00:58Environmental product declarations in the country and we are equally dedicated to producing concrete EPDs at this very facility

01:08What does sustainability mean to us?
01:11Well, we recognize the critical need to respond to market pressures and meet stringent regulatory requirements

01:23Objective is to lead and to be the change agents in our industries by pioneering new ways

03:44And let me say thank you to administrator Regan and the EPA for your leadership and for choosing
03:51Western Pennsylvania as the place to make this critically important announcement today
03:57You know as we just heard from Noah Pennsylvania companies and Pennsylvania workers are the backbone of the American
04:05Energy industry
04:07We are the second leading
04:09Net energy exporter in the country and our industrial sector is the strongest
04:15Anywhere that includes companies like castle builders supply and trucking which helps produce the concrete
04:22That goes into our bridges and buildings making Western, Pennsylvania and our Commonwealth
04:28Stronger and more prosperous putting food on the dinner table for families all across this great Commonwealth
04:36You know just last Wednesday. I had the privilege of standing up in South Central, Pennsylvania
04:41announcing the largest
04:43federal grant for a single transportation project in
04:47Pennsylvania history the I-83 South Bridge right there in Harrisburg
04:52It was the largest federal grant ever today
04:56I'm here in Western, Pennsylvania
04:59Less than a week later to announce the second largest federal grant in Pennsylvania history
05:06Thanks to the Biden Harris administration and thanks to them believing in the Commonwealth of Pennsylvania
05:18So today I am thrilled to announce that Pennsylvania will receive
05:22396 million dollars from the EPA to invest in strengthening our
05:29manufacturing sector creating jobs and reducing pollution
05:34Listen our administration the Shapiro Davis administration. We got big plans for that money, and we are ready to go you see here in, Pennsylvania
05:41We understand that reducing pollution means creating jobs. We understand how the two go hand in hand
05:50We want to make sure
05:52That business owners who we have heard from time and time again have the resources
05:57They need to be able to reduce pollution in the communities where they live and work
06:02Something that they want to be able to do they want to make their operations more sustainable and energy efficient
06:09So they can cut costs while helping our communities and the planet
06:14Workers want to be able to go to work at their plant during the week
06:18And then they want to go hunting and fishing over the weekend and when they go hunting and fishing they want clean air and pure
06:24Water and those two things that work they do and their ability to recreate in our communities that goes hand-in-hand
06:33and
06:34The problem is there has not been enough help available
06:38For businesses to be able to do that for workers to be able to make those kind of contributions in their communities
06:45Until today where we get to take that next step
06:48That is why we are proud to accept this money from the Biden Harris administration
06:54To create the rise PA grant program here in the Commonwealth, Pennsylvania
07:00Let me explain to you how this is going to work
07:02under Acting Secretary Shirley's leadership the Pennsylvania Department of Environmental Protection
07:08Will soon issue grants through rise PA to manufacturing companies all across this Commonwealth for projects and upgrades
07:16to improve their operations and to be able to reduce
07:20Carbon emissions these grants can be used for a wide array of projects including improving energy
07:28efficiency reducing emissions
07:31Implementing carbon captures something we are dedicated to in this Commonwealth and replacing equipment with electric powered
07:38options with these investments from rise PA
07:42Pennsylvania workers. Well, they can take an old smelter that used coal to make steel and replace them with smelters powered by
07:50electricity
07:51Pennsylvania workers will build
07:53Geothermal heating and cooling systems that's going to lower our energy bills and protect our planet
07:59Pennsylvania workers will capture carbon our factories send in the atmosphere today and instead use it to be able to create
08:06New products or send it below the surface of the earth where it can't make our air worse with rise PA
08:13We are going to create jobs and economic opportunity
08:17We are going to lower operating costs for Pennsylvania businesses and we are going to reduce pollution in our air and water
08:24This is a win-win
08:27Across the board so take a company here like CBS
08:31The team here at CBS specializes in mixing and pouring concrete for major
08:36Building projects they've worked on everything from a million square foot
08:40Amazon warehouse to mill 19 where I had the privilege of announcing an important economic development strategy the other day to roads and bridges all
08:48across
08:49Pennsylvania so a company like CBS
08:51Well, they can now apply for one of these grants to say swap out their old diesel equipment with electric conveyors to transport material
08:59That is going to go into their concrete and as anybody in construction will tell you they've told me this many times
09:06Concrete is obviously impacted by the weather and in cold weather. You got to figure out ways to keep that concrete warm
09:13So in theory CBS could apply for a grant to install an energy efficient heat recovery
09:18System for mixing concrete and cold weather
09:20Which would use less energy and cost the company a whole lot less in their energy bills again a win-win
09:27These are common-sense changes that can save a company like CBS a whole lot of money
09:33Reduce the pollution that our workers are exposed to all without changing the great quality of
09:39Craftsmanship and concrete that is available here in Western, Pennsylvania
09:44And then with the money that they save on energy efficiency projects
09:48Then they can pour money back into their product line back into their company back into the workers that power their company
09:56Going forward. This is a huge win for Pennsylvania
10:00listen, I have always said we have got to reject the false choice between protecting our planet and
10:07Protecting our jobs we can and we must do both
10:12Rise PA does exactly that and so we couldn't be more grateful to the Biden Harris administration
10:19for believing in us and couldn't be more grateful for administrator Regan's commitment to this Commonwealth and
10:26This is going to build on my administration's work to protect
10:30Pennsylvania's long legacy of energy and manufacturing
10:33Manufacturing leadership listen, it's Pennsylvania energy and manufacturing that fueled the Industrial
10:40Revolution that lifted people out of poverty and helped give birth to the modern-day labor movement
10:48Powering the middle class and of course moving Pennsylvania forward that rich legacy brings with it
10:55Of course some unique opportunities and some unique challenges
11:00Let me give you just one example that
11:02Dotting all across Pennsylvania here in the southwest and especially across our northern tier are about
11:09350,000 orphaned wells and abandoned mines in Pennsylvania spewing harmful methane into our atmosphere
11:17When I took office I directed the Department of Environmental Protection
11:20to draw down as much federal funding as possible to cap and plug those orphaned and abandoned wells and mines and
11:28Think about this over the last year and a half that I've been your governor
11:31We have plugged more wells than the Commonwealth of Pennsylvania had done in the last 10 years
11:37Combined putting people to work and reducing emissions. Thanks to the help of our federal partners
11:43we were able to do just that protecting our planet and
11:47protecting and creating jobs
11:50In addition to plug-in wells our administration recently unveiled an energy plan that reduces emissions
11:56Creates energy jobs and reduces costs for our consumers
12:00This is important because this plan puts Pennsylvanians to work
12:05Reduces our electric bills reinvest in energy efficiency and pollution controls at large
12:12Energy producing facilities in Pennsylvania and it gives us an opportunity to do what I said before
12:18Create jobs and protect our planet. We're also here in Pennsylvania working hard to update our energy portfolio
12:25Standards to expand the type of energy sources that can qualify
12:30This is really important because it creates a new marketplace for clean energy
12:34But not in a way that puts people out of work
12:39Listen this plan here in Pennsylvania our Pennsylvania based plan. It's been backed by environmentalists
12:45It's been backed by organized labor. It's been backed by industry and by consumer groups
12:50We're showing here in Pennsylvania we can bring people together to get stuff done
12:57That is the way we do our jobs here and it's a way we put more pipe fitters to work
13:03It's a way we put more boiler makers to work more solar installers and more energy efficient technicians
13:11Gone are the days here in Pennsylvania of talking about protecting our planet in a way that removes jobs
13:18We are focused on creating jobs and protecting our planet and we are doing both
13:23Rise PA will rise PA is going to help build on that work that we've been engaged in here in the Commonwealth
13:30Reducing our emissions and creating jobs without the leadership of President Biden Vice President Harris and Administrator Regan
13:38We would not be getting that done. This is what happens when you have an administration like the Biden Harris
13:45Administration in the White House
13:48listening to the good people of Pennsylvania and then working with us to get meaningful things done a
13:55President and a vice president who cared deeply about the good people of Pennsylvania
14:00Cared deeply about communities like these in Western, Pennsylvania and have stepped up time and time again
14:06To help us get stuff done. I couldn't be more grateful to them for what is now the second largest
14:13Federal investment in Pennsylvania history, maybe next week you'll come back for the third
14:19And with that it is my pleasure to invite up our County executive here in Allegheny County

