00:00 In the midst of the ongoing strife in the supply of electricity in the country,
00:04 the Camera emphasized the addition of power plants and the increase of fines for the polluting plants
00:12 through the amendment of the Epirah Law.
00:16 And Jonathan Anda is on the line.
00:17 In the midst of the ongoing strife in the country,
00:25 the Department of Energy said earlier in a hearing of the Energy Committee in the Camera
00:29 that this is because of the shut-down of power plants due to the high demand.
00:36 That's why new plants are needed.
00:39 Most of the plants we use today are coal plants that are too old and should be phased out.
00:45 It's been 30 years that we're forced to do this because there's no replacement.
00:50 The demand is increasing but our power plants are aging.
00:55 So new plants are needed, not just to increase but also to make it more efficient.
01:03 The problem is that the process of building a new plant that is 5 years old
01:08 and requires a permit from the Philippine Independent Power Producers Association, Inc.
01:15 But can't the government build its own plant?
01:20 We are not allowed to build power plants because of Epirah.
01:25 Because of that, some want to amend the Epirah Law
01:29 so that the government can build its own plant.
01:32 I truly believe that the government now should come in
01:36 and have a hand in building power plants.
01:39 Those plants will be very cheap
01:44 and it will be able to answer more or less the shortages if we have sudden shutdown of plants.
01:53 They also want to amend the Epirah Law
01:56 to increase the fine for the polluting plants that are browning out.
02:00 The penalty is too small.
02:03 Therefore, why should they be afraid?
02:05 Isn't that it?
02:07 So, I think that's the main problem.
02:12 According to the ERCO,
02:14 in 2021, they were fined 60 million pesos
02:18 for the polluting plants that were deposited in the National Treasury.
02:22 But some congressmen say that the fine should be refunded to the consumer.
02:29 Because they don't want to suffer the expensive fine.
02:32 Some congressmen believe that there is a cartel in the energy sector
02:36 especially when the shutdown of 50 plants in April
02:42 was almost simultaneous.
02:46 It's confusing.
02:47 I always ask,
02:49 "Is there really a cartel also in energy, in power, like in rice?"
02:54 My answer is yes.
02:56 The problem here is that we've pinpointed the problem.
03:00 The problem is on generation.
03:02 There is no pollution.
03:04 We can see that the generators are not polluted.
03:08 According to the DOE,
03:10 in 2024, new plants will be added that will add 1,100 megawatts.
03:16 Some of them are renewable energy or dependent on sunlight, water, and air.
03:20 El Niño, because it's too hot,
03:22 according to the DOE,
03:23 many of the hydropower plants are drained of water.
03:26 According to the DOE,
03:27 their plan in the energy mix is nuclear energy and natural hydrogen energy.
03:33 In a separate hearing,
03:35 the senators questioned the DOE and ERC officials
03:38 regarding the maintenance of power plants.
03:40 In the Senate Committee on Energy hearing,
03:42 the ERC Director Sharon Montaner said
03:45 that there is no regular maintenance of power plants.
03:47 In response, the ERC said
03:49 that they have already formed an ad hoc team to monitor the power plants.
03:52 Now, it's just for long power outages.
03:55 For GMA Integrated News,
03:57 Jonathan Andal,
