00:00So we're here at Emmanuel Road with Steve, the owner of this rather fine looking structure and as you can see there's a crane in the background and it's being moved.
00:16Tell us why it's being moved Steve, what's the background of this?
00:21Well I had this construction because the council refused planning permission for a shed and so I thought well I don't want to be in dispute with the council so I just started looking for things that didn't require planning permission.
00:37And my wife came across Mr Bucklidge's company on the web and he assured me that his structures were moveable. I saw him build it, it's standing on four effectively paving stones so there's no foundation and therefore according to Mr Bucklidge it doesn't require planning permission.
00:58Unfortunately the council disagree and they've served me with an enforcement notice. So the purpose of today's exercise is to demonstrate that it is indeed a moveable structure and therefore under the Caravans Act of 1960 I believe it is, it doesn't require planning permission.
01:17So here we can see it's about to be lifted up to prove that it's not permanent, that it can actually be moved onto a lorry if necessary and moved.
01:27I don't think we'll be lifting it onto the lorry today but there are no foundations, it isn't attached to the ground in any way shape or form so we hope by showing that we can get clear air underneath it, it is indeed a structure that doesn't require planning permission.