14:35Good afternoon, and thank you governor for you and your administration for leaving leading on the rise PA
14:42Application and thanks for delivering a budget for us
14:46I know we plan on putting those monies to work here in Allegheny County to better the lives of our citizens here and
14:53Thank you to administrator Reagan for being here for coming to Allegheny County to share this big news on how
15:00This program is going to impact people right here in Allegheny County and across this entire nation
15:08this
15:10$96 million award will help the state decarbonize small medium and large industrial projects across the state
15:18Which is going to provide so many benefits for us here in Allegheny County and southwestern, PA
15:26Because we know our air quality continues to suffer here in southwestern, Pennsylvania
15:32which has negative health impacts and that holds us back in our economic sense and
15:40A people sense from achieving our truest and best potential
15:44by helping industry
15:47decarbonize reducing their emissions and
15:50Reducing pollution and becoming more energy efficiency. We are going to invest in businesses that are here
15:57Create good jobs and improve air quality. It is a win-win-win
16:02across the board and
16:04When I talk about building in Allegheny County for all its investments like this that will help us achieve that vision
16:12That vision of making sure that everyone is safe in their community
16:16That neighbors are connected to one another and that everyone has the tools and resources
16:22They need to be able to thrive and this investment from the EPA
16:28Through the RISE PA grant that will help deliver on that promise
16:33Because you can't feel safe if you have to take your grandkids to the ER three times a year
16:39Or you can't be connected with your neighbors if you can't go outside on a poor air quality day
16:45This investment it's going to make sure that we are investing in the businesses and the people that are here
16:52So we can improve air quality
16:54We can keep businesses here and modern we can create family sustaining jobs and invest in
17:01Communities that had been left behind for too long to ensure that everyone can thrive
17:08so thank you again for coming here and making this investment in our region and
17:14Thank you for choosing to announce this huge award here in our Commonwealth
17:19I know we're gonna put this money to good use and now it's my great pleasure to introduce
17:26My friend Darren Kelly president of the AFL-CIO Labor Council
17:31And he is gonna make sure that these programs these investments work for working people

