00:09 As the mayor often says, New York City is not coming back, we are back.
00:12 Our administration is laser focused on protecting public safety, rebuilding our economy, and making our city more livable.
00:19 And the perfect example of how we're doing all three is through our executive budget,
00:23 that invests in the working class people who make this the greatest city in the world.
00:27 These efforts span our entire administration, which is why the mayor has once again convened senior leadership from across the city government to discuss the work that we are doing every day for New Yorkers.
00:36 Joining us today are Mayor Eric Adams, First Deputy Mayor Sheena Wright, Chief Advisor to the Mayor Ingrid Lewis-Marden,

01:03 So without further delay, I'm pleased to turn it over to Mayor Adams.
01:06 >> Thanks, thanks so much, Fabian.
01:08 We're always clear, our message came into office two years and
01:14 four months ago with a clear mission, protect public safety,
01:20 rebuild our economy, and make the city more livable for
01:25 all New Yorkers in general, but specifically working class people.
01:29 And don't just listen to me, don't take my word for it,
01:33 just look at what the San Francisco Chronicle has stated.
01:38 Last week they wrote, with rural famous nightlife,
01:46 a robust dating scene, and a thriving tech community,
01:52 it being New York City seemed the ideal spot for someone like Gumta.
02:00 A recent study found that tech workers who leave the Bay Area are most likely to move to New York.
02:07 Now flushed with wealthy investors, companies big and small, and
02:12 thousands of Bay Area defectors, New York has cemented itself
02:18 as the nation's number two tech hub.
02:22 Not only are you coming here to meet a new boss, but you come here and you can meet your boo.
02:28 >> The numbers don't lie.
02:33 Keep showing you guys these shots over and over again.
02:36 You want to write the narrative that New York is not winning?
02:42 Look at the graph on public safety, safest big city in America.
02:47 Big Apple gets bigger.

02:59 That's why I'm so optimistic every day.

03:08 This is an amazing, amazing job by this team that comes up here every day.
03:13 Three things overshadow, recidivism, those who are dealing with severe mental health issues,
03:21 and the third is random acts of violence.
03:26 You move that off the table, the numbers will start coming clearer.
03:31 Really good job, good work.
03:33 Marsha, you should do a special on this.
03:36 [LAUGHTER]
03:39 So really exciting what we're seeing.
03:42 The Big Apple's doing well, but you know public safety is also the prerequisite of prosperity.
03:48 While crime is going down across the city, we are laser focused on keeping New Yorkers safe.
03:54 We see a lot of hate today, and unfortunately we have seen a rise in hate crimes across
04:00 the city.
04:01 It's something that we're focused on, and we're seeing this across the nation.
04:05 That coupled with the way our children are being influenced by social media, it is having
04:10 a major impact on the spread of hate across this entire country, if not the globe.
04:17 One place where we have an opportunity to stop that hate from growing is our public schools.
04:23 Chancellor Banks has really focused on this this morning.
04:28 We announced the release of a new curriculum of the public schools to teach students from
04:34 grades 6 to 12 a very important time in their lives about hate crimes and bias incidents,
04:41 as well as the impact hate has on individuals and communities.
04:46 The curriculum is called Teaching About Hate Crime and Their Impacts.
04:51 And you know, historically, I don't ever remember that we have focused on teaching our children
04:58 these very complicated topics that are playing outside of the ABCs and 1, 2, 3.
05:06 We have to start using these environments where our students are to develop their full
05:12 personhood and how they live together is so important.
05:15 Not only academically smart, but emotionally intelligent.
05:18 This is important.
05:19 The goal is to provide training for educators and help them develop the lessons to stamp
05:25 out hate.
05:27 In recent weeks, we have seen so much vile anti-Semitism.
05:31 We've seen Islamophobia, anti-Sikhism.
05:35 We've seen attacks on the LGBTQ+ community of hateful terminologies.
05:42 So the goal is to be clear that there's no room for hate, and it starts with our young
05:46 people.
05:47 This curriculum is important, and we need to educate these young people.
05:52 We need to meet this moment as their brains are still developing, as they are learning
05:57 and approaching young adulthood, and as they are being bombarded with so many terrible
06:03 messages on social media and even as we move through our street.
