00:04 at the Defense Summit in Singapore where he gave a keynote address.
00:08 President Marcos also asked what is the chance of the Philippines
00:12 using the Mutual Defense Treaty between the Philippines and the United States.

00:24 In his keynote address in Shangri-La Dialogue, President Bongbong Marcos
00:30 said that he will not give up any part of the EEZ.
00:34 In the midst of the tense situation, the Philippines will not back down.
00:40 In his keynote address in the 21st IISS Shangri-La Dialogue,
00:48 the President emphasized the sovereignty and rights of the Philippines
00:53 is based on international law and not just on imagination.
00:56 So the lines that we draw on our waters are not derived from just our imagination
01:01 but from international law.
01:03 First, based on UNCLOS, the Philippine Death Penalty,
01:06 which was strengthened by the 2016 Arbitral Award.
01:09 We have on our side the 1982 UNCLOS and the binding 2016 Arbitral Award
01:15 which affirms what is ours by legal right.
01:18 Because of this, the moral ascendancy of the Philippines is clear and legal
01:23 and this is where the strength of the Philippines is being drawn
01:26 to defend the country until the last square millimeter.
01:30 In this solid footing and through our clear moral ascendancy,
01:33 we find the strength to do whatever it takes to protect our sovereign home
01:37 to the last square inch, to the last square millimeter.
01:42 It is said that the water of the West Philippine Sea flows in the blood of every Filipino
01:47 and the Philippines will never allow it to be separated from the maritime domain of the country.
01:53 The life-giving waters of the West Philippine Sea flow in the blood of every Filipino.
01:59 We cannot allow anyone to detach it from the totality of the maritime domain
02:04 that renders our nation whole.
02:07 As the President, Marcos has promised to defend the country.
02:16 He has no intention of backing down on this commitment.
02:19 The Filipinos, however, do not back down.
02:22 As President, I have sworn to this solemn commitment from the very first day that I took office.
02:28 I do not intend to yield.
02:30 Filipinos do not yield.
02:32 In his statement, President Marcos also called on China and America
02:37 to take an important role in the region.
02:39 China's determining influence over the security situation
02:42 and the economic evolution of this region is a permanent fact.
02:47 At the same time, the stabilizing presence of the United States is crucial to regional peace.
02:53 It's never a choice.
02:55 Both countries are important.
02:57 The continued stability of this region requires China and the United States
03:01 to manage that rivalry in a responsible manner.
03:04 President Marcos was also asked if it is possible to say "crossing the red line"
03:08 if a Filipino is killed in the water cannon attacks of the China Coast Guard
03:13 and what steps can be taken to use the Mutual Defense Treaty in America.
03:18 If there was an incident that ended up killing a Filipino serviceman,
03:25 be they a Coast Guard or in the military or part of the Navy,
03:33 that would certainly increase the level of response.
03:44 If by a willful act, a Filipino, not only a serviceman, but even a Filipino citizen,
03:56 if a Filipino citizen is killed by a willful act, that is, I think,
04:03 very, very close to what we define as an act of war.
04:08 Tonight, President Marcos of the Philippines was asked to return to the Philippines.
04:18 Meanwhile, other government officials will be left to attend additional sessions
04:23 here in the Shangri-La Dialogue where discussions will be held
04:27 on national and regional security and disaster response.