18:23Listen, there's a lot of situations that I'm put in sometimes a very unfair but to follow those two great leaders
18:29Listen put this down. I'm not even gonna go off of this but
18:35This here you you have to speak from the heart, you know, Western, Pennsylvania
18:42You know, we use that word a lot legacy pollution
18:45This year this rise PA program and with partnership with our great friends in the EPA
18:52Pollution can no longer be our legacy and this guarantees it a
18:59Lot of these businesses and this investment into the industrial sector of our great region
19:07These are the cornerstones of a lot of these communities, but this right here
19:12Puts to bed the issue. We've always talked about that. You can't have both. Yes, you can
19:19Stop making us choose
19:21We now have program to say we're here to stand behind you
19:25We're here to put the money into your regions. And by the way
19:30It's time that we build from the bottom up not the top down
19:34And what that stands for is investment and it's in America
19:38It's number one infrastructure, which is its people
19:43We wholeheartedly thank the Biden-Harris administration for never forgetting Western, Pennsylvania
19:51Josh your team has been amazing you and Austin have led from the front from day one
19:58We owe you so much to our executive for all we have done for you

22:23We appreciate the innovation that you are bringing to solving these tough issues
22:28With each passing day all around the globe. We are seeing and feeling the impacts of the climate crisis
22:35extreme weather events like hurricanes
22:38Intense storms flooding heat waves wildfires and droughts have become more frequent and more destructive
22:45Right now across the country the impacts of the climate crisis are being felt felt and heard by so many
22:52our nation's most recent heat wave is causing extreme temperatures that are putting the health of tens of millions of people in danger and
23:00Here in Pennsylvania the health wave has brought weeks of sweltering and unbearable conditions to many communities across the state
23:09President Biden and Vice President Harris understand that we need to fight the climate crisis with the sense of urgency
23:17That it deserves and that's why together
23:20They have put forth the most ambitious climate agenda in United States history
23:25Thanks to their leadership. The Biden Harris administration has made the largest
23:30climate investment in history in this country providing billions of dollars to state local and federal and
23:38tribal governments all across
23:41Building from the bottom up and not the top down
23:44Giving the power to our state and local governments who know their communities better than the federal government ever could
23:51One of our most powerful tools is our climate pollution reduction grants program
23:56Investing billions of dollars to help implement community driven solutions that reduce air pollution
24:02Advance environmental justice and help accelerate America's clean energy transition
24:08So today I am extremely excited to announce that EPA has selected
24:1425 recipients from our CPR G program to receive over
24:194.3 billion dollars that's billion would it be
24:30To fund climate solutions that work for their communities
24:35Today's investment builds on the 250 million dollars in planning grants. We provided last year to help communities develop
24:44locally led action plans that reduce climate pollution and
24:48Folks, I'm proud to say with that 250 million dollars
24:51These plans now cover 96 percent of the United States population
24:57And what was a highly competitive application process?
25:00We selected 25 applicants from across the country to fund
25:04investment ready projects targeting targeting climate pollution from transportation
25:10electric power sector commercial and residential buildings
25:14industry agricultural and natural lands
25:16waste and materials management
25:19Together these grants will fund innovative projects that stimulate economic growth spur the creation of new industries and good paying jobs
25:27especially in
25:29low income and disadvantaged communities
25:32One of the best examples is here right here in Pennsylvania as you've heard nearly 400 million dollars to help decarbonize the state's
25:40industrial sector
25:41reducing 9 million metric tons of carbon pollution
25:46Listen, I have to say I don't like being second
25:51But these investments are going to change lives
25:54These investments are going to create jobs
25:57These investments will result in cleaner air for these fence line communities
26:02but also create jobs and spur economic development in these fence line communities and
26:08Not just for Pennsylvania, but for communities all across the country from Nebraska
26:15supporting sustainable agricultural projects to developing pathways for zero emission goods movement in
26:21disadvantaged communities across Southern, California
26:23To shift into cleaner heating sources in homes in New England and Alaska
26:29the potential health
26:31environmental and economic benefits for this program
26:34well, they're endless and I want to recognize that this is only because of the leadership of
26:41Local leaders those who actually know their communities leaders like governor
26:46Josh Shapiro who is standing with this administration to fight against climate change
26:51These grants are projected to reduce greenhouse gas pollution by close to 1 billion metric tons
26:58That's equivalent to the pollution generated by 5 million homes each year for 25 years
27:06folks these grants present an opportunity for communities to chart their own path toward a cleaner more sustainable future an
27:13Opportunity for all levels of government to work together to develop and implement climate solutions that work for their communities an
27:21opportunity to help businesses remain competitive in an increasingly
27:26decarbonized world and an opportunity to give communities again, particularly low-income and disadvantaged communities with
27:33Environmental justice concerns the clean air that they deserve and the seat at the table to design these plans that they deserve
27:42Folks it's our greatest privilege and honor and
27:45Responsibility to ensure that all people in this country no matter the color of their skin
27:50The zip code they live in or how much money they make
27:54Deserve to have clean air to breathe clean water to drink and the opportunity to live a healthy life
28:11And thanks to President Biden and Vice President Harris and the collective leadership of you all
28:17We are one step closer to that goal. Thank you all for having us

