00:38business. Since day one of my
00:42administration I've worked with
00:45the General Assembly business
00:47leaders big and small workers
00:49and economic growth experts to
00:52create a plan to bring jobs and
00:55business opportunity to the
00:56people of this state. Today we
00:59have a number of members of the
01:02General Assembly. I want to
01:04first take a moment to thank
01:06some of the many people here
01:08who were champions of this
01:10legislation as well as those
01:12who are going to help us
01:14realize our goals going forward.
01:17First and foremost a steadfast
01:19advocate for working families
01:21are great lieutenant governor
01:23Juliana Stratton. Our partners
01:25in the General Assembly-
01:28and I want to thank especially
01:30also the leaders of both
01:32chambers. President Don Harmon
01:34and speaker of the house Chris
01:36Welch. I and then- senator Mark
01:40Walker who's been a real ally
01:43in so many of our focus areas
01:45around small businesses. And
01:48leader Maddie Hunter- who
01:51always is at my side whenever
01:53we're trying to get big things
01:55done. For the people of the
01:57state of Illinois- and I'm
01:59always happy to stand next to
02:01all of these folks to celebrate
02:03advancements- that will make a
02:06difference for the people of
02:08our great state. We also have
02:10with us many leaders
02:11representing organizations and
02:13businesses workers and
02:15industries- including a mayor-
02:18that have helped advocate for
02:21this very important legislation.

03:08very very hard work and
03:10willingness to help Illinois
03:11innovate. And to drive growth
03:13and prosperity that all
03:15Illinoisans can share in. It is
03:17you and the folks that you
03:19represent. That help make this
03:22state such an extraordinary
03:24place to live and work. Lastly
03:26I want to express my gratitude
03:28to deputy governor Andy Menard
03:30first assistant deputy governor
03:32Claire Lindberg D. C. O.
03:34director Kristen Richards and
03:37her terrific team at the
03:40department. All of them have
03:42been tirelessly committed to
03:44our state's economic progress
03:46over the last number of years.
03:48This omnibus package that I'll
03:50sign will help Illinois
03:52businesses expand it'll help
03:54them create more well paying
03:56jobs it cuts the red tape to
03:58expedite job creation continues
04:00our successful attraction of
04:02high growth industries and
04:04incentivizes new and existing
04:06businesses across downstate
04:08Illinois. As a former
04:10businessman and now as a
04:12governor promoting our state to
04:14businesses across the globe I
04:16can tell you that the
04:18economic policy trajectory that
04:20Illinois is pursuing is welcome
04:22news to those folks that I get
04:24to talk to outside of our state.
04:26They see that we are on
04:28sustainable long term growth
04:30path that is making Illinois
04:32more and more attractive. Over
04:34the last few years our state
04:36has seen record business
04:38formation nation leading
04:40expansions and incoming
04:42relocations job growth and
04:44corporate investment and
04:46our Illinois- focus on a
04:48business friendly environment
04:50has meant- good things for
04:52everyone across our state and
04:54it's because of our attractive
04:56tax incentives are modernized
04:58infrastructure are large and
05:00skilled workforce nation
05:02leading pre K. to twelve
05:04education and world class
05:06universities and research
05:08institutions that make this an
05:10attractive place to live work
05:12and thrive. Our state is
05:14growing in prominence and
05:16achieved greater status as a
05:18global economic powerhouse. We
05:20have a lot to brag about in the
05:22state and today is about more
05:24than just tax credits or
05:26incentive packages it's about
05:28the continued revitalization of
05:30our communities and of our
05:32economy. The investments that
05:34we make today in downstate
05:36Illinois. You know the
05:38investments that we make in
05:40the state of Illinois are
05:42going to continue to grow.
05:44Investments in downstate
05:46Illinois. In quantum computing
05:48in semiconductor development
05:50film and TV production electric
05:52vehicles and so much more will
05:54open up paths for businesses
05:56and workers for generations of
05:58Illinois families and in doing
06:00so anchor thriving communities
06:02from Cairo at the far southern
06:04tip. Of the state of Illinois
06:06to Chicago. So thank you all
06:08for- being great partners in
06:10the continued revitalization of
06:12our state. And with that I'm
06:14happy to turn this over to a
06:16leader for the Rockford area
06:18businesses that he represents
06:20for the people that he
06:22represents for the working
06:24people of our entire state.
