Diplomacy with China dead, says lawmaker
House of Representatives' Deputy Majority Leader for Communications Erwin Tulfo speaks to the media on May 28, 2024 over China's plan to enforce a fishing ban along the Philippines' exclusive economic zone, Charter change and the Bagong Pilipinas Serbisyo fair. Tulfo said any form of diplomacy with China was no longer feasible. Tulfo clarified that the Bagong Pilipinas Serbisyo Fair in Mindanao was not connected to the falling survey numbers of President Ferdinand Marcos Jr. in Mindanao and reiterated that it was the aim of the government to put services within reach of more Filipinos.

00:00 I talked to the Philippine Navy earlier and they were saying that since 2021 they have a fishing ban but they are not strictly implementing it.
00:15 So my next question to the Philippine Navy earlier, they have a moratorium on June 15, they will catch the fishermen who enter the waters. The Philippine Navy said that they will keep an eye on them and they will accompany our fishermen.
00:30 I don't know, it remains to be seen because it is a large area and our Navy has only a few ships. But definitely, even the DFA is telling me that we will not follow that Congressman Tulfo because these are our waters, WPS, they cannot enter here. We will let our fishermen.
00:48 I also talked to Justice Carpio of the Supreme Court earlier. He said that these matters can be elevated to the United Nations because it is a bit too much.
01:00 But the tables are still open for the Philippines to elevate this to the UN. But diplomatically speaking, is there no hope for diplomatic talks? Is our door closed in China?
01:19 I will leave that to our diplomats, I will leave that to the DFA and the executive branch. But if you ask me as a lawmaker, as a Filipino, and also the eyes of our fellow countrymen, enough with the diplomatic talks because nothing happened.
01:34 It's just falling on deaf ears. So what's the use? So the only option right now is maybe we will elevate it to the United Nations Council.
01:44 Q: In a recent interview, Senate President Chris Esmuelero said that the priority of the administration is not economic change. And in the Senate, it seems he has no...
02:08 Well, he hasn't talked yet. But before the Speaker left, I was advised that they will have a meeting, the President, the Senate President, and the Speaker of the House.
02:19 So that the Charter Change is one of the agendas. So I don't know where will they arrive. But it's one of the priorities. And then, of course, the coordination by Congress and the Senate under the bills, especially the priority bills of the President.
02:37 Q: So can there be a change of heart?
02:42 Depends. Maybe it's up to the President. If the President will say suddenly that this is important, we need this. Because if you look, there are a lot of promises of investments. Every time he goes abroad, he will make a lot of promises.
02:58 But the problem is, when he arrives here, there are a lot of requirements. With these economic provisions, you will have to reduce it to get foreign investments. Foreign direct investments are a waste because of our laws. We are having a hard time.
03:13 And there are a lot of pledges from the President. But when big companies arrive here, they are having a hard time because of our Constitution on investments.
03:23 Q: I want to get your expo on the Enigarcia Law that President Marcos signed. And as you have experience in television, how important is it to strengthen the protection of our workers in movie and television?
03:37 It's not just for the workers in movie and television, but also for the media. We have a lot of fellow countrymen. Let's not go far because our fellow countrymen, when they retire, they don't have retirement benefits, packages, social security, Medicare, etc.
03:51 So I agree to that. I totally agree. I will call on the Senate to pass the bill that we filed, media workers, pending in the Senate. I will call on the Chairman of the Committee to pass the bill because there are a lot of media in our country.
Before that, sa Mindoro. 82 provinces, according to the Speaker, tatargeting 82 provinces. Lahat siya bibigyan. I think pang-20-eth yata yung Mindanao.
05:06 Yung susunod after this I believe nasa Batanes yata or Apare yata. So dito sa Luzon. Parang pagano'ng gano'n. Pero 82 provinces na dadaanan ng survey.
05:22 Pero hindi po ba in no way massaging the president's saging ratings? Kasi yun ang bakiramdam po ng mga ibang nag-aano.
05:31 Hindi naman natatakbo ang Pangulo. So by 2028 bababa at bababa ng Pangulo. So bakit pa niya kailangan ayusin ang rating ng mga kampanya siya?
05:41 We can see the president is doing his best trying to keep the promises he was saying na sabay-sabay nababangon. Ito ang isang promise niya na sabay-sabay nababangon, yung servisyo ng gobyerno dadalhin sa tao.
05:57 Alright thank you very much.
