00:00In the midst of an increasing congestion rate in prisons,
00:04the Department of Justice increased the amount of evidence
00:09that is needed before a defendant can file a case.
00:13This is what Gav Villegas has to say.
00:17The first new Philippines Town Hall Meeting in Dasmariñas Arena in Cavite was a success.
00:24Among the activities in the Town Hall Meeting was the Caravan of the Department of Justice
00:29where the front-line services were provided by the attached agencies under the DOJ,
00:34such as NBI Clearance,
00:36the issuance of land titles from the Land Registration Authority,
00:41and the provision of free legal services from the DOJ Action Center and Public Attorney's Office.
00:46Their accomplishments and some of the problems faced by the justice system of the country were also given.
00:53And how this is being given a solution.
00:55The families of the accused should know how difficult it is to wait for a trial in court.
01:03Under Department Circular No. 20,
01:06the amount of evidence was increased before a person can file a case in court.
01:10Before a person can file a case in court,
01:13this is no longer a probable cause if it is not the so-called prima facie evidence
01:20with reasonable certainty of conviction.
01:23There should be sufficient evidence that if it is filed in court,
01:28it will be presented in a guilty verdict able to prove the guilt of an individual beyond reasonable doubt.
01:38So, it is no longer a probable case that can be filed in court,
01:42but a case that has sufficient evidence.
01:46Following the congestion of prisoners in the country,
01:49because the congestion rate in the prisons of the Bureau of Corrections reached up to 305%
01:54since President Ferdinand R. Marcos Jr. was seated in office.
01:58At the end of May, the DOJ reduced the congestion rate to 239%
02:04in the prisons where almost 12,000 persons deprived of liberty were released.
02:09Human rights is for every living soul, every citizen.
02:14Whether you have power or not.
02:17According to Justice Assistant Secretary Mico Clavano,
02:20there is a so-called biggest legacy of the reforms being implemented by the government.
02:25The department has left a legacy for the country.
02:30And this is what we see as the new Philippines for the Department of Justice.
