00:00Could there be a Civil Service Eligibility for some elected officials of the local government?
00:06How many years of service do they need to serve to get it?
00:11That is what we will share now in our CSC In Action.
00:14Here it is.
00:22Good morning, Philippines.
00:23We are now given the opportunity to answer your questions
00:27about the programs and policies of the Civil Service Commission.
00:31I am Chairperson Carlo Nograles for CSC In Action.
00:37The Civil Service Commission is now implementing the rules and regulations
00:43of the Sanggunian Member Eligibility
00:45where the Vice Mayor, Vice Governor, and Sanggunian Members are given Civil Service Eligibility.
00:53It became effective on February 26, 2020,
00:58the so-called IRR, in accordance with CSC Resolution No. 23-00882.
01:05According to the police, the Vice Mayor, Vice Governor, and Sanggunian Members
01:11who have completed the term can obtain Civil Service Eligibility
01:16to have the opportunity to serve again in the government as an employee if they wish.
01:25To obtain Sanggunian First Level Eligibility,
01:28a Sanggunian Member must have served for 6 years
01:34and completed 72 units leading to a bachelor's degree.
01:41This eligibility is equivalent to the Career Service Sub-Professional Eligibility
01:47wherein it can be used for admission or promotion
01:51to First Level Career Service positions in the government.
01:55The Sanggunian Member Second Level Eligibility
01:59is given to a Sanggunian Member who has served for a total of 6 years
02:05and has a bachelor's degree.
02:08This eligibility is equivalent to the Career Service Professional Eligibility
02:13wherein it can be used for admission or promotion
02:17to First and Second Level Career Service positions in the government.
02:22According to the IRR,
02:25the years of service that has been included in the computation for the inclusion
02:30of the Sanggunian Member First Level Eligibility
02:33can still be included in the computation for the application for Second Level Eligibility.
02:39There is no prescriptive period for the filing of applications for this Special Eligibility.
02:46The years of service of a Sanggunian Member in any Sanggunian
02:51and in one or more Sanggunian in other provinces, cities, or towns
02:56can be combined to complete the required number of years of service.
03:04According to the amended IRR,
03:07all applications that were previously denied
03:10can be refiled by an interested applicant
03:14in accordance with the amendments of the IRR
03:17after the requirements are complied and resubmitted.
03:23This is good news for the Sanggunian Members
03:26who wish to obtain a Special Eligibility.
03:30That is why we encourage all qualified Sanggunian Members
03:35to apply for this grant.