06:08 It includes five lessons that empower educators to enrich students' understanding of diversity,
06:16 sharpen crucial critical thinking skills, and force a culture of increased civic engagement.
06:23 Students will learn to identify motives and behaviors which are so important that cause
06:28 hate crime, examine the impacts of current hate crime trends on communities, and design
06:34 initiatives that promote inclusion, conclusion, and collective action.
06:39 These children are ready.
06:40 They're ready to engage in this conversation and move us in the right direction.
06:45 This is important work, and we're not only educating our students in a holistic manner,
06:50 but also teaching them the dangers and influences that are susceptible to giving them the tools
06:56 and skills to identify and address, identifying the problem, solving the problem.
07:02 And the economy, we announced yesterday, the first deputy mayor, Wright, and I were out
07:07 at York College.
07:09 We're really excited.
07:10 When you look at one of the issues we had to lean into back when we took office was
07:14 black unemployment.
07:16 The numbers were dismal.
07:18 For the first time, we're seeing black unemployment go below 8%.
07:26 This is the first time since 2019.
07:29 We are rebuilding our economy, and it starts with jobs, over 4.7 million jobs, more jobs
07:35 in the history of the city.
07:36 We need another bar for that also, by the way.
07:40 And you know, I don't have Katie here, so someone else can join me.
07:44 Where's Katie?
07:45 Why are you hiding?
07:46 You're normally in the front row.
07:47 You know?
07:48 >>I didn't move chairs, I got them.

07:53 You know, my dear friend Katie, crime is down, and jobs are up.
08:04 By the time the year's over, you're going to be quoting that well with me.
08:09 But in all seriousness, our economy is recovering, and it has been moving in the right direction,
08:18 but it has not been equitable.
08:19 And that's why we leaned into the issue around black unemployment rate.
08:25 We have lowered the black unemployment rate citywide by 26% since coming into office,
08:34 and it is now at its lowest level since 2019.
08:38 We know we have still more to do, but we know we're trending in the right direction.
08:42 And so we announced an initiative that really is an urban way of attracting the people to
08:50 the jobs that are available in the city, because we have thousands of jobs that are available.
08:54 I was with JP Morgan this morning, with Jamie Dimon, to talk about internship and employment,
09:02 and so we have this amazing new ad campaign going out, Run This Town, an advertising campaign
09:09 to connect New Yorkers to jobs.
09:12 We're going to show a part of that video?
09:15 New York, New York, it's a hell of a town for the time to boss up now.
09:21 You got skills?
09:22 Prove it.
09:23 We want street smarts, book smarts, upstarts.
09:26 Stand up and get started.
09:27 New job, new career, new you, New York.
09:30 The city needs you.
09:32 We got salaries, pensions, benefits, real talk, real perks, nine to five, night shift,
09:37 on call, part time, full time.
09:39 Your time, your choice.
09:41 It's time to run this town.
09:45 So you're going to be seeing this video everywhere pretty soon.
09:48 You're going to see ads on buses throughout the entire city.
09:54 It's about reaching New Yorkers where they are with our hiring halls, which is really
09:58 local.
09:59 And this campaign is really an invitation, challenge to New Yorkers to be part of the
10:03 community.
10:04 You can't complain about it.
10:05 We have to be about it by delivering the goods and services to our city.
10:09 We're going to couple this with our JobsNYC initiative and our hiring halls.
10:15 This new campaign will more easily bring the public and private sectors together.
10:20 We're not only focusing on public sector job, private sector job, we're going to be focusing
10:27 on public sector jobs as well.
10:30 Thank you.
10:31 Say hello to everyone out there.
10:37 Livability, as always, in order to make the city more livable, to actually be able to
10:43 afford to live here, yesterday we formally kicked off a public review of City of Yes.
10:51 Little bit of housing built throughout the entire city.
10:56 It has to happen.
10:58 It is so important.
10:59 We were really happy to have Shams Debaron with us.
11:01 These zoning changes are another tool for us to address a citywide housing crisis, 1.4%
11:08 vacancy rate.
11:09 We said it over and over again.
11:11 We want to build a little bit more.
