28:10I'm fast-tracking all the irrigation projects. Plus, NIA is bidding 12 billion to install additional solar irrigation water systems in un-irrigated areas.
28:30So this is a big help for our farmers. Of course, we need more, but at least there's a big fund and equipment that will go down. Within this year, it will be implemented.
29:01We are trying our best to figure out and we are thinking about this almost every week. This is the major topic on how to lower the price to the level of 20 pesos.
29:13That's why we started our initial target as a step-by-step approach. 29-peso rice. If we can achieve and make the 29-peso rice sustainable for our disadvantaged,
29:29then of course, if we can achieve our initial target, then we will try to tighten and expand this to try to lower the price to 20 pesos.
29:45It involves a lot of things. This is a whole-of-DA, whole-of-nation approach that is needed. This is from the price of seeds, from the need for post-harvest,
29:58the need for calyx, the need for cheap fertilizer, the need for higher recovery in drying, 55 percent. We need to reach 65 to 67 percent.
30:12Then we have to produce more per hectare, not just four tons per hectare. We need to achieve six to seven tons, hopefully eight tons per hectare.
30:22Then the price will go down if we can achieve all of this.
30:28Secretary, do you think that after the term of our President, we can achieve the 67 percent that we're hoping for, for the good news that we can achieve this?
30:38That depends. We're trying our best. The problem with the government is the bureaucracy of beating out those I'm tackling. That's my biggest issue, the bureaucracy.
30:55If they give us funds for this year and next year, I hope that in 2026 and 2027, we will have enough funds to construct everything that we need to do.
31:09The so-called rice tariffication repeal in this law, do you think it will help or if it is completely removed, it will be harmful and we cannot provide protection to the so-called rice efficiency?
31:27The rice tariffication law will expire soon, but the position of the DA is that it needs to be continued. The Congress and the Senate do not seem to agree with their direction.
31:40I'm hopeful that this can be extended to give more support to our farmers, especially rice. We need to extend the RTL.
31:54All right. We wish you well, sir, for all the plans of the DA. Thank you very much for your time in Balitang Hali.
32:01Thank you.
32:02That was Agriculture Secretary Francisco Tiu Laurel, Jr.
32:10Some groups started their protest early today. And there's someone on the spot, Jun Veneracion. Jun?
32:17Jun?
32:21Rafi, the protest continues for several hours before the State of the Nation address of President Bongbong Barcos.
32:31Rafi, we are now here in Philcoa, Quezon City.
32:35Three thousand members of various militant groups are marching to the designated area of the Commonwealth Avenue,
32:46where they will be accompanied by various militant groups who will protest and carry out programs against President Bongbong Barcos' zone.
32:57On the side of the road, Rafi, the police are here. They are on duty to ensure the security of the area.
33:05More than 20,000 police and force multipliers are deployed to ensure the security of the area.
33:14This is the third area of President Bongbong Barcos' zone.
33:18This morning, labor groups are carrying out their programs under the leadership of the Trade Union Congress of the Philippines.
33:28They are pushing for a legislated wage increase of P35, which is the minimum wage here in Metro Manila.
33:38They want an increase of at least P150 for the minimum wage workers in Rafi.
33:46Now, we will show you. These are the three thousand members of various militant groups.
33:52They are marching to the Commonwealth Avenue.
33:55The weather is good, Rafi, so for the elderly, it is still okay for them to march.
34:01They are also prepared in case it rains. Their umbrellas are already there.
34:07Let's see what else will happen later.
34:09Let's go back, Rafi.
34:14Thank you very much, Jun Veneracion.

34:462NE1 will also go to Osaka and Tokyo in Japan in November and December.
34:51The shout now of fellow Blackjacks, Philippine leg, Gwen Kaya.
34:58There is more news.
34:59The Court of Appeals overturned the release of the former police accused of brainwashing and killing Korean businessman Ji Ik-joo in 2016.
35:10The CA also opposed the petition to overturn the decision of the Angeles City Regional Trial Court
35:16that acquitted former Police Superintendent Rafael Dumlao III.
35:22Dumlao was one of the police accused of kidnapping with homicide in the murder of Ji,
35:28who was stabbed to death and cremated inside Camp Kramen in 2016.
35:34According to the CA, the Angeles RTC has gross misapprehension of facts
35:41because its decision is clear in the testimony of the witnesses.
35:45The CA also called the decision an insult to the judicial process because the RTC ignored the other evidence.
35:53And it seems that Dumlao's release is now certain.
35:57Because of that, the CA condemned Dumlao for perpetual reclusion and almost Php 600,000 damages for kidnapping and other cases.
36:07Dumlao is still trying to get justice regarding his conviction by the Court of Appeals.
