00:00From a point of view, Professor Antonio Contreras will discuss the Supreme Court's order to pass an anti-dynasty law according to the Constitution, Professor.
00:17Good morning to all of you in the studio.
00:20Actually, there was a confusion because
00:24it was first reported that the Supreme Court ordered the Congress to pass an anti-dynasty law.
00:32But after a few days, it became clear that such an order will not be passed.
00:39But nevertheless, this becomes evidence for us to discuss this matter.
00:45Because in the Constitution, there is a provision that prohibits political dynasties
00:53because it is part of giving opportunities to more people to join politics.
00:59And it should not only be limited to a few families.
01:03Nevertheless, those who wrote our Constitution should have already defined the political dynasty
01:11and how to ban it was already left to the Congress in 1987.
01:17In other words, the Constitution ordered the Congress to define a political dynasty and a law,
01:24an anti-political dynasty law.
01:27This was in 1987.
01:30It's been 37 years.
01:32It's 2024 now.
01:34Until now, no law has been passed.
01:38Maybe that's why many people file cases in the Supreme Court that the Congress has already ordered.
01:45We will know if the leakage of the decision is true.
01:53And it hasn't been promulgated yet.
01:57Because this is a long-delayed action.
02:06It's like the Congress is judging the Constitution.
02:12Whether you approve or disapprove, whether you agree or disagree,
02:16for the banning of political dynasties, we cannot do anything about it.
02:20It's in the Constitution.
02:22The law is clear.
02:24It shall be banned, it shall be prohibited.
02:28And political dynasties will be defined by law.
02:31You know, this is not the only time that the Congress is not moving.
02:35There are two occasions in the Constitution that the Congress ordered to make a move.
02:43One of them is the Succession Law.
02:47The concept of designated survivor.
02:50In that provision, the Constitution also ordered the Congress to pass a law
02:57that will define the succession if the President, Vice President, Senate President, and Speaker of the House
03:06cannot all sit down.
03:09Because all of them, it's either unable, or something bad will happen to all of them.
03:15That's in the Constitution.
03:17Again, that was in 1987, 2024, when there was still no law on succession.
03:22And there's another funny thing here.
03:26There's another provision there that the Constitution also ordered the Congress
03:31to put permanent boundaries on our forest lands.
03:34And that's even more dangerous because what's written in the Constitution is,
03:38as soon as possible, the Congress should pass a law.
03:45That was in 1987.
03:47Now it's 2021, 2024.
03:49Where's the as soon as possible?
03:53This proves that there are things that the Congress is not doing.
03:58The Congress is not higher than the Constitution.
04:02The work should be done here.
04:04Congress is not above the Constitution.
04:07The Constitution is the fundamental law of the land.
04:10It's about time that Congress should do its job.
04:13It should pass the Anti-Dynasty Law.
04:16It should pass a Succession Law.
04:19And it should pass a law delimiting the boundaries of our forest lands,
04:25as ordered by the Constitution.
04:28Anything other than that is a gross dereliction of duty.
04:34It's a Congressional malpractice.
04:37It's a neglect that we should not tolerate.
04:43That's all for my point of view this morning.
04:46Go back to your studio, Diana. Thank you very much.
04:49Thank you very much, Professor Contreras.