11:13 And when you think about it, 59 community boards, folks, 59 community boards throughout
11:20 this community districts in New York City.
11:23 And in 2023, 10 of those community districts built as much housing as the rest of the 49
11:31 combined.
11:32 That's just unbelievable when you think about it.
11:36 So it's a citywide effort of saying yes in my backyard, yes on my block, yes in my community.
11:44 We can't just chant housing is a right.
11:46 We have to participate in it.
11:48 But this is our city and it must be a citywide initiative.
11:52 And so that's how we're going to make our city more livable.
11:55 It takes many forms.
11:56 But one critical way is by improving health in our communities.
12:01 80% of New Yorkers get one package delivered per week.
12:06 That's more than 6 million people.
12:09 And almost one in five New Yorkers get four or more packages per week.
12:13 90% of everything New Yorkers receive arrives by truck.
12:19 That's a lot of packages.
12:20 That's a lot of trucks.
12:22 And we know we have to do a better job in monitoring this.
12:26 The Department of Transportation last week announced that it's allocated $6 million to
12:31 an off-hour delivery program to provide financial incentives for businesses to shift deliveries
12:39 to the off-peak hours of 7 p.m. to 6 a.m.
12:43 Truck deliveries during daytime business hours contribute to traffic, increase carbon emission,
12:49 and greater safety risk for pedestrians, cyclists, and others.
12:54 And by providing financial incentives for businesses to shift these deliveries they
12:58 receive to off-peak hours, trucks will spend less time in traffic.
13:03 You see them all the time.
13:04 And it's a very important initiative.
13:06 Hats off to Commissioner Donna Rodriguez for doing so.
13:10 And we're not trading one problem for another.
13:13 We're going to make sure this doesn't bring extra noise.
13:17 And we're never going to compromise our safety.
13:19 The financial incentives include the installation of low-noise equipment for delivery vehicles,
13:25 building security, retrofits to enable unattended deliveries, and safety equipment, et cetera.
13:34 Lastly, it's going to allow us to shift 62,000 daily trucks to off-hours deliveries by 2040.
13:45 Really good stuff.
13:46 New Yorkers have a voice in lands livability.
13:49 And then we open up to questions.
13:51 Starting May 1st and through June 12th, all New York City residents 11 years or older,
13:59 regardless of immigration status, can vote in the People's Money, our citywide participatory
14:04 budgeting program.
14:05 I was the first borough president to do participatory budgeting when I was the borough president.
14:11 We are allocating $3.5 million of city funds available.
14:16 And New Yorkers can decide on their favorite projects by visiting participate.nyc.gov.
14:23 Last year, this program funded 46 projects in your communities, including violence prevention,
14:29 job training, and community gardens.
14:32 We have 8.3 million New Yorkers, and they're going to give us 35 million opinions, because
14:39 that's how we do it in New York.
14:41 And now that we're going to hear the opinions from our journalists, I turn it back over
14:45 to you, Fabian.
14:46 Thank you, Mayor.
14:48 I have two questions.
14:51 That's a surprise.
14:52 The first one is this.
14:53 So in December, you said that if you were given the authority to close down illegal
14:58 pot shops, you could close them all down within 30 days.
15:02 So now the legislature has given you your wish.
15:05 You would now have the authority to close down the illegal pot shops.
15:08 So it's April 30th.
15:09 I'm wondering if you could have them all closed down by May 30th, which would be 30 days,
15:14 or what is the plan?
15:15 Here's the plan, a great plan.
15:18 We ideally, we would have loved to have the police department not have to be deputized,
15:23 but they have to be deputized.
15:25 Now that we have the law was passed as a procedure to actually make it implemented, you know,
15:33 after they signed a bill in Albany, the governor signs a bill, now there's steps we have to
15:38 do here also.
15:39 And I was just educated on all the steps we have to do.
15:43 While this is taking place, the team has already identified the locations.
15:48 We already have our operations in place and what we want to do.
15:51 In addition to that, after we close a shop, they have to get a hearing in five days, within
15:58 five days.
15:59 We have to make sure we have the infrastructure with oath to manage those hearings so we're
16:03 not having a run on our hearing process.