06:26Senator Steve Stottleman. Well
06:33good afternoon I have to admit
06:35that the biggest challenge in
06:37passing this legislation was
06:39not. Not sure I adequately did
06:41that. But the bill positions
06:43Illinois. Very well to take
06:45advantage of this technological
06:47advancement and thanks to the
06:49governor and his staff for
06:51spearheading this important
06:53initiative. As you heard this
06:55package of bills expands the
06:57current incentive programs. And
06:59updates our business development
07:01tools to make sure Illinois
07:03remains competitive for jobs and
07:05new capital investment. And I
07:07want to take a moment to thank
07:09the governor and his staff for
07:11all the work that they've done
07:13over the last several years.
07:15These programs have meant to the
07:17state and to the Rockford area.
07:19The reimagining energy and
07:21vehicles are revved act has
07:23meant for my state and my Senate
07:25district. Early last year you
07:27may remember the automaker
07:29slant us idle the Belvedere
07:31assembly plant. By the end of
07:33last year slant us decided to
07:35make a deal with the state of
07:37Illinois. That's a nearly five
07:39billion dollar investment it was
07:41a team effort in making that
07:43happen and the rev program was
07:45an important component. And the
07:47reason why slant us agree to
07:49make that deal. And with this
07:51new legislation I'm looking
07:53forward to even more wins for
07:55the state of Illinois. I now
07:57happy to now introduce Mark
07:59Denzler with IMA. Good afternoon
08:01thank you senator I'm Mark
08:03Denzler. I want to start by
08:05thanking governor Pritzker
08:07lieutenant governor Stratton
08:09director Richards and everybody
08:11up here all the stakeholders and
08:13legislators. For first changing
08:15the perception in the direction
08:17of Illinois is the governor said
08:19we are laser focused on creating
08:21good high paying jobs in the
08:23state in Illinois is making a
08:25difference we are moving forward
08:27we're doing it by working
08:29collaboratively on policies
08:31that are important to the
08:33Illinois economy and to the
08:35job sector. Employing six
08:37hundred fifty thousand workers
08:39in contributing the single
08:41largest share of our economy is
08:43the governor said in the last
08:45several years he signed rev edge
08:47in the micro act prioritized
08:49game changing quantum focused on
08:51data centers created a closing
08:53fund and has invested mightily
08:55in workforce and workforce is so
08:57critically important for
08:59Illinois. Governor Pritzker
09:01recognized first hand his
09:03commitment to Illinois and
09:05growing our economy in our jobs
09:07the business development package
09:09signed today will build on that
09:11legacy by strengthening rev in
09:13micro which keeps Illinois at
09:15the forefront of EV development
09:17and supply chains while
09:19strengthening incentives for
09:21semiconductors and microchip
09:23manufacturing but we're
09:25especially thrilled that the
09:27governor and governor Pritzker
09:29and many others R. and D. is a
09:31lifeblood of manufacturers who
09:33are creating new products in
09:35improving existing ones this
09:37further proves that Illinois is
09:39open for business we're
09:41committed to advancing research
09:43and creating solutions for some
09:45of the most pressing challenges
09:47today is a win for Illinois in
09:49our economy it's my pleasure to
09:51welcome Michael Casa from the
09:53I. E. D. A. thank you. Thank
09:55you. I'm Michael Casa I'm the
09:57economic development director
09:59for the village of sugar grove
10:01and immediate an immediate past
10:03chair of the Illinois economic
10:05development association.
10:07Governor Pritzker thank you for
10:09giving the Illinois economic
10:11development association the
10:13opportunity to participate on
10:15this important day. The I. E.
