00:05 to complete the Code of Conduct in the South China Sea
00:08 through the issues and territories in the West Philippine Sea.

00:16 Dear friends, in the 43rd ASEAN Summit,
00:24 we have mentioned several times the issue of the South China Sea or the West Philippine Sea.
00:29 And several times, we have asked for the support of the Philippines.
00:33 But the question remains,
00:35 is this enough to change the situation and ease the tensions in the West Philippine Sea?
00:41 The South China Sea is in the heart of Southeast Asia.
00:48 The ASEAN Summit is still on the agenda in Indonesia.
00:51 That's where President Bambang Marcos called upon the leaders,
00:55 not to make any move that will cause tensions in the West Philippine Sea.
00:59 The international law should be obeyed,
01:01 and not to allow other peace in the region because of their desire to rule.
01:06 The challenge for us remains that we must never allow the international peaceful order
01:13 to be subjected to the forces of might applied for a hegemonic ambition.
01:18 The President did not mention anything,
01:20 but in the ASEAN-China Summit,
01:22 Chinese Premier Li Qiang said that they are obeying the law
01:26 and are not allowing talks to be held.
01:28 We seek common ground while setting aside differences,
01:32 properly handle disagreements through dialogue and consultation.
01:35 The statements are made through a series of harassment of China
01:38 within the Exclusive Economic Zone of the Philippines
01:41 and China's release of a map of the 10-dash line
01:44 that reaches almost the entire South China Sea.
01:46 Ray Powell is a maritime security expert who holds satellite images.
01:51 Until this morning, there were 15 Chinese maritime militia vessels
01:55 and one China coast guard vessel in Ayungin Shoal,
01:58 where the BRP Sierra Madre, which is being carried by the government's ship for months,
02:03 was docked.
02:04 China first said that the former leader of the Philippines
02:07 was promising to remove the ship from the sea,
02:09 which was owned by former President Joseph Estrada and Gloria Arroyo.
02:12 And now, former President Rodrigo Duterte said that he did not promise that.
02:17 He also said that he will follow the 10-dash line map of China.
02:20 The Sierra Madre, the Philippines said, is ours, that area.

02:34 Five Chinese maritime militia vessels were also spotted in Sabinao Escoda Shoal,
02:39 which is only 78 to 80 nautical miles from Palawan,
02:43 closer to the country than Ayungin and Panatago Scarborough Shoal in Zambales.
02:47 I think mostly what they're doing there is they are establishing their presence.
02:51 And Sabina Shoal is really the closest that we see them get to that Palawan coast.
02:57 The unannounced action of China in the West Philippine Sea
03:00 was also asked by President Marcos.
03:03 We cannot emphasize enough that actions, not words,
03:07 should be the ultimate measure of our commitment to securing peace and stability in the South China Sea.
03:14 Anything else simply does not suffice.
03:18 The Code of Conduct in the South China Sea is still in effect,
03:20 which is a way to fix the situation.
03:23 The early conclusion of an effective and substantive COC
03:28 that is in accordance with international law,
03:31 including the 1982 Hong Kong Clause,
03:34 remains the goal for ASEAN and for China.
03:38 It was supported by South Korea and Japan, the dialogue partners of ASEAN.
03:43 China's response to this is not to be partners.
03:46 To keep differences under control,
03:48 what is essential now is to oppose peaking sites,
03:52 oppose bloc confrontation,
03:55 and oppose a new Cold War.
03:58 And to ensure that disagreements and disputes among countries are properly handled.

04:08 to maintain peace and stability in the region,

04:21 including UNCLOS or United Nations Convention on the Law of the Sea.
04:25 At the bilateral meeting of President Marcos and Canadian Prime Minister Justin Trudeau,
04:30 the growing Filipino community in Canada was recognized.
04:33 Trudeau also invited the President to visit Canada.
04:36 The Filipino community in Pulo was also welcomed.
04:40 The red flag is high because it is a sign that the country is in a war.
04:44 According to the DFA, this is an honest mistake,
04:47 but not by our protocol officers.
04:50 Earlier this afternoon, President Marcos and US Vice President Kamala Harris talked,
05:00 although we don't have details about this until now,
05:03 what they talked about and we are still waiting for it from Malacanang.
05:07 Meanwhile, two bilateral meetings were held yesterday morning
05:12 between President Marcos and the leader of South Korea,
05:16 and also the leader of Cambodia.