28:43Well, let me let me begin by saying a word about President Biden
28:46I had the privilege to be able to speak to him just a few moments after he issued his statement
28:52And I think it's a great honor to be able to speak to him
28:55Privileged to be able to speak to him just a few moments after he issued his statement yesterday
29:01President Biden is an extraordinary public servant. He has served this country the state of Delaware
29:11The Commonwealth of Pennsylvania is our third senator for a long time and of course this nation so honorably and
29:18The work that he has done is going to lead to positive change for generations to come
29:25We're talking about one of those
29:28particular decisions
29:30Here that the EPA is announcing today. I couldn't be more grateful for President Biden's service
29:36President Biden has often remarked that one of the most important decisions
29:40He had to make was selecting a vice president and in that he selected
29:44Vice President Harris who has been by his side as this nation has built ourselves back and made
29:52extraordinary
29:54progress
29:55President Biden yesterday endorsed Vice President Harris as did I as did many across this country
30:01Not only because of how honorably she has served in the past
30:05But how absolutely ready she is to be president and to be the standard-bearer for our party
30:12She will now have to make an important decision as then
30:16Candidate Biden had to make and that is who to run with who should be her running mate
30:22That's a deeply personal decision and a decision that should be made really free from any political pressure
30:30it's a decision she needs to make who she wants to govern with who she wants to campaign with and
30:36Who can be there to serve alongside her?
30:39When she serves as God willing the 47th president of the United States
30:44She will make that decision when she is ready and I have all the confidence in the world that she will make that decision along
30:51with many others in the best interest of the American people
30:59We're only here to visit your family in Western
31:03As the vice president discussed the possibility of serving as her running mate with you
31:09Have you had conversation I spoke to the vice president yesterday shortly after I spoke to the president
31:14You know what? We focused on defeating Donald Trump
31:17Our conversation was all about how we beat Donald Trump and protect our freedoms here in this Commonwealth
31:23we talked about how we can't go back to a time as
31:26Donald Trump did where he ripped away our freedoms from the freedom to be able to try and join a union remember
31:32This is the same guy who went to the Supreme Court to try and turn this Commonwealth in this country
31:38Into a right-to-work place
31:40We will never be a right-to-work state as long as I'm governor and we will never be a right-to-work
31:46Nation as long as Kamala Harris is our president
31:52This is a guy who injected chaos in our lives in the past and wants to do it again
31:57He wants to rip away health care from 1.2 million
32:02Pennsylvanians, this is a guy who has looked at the kind of workers who work here with great disdain
32:09He spent a career
32:11screwing over the kind of workers that work here at CBS the kind of workers that work with
32:16Darren Kelly and our unions here in the Commonwealth of Pennsylvania
32:19And so the conversations I've had with the vice president are all about one thing and one thing only how do we defeat Donald Trump?
32:27How do we protect our freedom and how do we make Pennsylvania?
32:31Which was the epicenter of the creation of our democracy?
32:36248 years ago and is going to be the epicenter of our politics today. How do we make sure that?
32:41Pennsylvania elects Kamala Harris to be our next president
32:52We spoke only about defeating Donald Trump and our shared commitment to that I
