01:52The President has asked the people of the country to stop this, which has become a source of incitement for crime.

02:21such as financial scamming, money laundering, prostitution, human trafficking, kidnapping, brutal torture, even murder.

02:28The grave abuse and disrespect to our system of laws must stop.

02:33This disorder must be stopped in our society and in our country.

03:03In addition, the President has ordered PAG-Corps and economic managers,

03:07especially more than 20,000 Filipinos working for the Pogos, to be affected by this order.

03:15I hereby instruct PAG-Corps to wind down and cease the operations of Pogos by the end of the year.

03:21The DOLE, in coordination with our economic managers,

03:28shall use the time between now and then to find new jobs for our countrymen who will be displaced.

03:40The President is also calling on the government and the citizens to take care of the ongoing problem of Pogos.

03:50To solve all the problems that we have been suffering under,

03:56all officials, law enforcers, workers in government, and most of all, the citizenry,

04:04must always be vigilant, principled, and think of the health of the nation.

04:10Let me end by recalling the words of a great man.

04:16Let not anyone pacify his conscience by the delusion that he can do no harm if he takes no part and forms no opinion.

04:28Bad men need nothing more to compass their ends than that good men should look on and do nothing.

04:36These words were said by John Stuart Mill, a philosopher and a member of parliament of the United Kingdom.

04:43Meanwhile, before this order, another plan has emerged from the 2,000 people inside the plenary hearing in Sona

04:50by the President, which is his re-assertion of the rights of the Philippines in the West Philippine Sea.

04:56The West Philippine Sea is not just our imagination, it is ours.

06:24Despite these statements, according to the President, the Philippines continues to strive for peace in the West Philippine Sea.

06:31Proper diplomatic channels and mechanisms under the rules-based international order remain the only acceptable means of settling disputes.

06:43Peace and community building will always be our clarion call.

06:47We continuously try to find ways to de-escalate tensions in contested areas with our counterparts, without compromising our position and our principles.

06:58I know that our neighbors, too, are doing their best to make this work.

07:03The Philippines cannot yield. The Philippines cannot waver.

07:16The President also mentioned the issue of the War on Drugs, which was the center of the campaign that was followed by the administration of former President Rodrigo Duterte.

07:24When he grew up, his campaign against drugs was effective, which he called bloodless.

07:32Our bloodless war on dangerous drugs adheres and will continue to adhere to the established eight E's of an effective anti-illegal drug strategy.