10:17D. A. is the association for
10:19economic developers in Illinois
10:21more than one hundred and fifty
10:23million dollars a year. The
10:25I. E. D. A. is committed to
10:27supporting Illinois economic
10:29development projects and make
10:31Illinois and even more business
10:33friendly state. This bill speaks
10:35to the needs of our business and
10:37economic development members
10:39including reducing administrative
10:41hurdles and expanding incentive
10:43programs. The I. E. D. A. is
10:45proud to be a strong partner of
10:47D. C. E. O. it was an honor to
10:49have deputy governor Menard and
10:51vice president for regional
10:53economic development Ali Grady
10:55on our board of directors. Thank

11:14good morning- I tend to have
11:17from Illinois AFL-CIO and
11:19the governor has created a
11:21trifecta in the state of
11:23Illinois government business
11:25labor all working together that
11:28is so important and so many
11:31places that that is not there
11:34in neighboring states Illinois
11:37we work together very very
11:39strongly. To create good
11:42middle class jobs with adequate
11:44health care and secure
11:46retirement benefits this bill
11:49is going to make Illinois a
11:51great place to do business all
11:53those components it helps us
11:55train new young workers to
11:57create a even more diverse
11:59workforce and our friends and I
12:01ought to see our Illinois is
12:03going to just bloom with jobs
12:05so we appreciate it mark thank
12:07you for working with us governor

12:11for. Bring us together to make
12:13a difference. I'm sorry I'll

12:34Sangeetha Rayapati mayor of
12:36Moline Illinois and it's a
12:38pleasure to be here today to
12:40celebrate the work done by our
12:42partners in the city of
12:44Illinois and the surrounding
12:46communities of the Illinois
12:48quad cities we are absolutely
12:50thrilled to be added to the
12:52river's edge redevelopment zone
12:54as a result of consistent
12:56conversations among leaders at
12:58both the local and state levels.
13:00I remember when I convened our
13:02city administrators mayors and
13:04senator Halpin and
13:06representative Johnson about a
13:08year ago to discuss how we
13:10can make a difference in
13:12economic development and
13:14business creation in the
13:16Illinois quad cities this tool
13:18the river's edge redevelopment
13:20zone was mentioned as something
13:22to pursue that could really make
13:24a difference for us and contrary
13:26to popular belief that it takes
13:28forever for our government to
13:30accomplish anything we got get
13:32to celebrate that our inclusion
13:34in the zone less than a year
13:36later. Governor Pritzker I
13:38can't thank you enough for
13:40making this happen for border
13:42communities like mine as the
13:44governor of Iowa continues to
13:46make overt plays for our
13:48businesses and a seemingly
13:50endless stream of development
13:52happens in the corn fields
13:54across the Mississippi River
13:56from us we need this tool and
13:58we promise to put it to good
14:00use bringing businesses
14:02creating good-paying jobs and
14:04helping our community reach its
14:06It's my pleasure to introduce
14:08Kate Timmerman as our next
14:10speaker.
14:12Hello my name is Kate Timmerman
14:16I'm CEO of the Chicago
14:18Quantum Exchange. This is a
14:20really important moment. Today
14:22the state of Illinois has taken
14:24bold steps to strengthen the
14:26region's quantum technology
14:28ecosystem which is already a
14:30central driver here in the US.
14:32This leadership stems from deep
14:34collaboration across our leading
14:36universities including University
14:38of Chicago, University of
14:40Illinois Urbana-Champaign,
14:42Northwestern University, as well
14:44as the Department of Energy
14:46National Labs, Argonne and
14:48Fermilab, and quantum companies
14:50growing here in the region such
14:52as AeroQ, Qbraid, Inflection
14:54and many others. Together these
14:56institutions already lead 40%
14:58of the National Quantum Initiative
15:00Act's research centers, is home
15:02to an EDA designated block
15:04quantum tech hub and an
15:06NSF regional innovation engines
15:08development award. This
15:10foundation is ripe for investment
15:12and continued growth.
15:14We are home to top facilities and
15:16experts, have a vibrant
15:18quantum startup culture
15:20and the duality quantum
15:22startup accelerator, and is
15:24home to one of the country's
15:26largest quantum ready
15:28talent pools. We have a diverse
15:30engaged industry base including
15:32the breadth of sectors that are
15:34poised for quantum technology
15:36adoption. This legislation will
15:38help grow partnerships
15:40and startups as well as
15:42attract new cutting edge companies
15:44to and startups
15:46to the nation's leading
15:48quantum campus here in
15:50the state of Illinois, enabling
15:52them to scale at a commercial level
15:54to create jobs and
15:56to drive inclusive economic growth.
15:58No other region is better
16:00positioned to lead the world in
16:02quantum innovation and this is
16:04due in large part to Governor
16:06Pritzker and the state of Illinois
16:08and the unwavering commitment
16:10to grow this critical industry.
16:12The CQE is grateful to
16:14the state of Illinois for making this possible

16:48In the interest of time I will echo
16:50the Governor's thanks to everyone
16:52who has worked tirelessly
16:54to ensure Illinois is
16:56and remains open for business.