16:06 But we have the infrastructure in place, the police PD's on board, Deputy Mayor Banks has
16:11 been a team leader on this with the sheriffs, and so you're going to see an operation of
16:16 finally going after these illegal shops.
16:18 Can you do it in 30 days?
16:21 We're going to make a substantial dent in 30 days.
16:25 My second question has to do with the hate crime education plan that you just announced.
16:31 I'm wondering if this has anything to do with the demonstrations we're seeing on college
16:36 campuses in Columbia, NYU, that have been spewing a lot of hate.
16:42 And if what's been in the atmosphere, what's being heard all around the city, is driving
16:48 your concern to try to get the minds of students before they get into the same kind of pattern
16:55 that you're now seeing on college campuses.
16:57 And how does this relate to what we're seeing in Columbia, what we're seeing in NYU, Pratt,
17:03 other colleges?
17:04 I like that.
17:05 That's a good question.
17:06 When we used to do this in the police department, we used to police in the ideal and not the
17:11 real.
17:13 We didn't create what was in the cities that we were policing, and we were almost ashamed
17:18 to talk about those things.
17:21 And we never talked about hate crimes when I went to school.
17:25 We didn't talk about it even in college.
17:27 We have to start being honest with ourselves, that our children are coming into a different
17:32 environment, and during those young, impressionable years, they may sit in the classroom with
17:37 someone that wears a yarmulke, a hijab, a turban, but we try to ignore it and don't
17:43 act like this is a reality.
17:45 And so what we're hoping to do in the Department of Education under the leadership of Chancellor
17:49 Banks is to take a different approach.
17:53 Let's be honest about these conversations.
17:55 And so by the time these children graduate, they are not looking down on each other.
18:02 They are going to have a different approach to it.
18:04 And that's what we're hoping to do.
18:07 And we force a real dialogue, something that has not been done in schools, in our city,
18:14 and I don't even know if in our country.
18:16 We want to act like these isms don't exist.
18:20 We want to act like everything is a wonderful world, and it's just not.
18:24 They are shades of gray.
18:26 How do you deal with it?
18:29 Social media, it seems to have made it acceptable, it's a terrible word, but have made it acceptable
18:37 to spew hate.
18:39 And so how do you, when you have kids who see social media all the time, how do you
18:45 counteract that, and how do you tell them it's not acceptable to hate, that what you
18:50 should do is respect people for their differences?
18:53 And now think about it for a moment.
18:55 Look at the holistic approach we have been saying.
19:00 What you're seeing right now is the materializing of what this administration has been talking
19:06 about.
19:07 People were saying, "Why are y'all going after social media?
19:10 Why are y'all demanding that they stop feeding poison to our children?
19:14 Why are y'all putting breathing exercises in schools so children can manage their emotion?
19:19 Why are y'all holding breaking bread, building bonds almost four years ago so that people
19:25 can learn to appreciate diversity?"
19:28 Now you're seeing all the things that Eric was talking about, this hippie approach to
19:32 life that people used to say.
19:35 We are broken in so many places.
19:38 And what we have been doing as an administration is not to ignore that.
19:42 We saw this building up for years.
19:45 And when you do an analysis of all of these initiatives, when Ingrid and I were talking
19:49 about breaking bread, building bonds, and Borough Hall, of having different groups come
19:53 together and sit around and talk to each other.
19:57 We live in a diverse city, but we're isolated.
20:00 And that isolation has become a weapon against us.
20:03 And so the goal is to fight social media, what they're doing to our children.
20:09 The goal is to continue to do very creative ways, such as our faith-based initiatives,
20:15 our breaking bread, building bonds, to teaching our schools about diversity.
20:21 We know we have to build this from the ground up.
20:24 And now folks are starting to see this is what this mayor was talking about.
20:29 If we allow this to get out of control, we're going to reach the moment that we're in right
20:33 now across the country.
20:35 Marsha, I would just add first to the question that you asked, no, hate is not acceptable
20:40 ever.
20:41 But we've already been underway on this hate crimes curriculum.
20:45 About 900 middle school and high school principals have been already trained on this.
20:50 We're going to continue to do that.
20:51 And then the principals and assistant principals or vice principals are going to train their
20:55 teachers to do the same.

20:59 I have two questions for you about the situation at Columbia.
