00:06Pursuant to the House Resolution 1316, the gentlewoman from Georgia, Ms. Green, and the
00:11member opposed, each will control five minutes.
00:14The Chair recognizes the gentlewoman from Georgia.
00:17Thank you, Mr. Speaker.
00:18My amendment reduces the salary of Samantha Power, the Administrator of the United States
00:23Agency for International Development, to $1.
00:28Samantha Power is a globalist left-wing activist who uses government positions to force the
00:34regime's views on the American people and the rest of the world.
00:39When Samantha Power took office in 2021, she set three priorities for the USAID in her
00:46new vision for global development.
00:49One, broadening the coalition by increasing the number of diversity of voices at USAID.
00:56Two, focusing assistance more on the voices and needs of the most marginalized.
01:02And three, making aid more responsive by better incorporating the perspectives of those on
01:09the ground.
01:10Under Samantha Power, USAID has focused on food security in response to the Ukraine war,
01:17climate change, democracy, and governance.
01:21Also under Samantha Power, USAID has installed diversity, equity, and inclusion advisors
01:28in all bureaus, offices, and overseas missions, and created an agency-wide dashboard and DEI
01:36scorecards to track staff compliance with the administration's DEI directives.
01:43These blatantly political scorecards demand ideological conformity and should have no
01:48place in the government workplace or elsewhere.
01:52Furthermore, Samantha Power has repeatedly met with influential left-wing foundations
01:57while serving in the role.
02:00According to nearly 700 pages of internal calendar entries obtained by Fox News, Power
02:07met with George Soros' Open Society Foundation multiple times.
02:12Of course she did.
02:14She also met with Bill and Melinda Gates' foundation at least five times.
02:18She also held meetings with several other powerful groups like the Ford and Rockefeller
02:22foundations.
02:24Power's intimate association with these entities exemplifies how the Biden administration,
02:29its officials, and agencies keep close contact with left-wing outside groups who help execute
02:36extreme policy initiatives.
02:39When Samantha Power served as Obama's ambassador to the United Nations, she made hundreds of
02:45requests to intelligence agencies to unmask names associated with the 2016 Trump campaign
02:53in order to support the Russia hoax narrative.
02:58For her activism, the Biden administration granted Samantha Power a permanent seat on
03:02the National Security Council, a more prominent role than the USAID administrator she has
03:09had under previous administrations.
03:12A person who abuses her position in government to meddle in democratic elections should be
03:18nowhere near public office.
03:20Instead of fulfilling her role as an administrator, Samantha Power is focused on imposing a left-wing
03:26agenda throughout the entire U.S. government and its proxies around the world.
03:32My amendment will ensure that she is held accountable and that the American people no
03:37longer have to fund her salary.

03:53I rise in strong opposition to this amendment.
03:56This amendment seeks to punish administrative power likely due to differences of opinion
04:03with the amendment's sponsor.
04:05Given the administrator covers all worldwide issues, it's natural that differing opinions
04:12would arise.
04:14But we cannot decide to defund the salary of the leadership of a United States government
04:19agency simply because a member of Congress does not agree with all of the positions the
04:24administration takes on issues pertaining to foreign affairs.
04:31Administrative power is a patriot.
04:33She cares about inclusion.
04:36She wants diversity and equity and inclusion reflected as a policy in the State Department
04:43so that the State Department and so countries reflect the diversity not only of our own
04:48country but throughout the world.
04:51That means people like myself that would be part of this program.
04:58And so her distinguished career has been very distinguished, serving as our ambassador
05:05to the United Nations to being a Pulitzer Prize winning author.
05:12So I think we should thank Samantha Power for trying to make sure that our USAID is
05:21inclusive and that it reflects our democracy.
05:26If my colleagues want to debate the merits of our foreign policy, then let's do it.
05:30But it's beneath this body to really take on a public servant for just doing their job.
05:38I urge my colleagues to oppose this amendment and I reserve the balance of my time.