16:58Today I am aware
17:00of how much there is to celebrate
17:02in Illinois' future
17:04because this administration promised
17:06to uplift working families
17:08and we are witnessing transformative
17:10change at every level.
17:12This brighter future
17:14is one of thriving opportunity
17:16we are investing in
17:18workforce development, expanding
17:20resources and illuminating
17:22new pathways towards success.
17:24Economic development
17:26package might sound a bit
17:28vague but really
17:30it encompasses the breadth of
17:32possibility in our state.
17:34With his signature Governor
17:36Pritzker is recognizing the value
17:38of a diverse adaptable
17:40economy full of options
17:42for workers at every stage of their
17:44careers. Young people
17:46will see an array of careers
17:48to explore while established
17:50professionals will see
17:52commitment to their continued success.
17:54We're enhancing
17:56Illinois' landscape in a way that will
17:58attract new businesses
18:00and maintain our lead
18:02in talent recruitment.
18:04To echo the Governor's words
18:06Illinois has grown in prominence
18:08and achieved greater status
18:10as a global economic
18:12powerhouse. I will also
18:14add that our power
18:16is increasing in part due
18:18to an intentional focus on
18:20equity and inclusivity in the
18:22workplace because we understand
18:24that our diversity is our
18:26strength and diversity
18:28is good for the bottom line.
18:30We're actively demonstrating how
18:32state economies become success
18:34stories because our story
18:36is rooted in our people.
18:38By recognizing the inherent value
18:40of our workers and empowering
18:42their sense of belonging in
18:44the workplace.
18:46As we advance
18:48Illinois' trajectory
18:50we are bolstering the resilience
18:52of our economy and that's good
18:54for business and it's great
18:56for Illinois families.
18:58We're proving that with change
19:00comes opportunity and that
19:02is the future that I want
19:04my daughters and the children of
19:06Illinois to inherit.

21:02the announcement of the
21:04creation of a quantum campus
21:06has meant
21:08a lot of significant
21:10interest from large companies
21:12and from new well funded
21:14start up companies
21:16as well as from governments
21:18and industries that want to be plugged in
21:20to the efforts here at
21:22a quantum campus
21:24so you'll see some announcements
21:26that will come out over the next month
21:28or two about
21:30some of those partnerships
21:32then you'll see
21:34the choice of a location for that
21:36campus and then
21:38of course after that there will be
21:40a building of that campus
21:42and talk about what's going to
21:44be on the campus itself
21:46I think that's maybe the
21:48order in which
21:50things will happen but it's very exciting
21:52I have to say
21:54I was talking to somebody who is
21:56very high up in the
21:58quantum industry I guess you could say
22:00who said to me that
22:02we're alone
22:04in our leadership as a state
22:06and putting this quantum campus
22:08together they haven't
22:10seen any other state that's this
22:12forward on the
22:14industry and it
22:16portends well as we look at
22:18what the opportunities are for billions
22:20of dollars and I
22:22hasten to say
22:24tens of billions of dollars of
22:26interest in the state of Illinois
22:30Yes sir
22:32So with your
22:34general approach to economic development
22:36it seems like you focus
22:38on specific industries
22:40a lot of that goes into vehicles,
22:42semiconductors, quantum, why
22:44these industries and not
22:46any other?
