00:23where the Minister of Defence of Venezuela, Padrino Lopez, received an eight-person delegation
00:29of the Carter Center from the United States, a center founded by former U.S. President
00:36Jimmy Carter, which has a long history here in Venezuela.
00:39It has already observed and watched over seven different elections and referendums since
00:451998, and has confirmed the security of the electronic voting system in 2006, and an increase
00:53of citizens' confidence in the electoral system in 2012.
00:58So the delegation was welcomed by the Minister with the warmest words.
01:03He expressed his content of them being here, and said, actually, the Carter Center has
01:09made history already here in Venezuela.
01:12He described the atmosphere, the election atmosphere, as enthusiastic and full of joy,
01:17and explained to the delegation the so-called plan of the republic, whereby the armed forces
01:23secure the electorates and election centers and the voting machines ahead, during the
01:29election day, and afterwards as well.
01:32Within that plan of republic, thousands of soldiers will be deployed to the voting centers,
01:37and some of them already are, but the official deployment will start on July 24 with an official
01:43ceremony to make sure that every citizen has security to go to the election center and
01:50vote, and do this in a very easy, relaxed, and secure atmosphere.
