00:50This Monday, the Department of Budget and Management officially submitted to Congress the 2025 National Expenditure Program
00:58as of the beginning of the budget season.
01:01The NEP is important because it is the basis of the amendments to the 2025 General Appropriations Bill
01:08which will become the General Appropriations Act once President Ferdinand R. Marquez Jr. passes the law.
01:15According to DBM Secretary Amina Pangandaman,
01:18following the President's directive in the NEP,
01:22the government has already paid attention to the needs of Filipinos.
01:28As stated by PBBM himself in his Third State of the Nation Address,
01:32this budget was crafted with utmost care, diligence, and meticulous attention.
01:40As your Speaker, I promise that we will continue to work hard
01:45to ensure that every cent of this budget will go towards real projects that will benefit every Filipino.
01:54I am confident that with the collaborative efforts of the Executive and Legislative Departments,
02:00we will achieve a budget that not only meets the immediate needs of our people,
02:05but also sets the stage for a more prosperous and equitable Philippines.
02:11Just like in the past 100 years, education is still the priority sector under the 2025 NEP,
02:17along with the funds for the DepEd State Universities and Colleges, CHED and TESDA,
02:22which is followed by Public Works, Health, Interior and Local Government, and Defense.
02:28Social Welfare, Agriculture, Transportation, Judiciary, and Justice sectors are also included in the priority sectors.
02:35Following the severe calamity in Metro Manila a few years ago,
02:40the DBM was asked by the media if the government was able to raise enough funds
02:45for disaster response and assistance for our fellow Filipinos for the next year.
02:51The agency responded,
02:52The total amount of assistance in the National Budget for Fiscal Year 2025 in the National Expenditure Program
03:01is P253.4 billion pesos.
03:07We also have a budget for next year in NDRRMF, P31 billion pesos.
03:14As for the controversial confidential and intelligence funds,
03:18the DBM decided to lower the allocation for this under the proposed 2025 National Budget
03:25to the agencies that need it most.
