00:00At this point, how is the situation of our fellow countrymen affected by the typhoon Kareen and Habagat?
00:06We asked for an update from the Department of Social Welfare and Development of DSWD Disaster Response Management and Spokesperson Assistant Secretary Irene Dumlao.
00:16Ma'am, good evening.
00:19Yes, good evening. Good evening to all our fellow countrymen who are listening to your program tonight.
00:28Alright, Asek Dumlao, how is the situation of the residents who are affected by the typhoon here in Metro Manila and outside Metro Manila? How is it so far?
00:39Well, the Department of Social Welfare and Development continues to respond to our local governments,
00:47particularly in the region of NPR, Region 2, 3, Calabarzon, Lima, Ropa, 5, 6, and 7.
00:57Because of where our fellow countrymen are affected, this enhanced Habagat as a result of Typhoon Kareena.
01:09As I mentioned, our coordination with the various local government units is ongoing so that we can help them to augment their resources and ensure the well-being of our fellow countrymen affected.
01:26At the moment, more than P647,000 worth of initial humanitarian assistance has been distributed to the affected.
01:40And as we speak, we are still distributing family food packs and luncheon items in those areas.
01:49Because we also have external aid and salaries to various evacuation centers and likewise outside evacuation centers.
02:04All right, Sec. Dumlao. Ma'am, I understand it's still too early, but as we saw earlier, the flooding is so widespread.
02:13How is it? Are the family food packs enough?
02:17Does the DSWD have a standby fund for the affected residents?
02:24At the moment, the available relief resources of the DSWD, our food and lunch food items, are more than P2.5 billion and our standby funds are almost P1 billion.
02:41So more than P3.4 billion is our available standby funds and stockpiles.
02:49We also agreed that we have available relief items that we can draw down from the private groups whom we have existing trade agreements with.
03:04If you remember, the DSWD has strengthened its supply chain management.
03:11In our case, we have Supply Chain 1, that's the government.
03:16We are enforcing our production and likewise the preposition of our groups,
03:23considering that we have entered into various relief prepositioning agreements with LGUs and private groups that we can use their warehouses for our prepositioning.
03:35Supply Chain 2 is our partnership with retailers, distributors and private groups to supplement the family food packs that we are producing.
03:50Agreements we are able to draw down.
03:53Again, it's a part of our production.

04:06As early this afternoon, Marikina City called for additional assistance.
04:12Has the local government reached out to you for additional assistance that they are asking for?
04:19Yes. We have reached out to our field office MCR in Marikina and to other local governments here in the National Capital Region
04:30to send additional family food packs to respond again to the needs of the affected citizens of this local government area.
