BSI,
07:43around 18,000 in total,
07:45Singaporean vehicles coming in,
07:47who pay the road charges.
07:49Of the 18,000,
07:51those who have VEP,
07:53within 10-15% only.
07:56More than 80% are without VEP.
07:59We know that.
08:00It's just that before this,
08:02we already have that system.
08:04We already have readers.
08:06We know which vehicles do not have VEP.
08:08It's just that we do not enforce that rule.
08:12But as I said,
08:14this system was built by the Malaysian government
08:17and was prepared in 2019.
08:20We spent more than 100 million to install this system.
08:24So why do we need this system?
08:27To ensure that the vehicles coming in,
08:29we know who they are,
08:31we know their details,
08:33and we want to make sure
08:35that there are no vehicles that are suspicious.
08:38Or when they leave,
08:40we know whether there is a vehicle,
08:42whether there is a warrant or not.
08:44It's just that we have not enforced it all this time.
08:46And we have decided
08:48that it will be enforced
08:50after October 1.
08:52So we will know
08:54who has VEP and who does not.
08:56So without VEP,
08:57they have violated our rules.
08:59And that is the message that we want to convey.
09:02That is,
09:03we need to activate their VEP
09:05so that we can get those documents.
