Foreign vehicles entering Malaysia from Singapore will be required to have a Vehicle Entry Permit (VEP) RFID tag starting October 1 this year, says Anthony Loke.
The Transport Minister said that the VEP system, which originally began in 2019, will now be fully enforced at the Johor Causeway and Malaysia-Singapore Second Link.

00:00Since April 2019, the Ministry of Transport has implemented the registration of VEP, or
00:09Vehicle Entry Permit, to foreign vehicles crossing the CIQ complex of the Sultan Iskandar
00:16Building in Tambak, Johor, as well as the CIQ complex of the Sultan Abu Bakar Building in
00:21Highway 2, Malaysia-Singapore.
00:23In order to ensure that the owners of foreign vehicles comply with the road rules in Malaysia
00:28fully, the Ministry of Transport would like to inform that this VEP regulation will be
00:35enforced fully starting October 1, 2024 at both entrances to Malaysia from Johor Bahru,
00:46namely at the CIQ complex of the Sultan Iskandar Building in Tambak, Johor, and the CIQ complex
00:50of the Sultan Abu Bakar Building in Second Link.
00:55Anyone who drives a foreign motorcycle without an entry permit or VEP, before entering or
01:02being in Malaysia, is committing an offence in accordance with Section 66H, Section 7
01:08of the Road Traffic Act, 1987.
01:12If the offence is committed, it can be charged or fined not more than RM 2,000, or imprisoned
01:18for no more than 6 months, as stated in Section 119, Section 2 of the Road Traffic Act.
01:27In addition, the Ministry of Transport has the power to prohibit any foreign vehicle that
01:33does not have a VEP to enter Malaysia.
01:37The JPJ also has the power to prohibit any foreign vehicle from leaving Malaysia, if
01:46it has unfinished business under Article 333, in accordance with the provisions under
01:52Section 66J of the same article.
01:57This means that if any foreign vehicle violates the Road Traffic Act, if there is an offence
02:05committed, it must complete all previous offences before it is allowed to leave Malaysia.
02:14All foreign motorcycle owners who will cross the Johor River and the second route of Malaysia-Singapore
02:20can use the time from now to either renew their VEP, which will take longer, or complete
02:28the registration process for obtaining a VEP for their vehicle.
02:32The enforcement action will be taken on any foreign motorcycle that does not have a VEP,
02:38in accordance with Article 333 of the Road Traffic Act.
03:08First, the VEP has been implemented since 2019, but we have not enforced it.
03:18The system is ready, and since 2019, the registration process has been started.
03:26But for the past 5 years, we have not enforced it.
03:30So if we do not enforce it, the system will be useless, it will not function.
03:36So it is time for us to enforce the enforcement action against foreign vehicles entering
03:44Malaysia-Singapore, so that they must have a VEP.
03:48Because with a VEP, we can track any foreign vehicle entering and leaving.
03:54When they leave, if there are any charges against the vehicle, they must be finished
04:02before they are allowed to leave.
04:04That is the process.
04:05So, the VEP system has been implemented, and registration for almost 200,000 vehicles
04:11has been done, but they have not obtained the RFID tag yet.
04:18Because we do not have an announcement regarding the enforcement.
04:23So now, we are giving almost 4 months for any vehicles that have not yet installed
04:29a VEP, they can contact us.
04:33They have a portal for registration, and now it has been simplified.
04:38The RFID tag will be sent to their address.
04:41They can install it themselves.
04:43In the past, they had to come to Johor Bahru for installation.
04:47Now, the RFID tag will be sent directly to their address, and they can install it themselves
04:54using the methods that have been shown through the guidance provided.
