00:00Human Resource Development Corporation, which invests 3.77 billion rupiahs in the levy.
00:20We, the government, implement a targeted subsidy to save about 4 billion rupiahs.
00:32But one government agency, HRDCorp, misinvested and invested almost 4 billion rupiahs, 3.77 billion rupiahs.
00:44I would like to express my gratitude and congratulations to the Minister of Human Resource Development for his quick action in reporting to the SPRM.
00:57I suggest to the Minister to take immediate action.
01:05I would like to suspend the CEO of HRDCorp.
01:14Because he holds two positions in the board and in the investment panel.
01:28So, take this matter, besides the SPRM, to the police.
01:33And to investigate and take immediate action.
01:36Thank you, Dato' Speaker.
01:39Thank you, Mr. Udang.
01:40This is the first time that the levy has been discussed comprehensively by this noble court.
01:48So, I would like to express my gratitude to the head of the State Audit Office and the parliament and the government
01:59for the openness to allow the people to discuss the report of the head of the State Audit Office.
02:08The purpose of HRDCorp is very good.
02:12This is a country that really wants to train its employees.
02:17I would like to express my gratitude and congratulations to the head of the state for having this idea.
02:21However, HRDCorp has a responsibility and its management has a huge fiduciary duty to ensure the operation of the program.
02:35For example, the indicator target has a KPI, but the KPI is lowered.
02:42The KPI is lowered, the board does not know, the board does not get approval from the board.
02:49So that it can reach the KPI.
02:52And in 2023, there will be no KPI.
02:56Because it cannot reach the previous KPI, there will be no KPI at all.
03:01In terms of investment, we know that HRDCorp has 3.77 billion ringgit.
03:08But what we have found is that the investment company is not regulated and actually gets a negative return due to losses.
03:19So there is an issue of crisis of confidence and also the issue of whether this is a criminal breach of trust.
03:29So I agree with what was discussed by Mr. Seif Godang.
03:34Because this is a management issue from the top management.
03:37I want to suggest, this is nothing personal, but I think there needs to be an action so that the head of HRDCorp takes a garden leaf.
03:47Okay, as a test.
03:50Garden leaf first.
03:52Because we know that we want to restore the confidence of the people and also the people of HRDCorp.
03:59There must be an action so that the investigation is carried out.
04:05If the top management or the KPI, the head of HRDCorp is not at fault, it's okay, they can come back.
04:14But for now, it is best for the agencies to carry out their duties.
04:21Thank you.