22:48Well I think if you harken back to our
22:502019 economic development
22:52plan for the state and then
22:54we'll be issuing another one this year
22:56which they're five year plans
22:58you'll see that we have
23:00actually a broader focus
23:02on growth industries
23:04say for example life sciences
23:06is another area where
23:08we have a right to win, we have lots
23:10of healthcare
23:12institutions
23:14major universities that are
23:16developing new drugs or
23:18new solutions
23:20for healthcare related problems
23:22and that's just
23:24another ag tech and
23:26our agriculture industry
23:28we have a right to win in a lot of ways
23:30I will mention that specifically
23:32we sit on the border
23:34of and we have access to
23:3620% of the world's fresh water
23:38that's unusual
23:40go talk to people who live in California
23:42and in Colorado
23:44about what's happened to
23:46fresh water for them
23:48so think about what that means
23:50as an advantage for decades and decades
23:52to come so I mention those
23:55to give you some baseline
23:57thinking about
23:59we're not just focused on incentives
24:01that are in this bill
24:03related to quantum for example
24:05but more broadly about
24:07how do we turn the crank
24:09so to speak
24:11if you think about an old car
24:13from 100 years ago
24:15to get the motor going
24:17on
24:19industries that we have a right
24:21to win at that we have the opportunity
24:23to really develop in our state
24:25EVs being another one
24:27how do we do that
24:29and at the same time enhance the
24:31industries that we already have in the state
24:33that we're so good at
24:35remember one very important thing about Illinois
24:37is we have a diverse
24:39economy in the state
24:41this is a terrific thing
24:43because when we go through difficult economic
24:45times as a nation or
24:47across the world
24:49Illinois tends not to get
24:51drawn down
24:53as much as some other places that have
24:55one or two industries that they rely
24:57upon so I'm proud
24:59of that diversity we're trying to lift up
25:01all the industries the companies
25:03that are in the state of Illinois and I reach out
25:05and talk to CEOs of
25:07all size companies across the state
25:09to find out what do you need
25:11what's going to help you grow and at the same
25:13time talking to new industries
25:15and new companies that want to think
25:17about coming to Illinois and figuring
25:19out what is it that will make us the most
25:21attractive state for you to come to
25:23sure and then if I can follow up
25:25on quantum specifically
25:27two pieces
25:29one what are some of the companies
25:31that you're in talks with that we might be hearing
25:33announcements from in the coming weeks
25:35and two
25:37you want to get the news before everybody else
25:41and two
25:43this is an industry that not many people really
25:45understand and we're talking about
25:47beyond just here hundreds of millions
25:49of dollars of investment so
25:51why
25:53put all that money there or what
25:55are the people of Illinois going to get
25:57appreciate your asking that question
25:59and I will remind you that you know
26:01Illinois is where the first
26:03browser was developed
26:05nobody really remembers that
26:07PayPal
26:09came out of Illinois
26:11YouTube came out of Illinois
26:13we had the first big supercomputer
26:15we had the first
26:17technology company
26:19the University of Illinois
26:21we were poised
26:23in the early 90s
26:25and late 80s
26:27to be the leading
26:29state for
26:31development of the Internet and most people
26:33had no idea what the Internet was in
26:351990 let's say
26:37so think about that
26:39analogy to where we are today and
26:41by the way nobody at the state had
26:43no idea what the Internet was
26:45so we had no idea
26:47there was no strategy
26:49and it got up and left
26:51we
26:53today and I you know as somebody who
26:55has been in the technology industry
26:57we were on the cutting edge
26:59we still are but we were on the cutting edge
27:01when I came into office
27:03University of Illinois University of
27:05Chicago
27:07Northwestern and other institutions
27:09our national laboratories
27:11we had no idea that
27:13this is the direction of things
27:15and we're in an international competition
27:17I might add from an economic
27:19security perspective and an international
27:21security perspective
27:23a national security perspective
27:25so I mentioned that
27:27because we
27:29in my first year in office
27:31even when people hadn't heard much about
27:33quantum we put in our budget
27:35or in the infrastructure bill rather
27:37200 million dollars
27:39to
27:41dedicated to
27:43developing the quantum industry
27:45and the Chicago quantum exchange
27:47and other investments that help us
27:49build the ecosystem that was
27:512019 those institutions
27:53have thrived over the last number of years
27:55and we are recognized around the
27:57world now in something that
27:59still maybe people don't totally understand
28:01but at least people know the word quantum
28:03they know there's something big happening
28:05and Illinois and Chicago
28:07researchers scientists
28:09and companies around the world they know
28:11that Chicago is the place to be
28:13and now that we're creating this
28:15campus it's
28:17accelerated even more
28:19people's interest in Illinois
28:21so I don't want to miss the opportunity
28:23like this state did
28:25back in the early 90s for us to
28:27be on the front end of something
28:29that could turn into
28:31I hate these words but the Silicon Valley
28:33of quantum imagine
28:35if you know what happened in Silicon
28:37Valley those low those
28:39years ago already they were
28:41successful at Silicon but it's
28:43where the internet came from
28:45so I'm not going to tell you which companies were
28:47in discussions with but you can
28:49frankly if you just if anybody
28:51googled quantum and
28:53you know leading companies in quantum
28:55you could imagine that we're talking to
28:57many of those
29:01thank you
29:03and go watch dark matter
29:05by the way which has quantum
29:07at it's base and was filmed
29:09in the city of Chicago