21:00 You talked about this a lot in recent days, and you said that university leadership has
21:01 not asked the NYPD to be on campus, but there was an asterisk and they wanted officers around
21:02 the perimeter.
21:03 My first question is, how do you feel about the fact that the NYPD is not asking the NYPD
21:04 to be on campus?
21:05 And I'm not sure if that's a good thing.
21:06 I mean, I think it's a good thing.

37:31 Yes, that is a building and the
37:33 pool facility that needs
37:35 renovations and upgrades so it
37:37 is one of the high priorities on
37:39 the parks capital projects list
37:41 and we're going through several
37:43 scenarios to ensure that we can
37:45 provide the maximum amount of
37:47 recreation space as well as
37:49 being able to do it in a cost
37:51 effective manner.
37:52 >> The other question is the
37:56 $58 million that was cut from
37:58 the libraries budget cuts, you
38:02 restored a lot of agencies,
38:05 funding, libraries as far as I
38:07 know have not been restored.
38:09 Is there any plan to restore
38:11 them and have them being able to
38:13 be used for the library?
38:15 >> I will let you finish.
38:17 >> It's very important.
38:19 The administration did not
38:21 determine that libraries should
38:23 close Saturday and Sundays.
38:25 Everyone was given instructions
38:27 to find efficiencies.
38:29 They determined how.
38:30 That's number one.
38:32 Number two the budget dance and
38:35 music is still playing.
38:37 Let's allow it to finish before
38:39 we do a full evaluation.
38:42 The library has successfully
38:44 landed two budgets during some
38:46 very difficult times and we're
38:48 going to continue to do so.
38:50 We know how important libraries
38:52 are.
38:53 I used them a lot when I was in
38:55 school.
38:56 We got it.
38:57 That's why we were extremely
38:59 understanding during the pegs in
39:01 January.
39:02 There was no peg in April.
39:04 No efficiency challenge for them
39:07 as well, and so let's let the
39:09 Speaker and the Mayor and their
39:11 colleagues move forward on this.
39:13 >> It's possible it could be
39:14 reopening.
39:15 >> In New York City we click
39:17 our heels together and we know
39:19 everything is possible.
39:20 This is where dreams are made in
39:22 the great city of New York.
39:24 >> Hi, Mr. Mayor.
39:26 >> How are you?
39:27 >> Good.
39:28 I'm going to also ask you about
39:30 the protests.
39:31 >> Okay.
39:32 >> Have you had conversations
39:34 with the Governor about the
39:36 National Guard?
39:37 That's my first question.
39:38 What is your opinion on whether
39:40 or not she should consider
39:42 bringing them in if things
39:44 continue to escalate?
39:45 My second question is on the
39:48 NYPD and social media, in
39:50 particular Chief Schell.
39:53 I know originally you said that
39:55 you are supportive of them using
39:58 social media to fight back
40:00 against what they think is biased
40:03 or unfair or inaccurate reporting,
40:06 but around the protests, Chief
40:11 Schell has also been opining on
40:15 the character of the students.
40:19 And I'm going to read something
40:21 that he wrote recently.
40:24 "Actions have consequences.
40:26 No more suspensions.
40:27 Let's try expulsion of these
40:29 entitled, hateful students.
40:31 Pack your belongings and get
40:32 out.
40:33 Let's remove faculty and staff
40:34 who have replaced their
40:36 educational licenses for a
40:37 license of hate.
40:38 You're fired."
40:39 I'm asking about it because
40:41 obviously this is his opinion,
40:43 but on the chance that the NYPD
40:45 does have to go in, doesn't this
40:48 create a lot of tension when
40:50 they do have to go in while he's
40:52 putting out, you know, his
40:54 opinion on what these students
40:56 and faculty are standing for?
40:58 >> First, with the Governor, as
41:00 you know, it's a standard
41:02 belief.
41:03 I'm not going to go into
41:05 private conversations on what
41:06 the Governor and I talk about,
41:08 and by the way she has been
41:10 amazing for the City of New
41:12 York, amazing team and up to
41:14 Albany.
41:15 We got everything we asked for
41:17 basically and I cannot thank her,
41:19 Speaker Hastie and Majority
