00:01I'd also like to thank my colleague on the Rules Committee, Representative Roy, for leading
00:05this legislation, the SAVE Act.
00:08As a member of Congress from one of the states that has recently attempted to allow non-citizens
00:13to vote in our local elections, and has simultaneously pursued sanctuary policies that have led to
00:20a flood of illegal immigration, I am very proud to be a co-sponsor of this bill that
00:25seeks to protect a key institution of our democratic system amid an unprecedented crisis
00:32on our southern and our northern borders.
00:35Our colleagues on the other side of the aisle, however, don't seem to care about the real
00:40and the documented threat facing the security of our elections here.
00:44They will say, and they have said, that the number of illegal aliens who have attempted
00:48to vote in our federal elections is small compared to vote totals.
00:53And Chairman Steyl, in your view, how high do the numbers of non-citizens illegally voting
00:59or attempting to vote in our elections have to get in order for Congress to take action?
01:04Is there some kind of magic threshold?
01:06There's no magic threshold.
01:08I would note that we have done a series of hearings that have shown where non-citizens
01:13have voted in numbers that could have a significant impact or determinative impact on federal
01:18elections.
01:19Yeah, I mean, the radicals in the New York City Council tried to pass a bill that would
01:24allow a separate set of books for non-federal elections versus federal elections.
01:30It was struck down as unconstitutional in New York State courts under the New York State
01:35Constitution.
01:36But I agree with you.
01:37The acceptable threshold for non-citizen voting in our federal, our state, and our local elections
01:42should just be zero, period, end of story.
01:46This is a right and privilege of American citizens, and it should be protected as such.
01:52And Chairman Steyl, isn't it true that we can't trust the Department of Justice to go
01:56after non-citizen voting or even to try to address the problem of non-citizen voting?
02:01They've shown no prioritization of citizenship and non-citizenship voting.
02:06And I think that should be incredibly troubling, given the fact that we have like 10 million
02:10people here illegally wandering around the country right now.
02:14All over the United States, it's a 50-state problem.
02:16It's especially a problem in my home state of New York, and it just boggles my mind that
02:21this isn't something that we can pass on a suspension to safeguard our votes for only
02:27citizens of the United States of America.
02:29But I completely agree with you.
02:31If the Biden White House isn't even willing to say that there's a problem, how can we
02:34trust the DOJ that they're even going to do anything about it?
02:38I strongly support this legislation before us today.
02:41It's a simple, straightforward measure that the vast majority, three-quarters in fact,
02:46of Americans support as well.
02:48And I yield back, Mr. Chairman.
