A backlog involving some 17,000 vehicle entry permit (VEP) applications will be resolved in the coming weeks, says Transport Minister Anthony Loke.

He said the backlog was caused by a surge in applications when he announced in May that the VEP would be enforced from Oct 1.

00:00The VEP Regulation will be strengthened at the Singapore-Malaysia border by the JPJ Road Transport Authority from 1st October 2024.
00:14To ensure that the VEP registration process is running smoothly, the Ministry of Transport and JPJ has submitted all relevant information and implemented improvements to the system and the registration process.
00:27Because we have received a lot of emails, opinions and feedback through the media, the improvements have been taken and will be implemented as follows.
00:39A. Registration can be done online, including for vehicles that have changed owners.
00:50This is one of the most common responses from Singaporean vehicle owners, namely those who have changed owners.
00:59They have to bring documents to the counter and so on.
01:03So now we have made improvements. They only need to email us to make the changes online.
01:33B. The VEP that has expired, i.e. 5 years from the date of registration, will be automatically cancelled.
01:42This is another issue, that those which have lapsed for 5 years previously, they cannot cancel the registration.
01:50Right now we have made it an automatic deregistration from the system, once it reaches 5 years.
01:56C. The VEP renewal can be done online without waiting for the VEP tag to expire.
02:03This is also an improvement, because there is no need to wait for the VEP tag to expire.
02:15Notifications will be sent to the vehicle owner 3 times before the VEP tag expires, i.e. 60 days, 30 days and 10 days.
02:34These new functions have been implemented in the VEP portal since 28 June 2024, and will reduce the need to email or go to the counter.
02:45So all these improvements have begun, especially for Singaporean vehicle owners, to facilitate their registration for the VEP.
02:55To improve customer experience, the following steps have been taken.
03:00The number of members to handle email questions has been increased from 5 to 15 people.
03:05The addition of staff from 7 to 12 people at the VEP Collection Centre in Johor Bahru.
03:11This will speed up the process of answering any questions via email or at the counter, which has increased exponentially since the announcement of the regulation.

03:27Looking ahead, more improvements will be implemented, including the introduction of the Open Toll Payment System,
03:34which will allow the use of credit and debit cards as an additional option to Tashengo for road charge payment.
03:42The OPS function will be available from 1 August 2024, but users can download the MDGS application via Google Play Store or Apple App Store to understand the application functions.
04:13But right now, they can also use their credit or debit card to pay the road charge.
04:18So this will be integrated into the RFID.
04:21And when they come in, they do not have to tap their Tashengo or they do not have to reload the Tashengo.
04:27So everything can be just paid to their debit card or credit card.
04:32But they have to install a new application or new apps called MDGS.
04:38I also want to inform you about the statistics of the VEP registration so far as follows.
04:43Since the announcement of the regulation was made, a total of 23,649 applications have been accepted between 28 May 2024 and 29 June 2024,
04:57exceeding 15,424 applications for the entire year 2023.
05:04This means that since I made the announcement, a month has more applications than a year.
05:10Throughout 2023, only 15,000 more.
05:13But in just one month since the announcement was made between May and June, 23,000 applications.
05:19And we will expect more applications will be made in the next 1-2 months.
05:27At the same time, a total of 6,120 VEP tags have been issued to applicants.
05:33While a total of 1,080 VEP tags have been activated.
05:37This means that 6,000 of the 23,000 applications have been sent.
05:42The rest we are handling and we will make sure all these backlogs will be sent as soon as possible.
05:49But after they receive the tag, they need to activate the VEP.
05:55The receiver is reminded to activate the VEP tag by entering the vehicle registration number
06:01along with the VEP tag that has been attached to the portal after receiving the VEP tag.
06:08If the VEP tag is not active, it means it has not been activated.
06:11So this is also a reminder to all Singaporean vehicle owners, especially, to activate their VEP.
06:20I would also like to inform you that applications to obtain VEP can still be made after the election on 1st October 2024.
06:29This does not mean that after 1st October they can no longer register for VEP.
06:34VEP registration can still be made, but they have to register their VEP before entering Malaysia before 1st October 2024.

06:47This is related to VEP.
06:49The second announcement is the reduction of VAT for vehicle ownership certificate.
06:57As of 1st July 2024, VAT for vehicle ownership certificate will be reduced from RM50 to RM20.
07:08While VAT will be reduced from RM25 to RM20, while VAT for Sarawak will be maintained.
07:17This announcement is intended to close the gap between VAT for Malaysia, Sabah and Sarawak.
07:23So this is a news of price reduction.
07:27Not all prices go up, there are also prices that go down.
07:30CJVOC will be reduced from RM50 to RM20.
07:34This is especially for those who want to exchange VAT and so on.
07:39It will save RM30 in Semenanjung.
07:44The third announcement is the reduction of VAT for vehicle ownership certificate.
07:49As of 1st July 2024, VAT for vehicle ownership certificate will be reduced from RM60 to RM60 for vehicles under 10 years of age.
08:04The reduction of VAT for vehicles under 10 years of age will also be given to new vehicles under 3 years of age.
08:11The increase of VAT for vehicles under 10 years of age is every 6 months.
08:17This will encourage schools to provide newer vehicles for students.
08:23Most of the vehicles are used in driving schools or through test stations.
08:29So this is for driving schools or driving institutes.
08:34We provide a little relief to encourage them to buy new vehicles.
08:39Because if they have a new vehicle,
08:41for the first 3 years, there is no need for a test in Puspakor.
08:46For the 4th year to the 10th year, only once a year.
08:55So this will make things easier for them.
08:58We hope that this foundation will encourage more driving institutes to use new vehicles.
09:09For the application for VAT, how long does it take?
09:14From applying online to getting the tag and all that?
09:18Normal process is 3-5 days.
09:21From registering and getting the tag?
09:24As I mentioned, why there is a backlog?
09:27Because the past one month's application exceeded the entire year of last year.
09:33Because of one announcement, definitely tens of thousands.
09:37In this case, within a month, 20,000 applications were made.
09:40So we are trying our best to solve the backlog.
09:43So definitely, we have asked the company involved to add on more resources
09:50and to ensure that all applications will be processed within the next few weeks.
09:56Because there will be ongoing, a lot of new applications coming up.
09:59So we have to make sure that before 1st October, all this backlog must be cleared.
10:04So the backlog will take 3-5 days.
10:07The backlog, how long will it take?
10:08Obviously, because I have mentioned, there were 20,000 new applications.
10:13Right now, VEP already issued 6,000.
10:18So it will take some time for us to clear the backlog.
10:22But definitely, we are committed to ensure that all of them who have applied will receive their VEP tag.
