00:23In the 5th Legislative Executive Development Advisory Council or LEDAC meeting yesterday in Malacanang,
00:29led by President Ferdinand R. Marcos, Jr.,
00:33the priorities of the bill were laid out
00:37by the Senate and House of Representatives
00:39that will be passed before the session ends.
00:42This includes reforming the Philippine Capital Markets,
00:46Archipelagic Sea Lanes Act,
00:48Amendments to the Right-of-Way Act,
00:50Excise Tax on Single-Use Plastics,
00:53and Rationalization of the Mining Fiscal Regime.
00:56There are also Amendments to the Electric Power Industry Reform Act or IPERA,
01:00Department of Water Resources,
01:02Create More Act,
01:04Amendments to the Foreign Investors Long-Term Lease Act,
01:07and Amendments to the Rice Tarification Law.
01:10For the second list of priorities,
01:12there is the Blue Economy Act,
01:14Enterprise-Based Education and Training Framework Act,
01:17Amendments to the Universal Healthcare Act,
01:20Open Access in Data Transmission Act,
01:23Waste-to-Energy Bill,
01:25Mandatory Reserve Officers Training Corps or ROTC,
01:28and Unified System of Separation, Retirement,
01:32and Pension of Military and Uniformed Personnel.
01:34There are also the E-Government Act or E-Governance Act,
01:38Amendments to the Agrarian Reform Law,
01:40and the Philippine Immigration Act.
01:42Other bills that are in the advanced stages of deliberation
01:46are the Anti-Agricultural Economic Sabotage Act,
01:49Amendments to the Government Procurement Reform Act,
01:53Anti-Financial Accounts Scamming Act,
01:55Self-Reliant Defense Posture Revitalization Act,
01:59and Philippine Maritime Zones Act.
02:02There are also the Academic Recovery and Accessible Learning
02:05or Aral Program Act,
02:07and VAT on Digital Services,
02:09and New Government Auditing Code.
02:11As of now, 17 bills have been passed to become law
02:15from the 59 LEDAC Common Legislative Agenda Bills
02:18that will be passed in the 19th Congress.
02:21Senate President Francis Escudero is positive
02:24that the passing of the so-called bills
02:26will help in supporting the socio-economic transformation
02:29of the Administration of President Marcos.
02:32House Speaker Martin Romualdez also gave
02:35the importance of these legislative measures
02:37to the development of the country,
02:39which was decided by President Marcos.
