00:00 Thank you, Mr. Tiden. Members will now be recognized in order of seniority for

00:04 their five minutes of questioning and if time allows an additional round of

00:09 questioning may be called after all members have been recognized. Without

00:13 objection, the chair seeks permission for the gentleman from Mississippi, Mr.

00:19 Gesson, the gentleman from Florida, Mr. Jimenez, to also wave on to this

00:24 committee. Without objection, so ordered. I now recognize myself for five minutes of

00:29 questioning and again thank the witnesses for your statements. I'll start

00:35 with you, Mr. Grosev. Maybe give us an idea of how this could happen in in the

00:46 United States. Talk us through a scenario that you've investigated that technology

00:52 and location, things that we can kind of put it into context and understand in

00:57 layman's terms. In terms of technology, I'm not an expert in the technology

01:05 behind this but I've read enough and I'm sufficiently technically minded to

01:10 understand that there there's more than one way to achieve this same effect on

01:15 the human brain and one of the most disturbing denials that I've seen in

01:19 some of the publications leading up to our findings being published was an

01:25 attempt to create the impression that no technology would allow this impact on

01:29 the human brain. That is provably untrue. There have been experiments that prove

01:36 that both acoustic waves, directed waves in the ultrasound primarily, the

01:43 ultrasound band, but also electromagnetic directed energy, especially post

01:48 nanosecond energy beams in the millimeter band through something called

01:54 the Fray effect which converts electromagnetic energy into an acoustic

01:59 band wave that can be within or without or outside of the audible band, can have

02:06 the same effect on the human brain which can have long-term concussion-like

02:11 symptoms but in really traumatic degree of concussion. So that is a given and I

02:19 don't think today we have the expertise to talk about that but there's

02:22 sufficient evidence that that is possible. We also know that the Russian

02:27 intelligence apparatus has worked on that and something I would like to

02:31 mention as well is that after our publication, a former member of Russia's

02:35 intelligence community reached out to me and said well this is what we've been

02:38 working on since the 80s because we thought that the Americans were doing

02:42 that to us and and we wanted to develop a counter technology for the same thing

02:46 so of course we're doing that which is interesting because Russian intelligence

02:51 officers believe they're doing this and American intelligence officers saying

02:54 they're not doing this. Did this individual, this Russian agent remain

02:58 anonymous? Unfortunately for their own safety I'll have to leave them anonymous

03:03 but it's a person with in my view sufficient knowledge of exactly the

03:09 the intense, the red lines that this entity would would be exposed to. We know

03:17 that members of this unit have engaged with scientists who have worked on a

03:23 project called reversal of epilepsy symptoms through radio waves which for

03:30 anybody known how Russia intelligence formulates their findings for the public

03:34 facing domain should read them as the exact opposite, creating, reversing

03:41 reversing essentially the polarity might might leave with the exact opposite

03:44 effect creating the symptoms and so on and so forth. This interest is long

03:49 running for the jury, for Russia's military intelligence. One last thing I

03:54 will mention is that we found that the only other place other than among the

03:59 cohort of American and Canadian intelligence and and law enforcement

04:05 officers who have been affected by this that we've seen very very similar

04:08 symptoms was in a Russian school in 2017 and we found the evidence to to this

04:16 similarity in a hacked email box of military researcher from the St.

04:21 Petersburg Institute for Experimental Medicine working for the for the GRU.

04:25 This Institute showed uncanny interest in exactly what happened in that school

04:31 where 26 children complained of exactly the symptoms that we've received in this

04:38 investigation from American officers and diplomats and again it was this

04:43 Institute that followed up and did research and may have been behind those

04:47 incidents in Russia but we don't see them anywhere else other than around

04:51 Russian operatives. Mr. Zaid, is it your belief that these attacks have happened

04:57 inside the United States and if so can you give us some of the locations and

05:03 details that you can share with us? Yes, without a doubt they have happened here

05:08 in the United States. As I mentioned in my opening testimony we know of quite a

05:12 number and I would say perhaps the majority of them were in the Washington

05:16 DC, Northern Virginia area. There are also a number particularly of FBI

05:21 personnel down in Florida. I do know of some other locations of which I can tell

05:28 you more about in a more private situation not necessarily because of

05:33 classification but for privilege of the individual client not to reveal it but

05:39 there is no doubt there have been quite a number of cases here.

05:44 Particularly relating to the CIA. CIA and FBI most predominantly also State

05:51 Department. Thank you. My time has expired and I recognize the ranking
