00:00 The Public Estates Tollway Corporation has filed a court of appeals
00:05 asking for control of Cavite Toll Expressway or Cavitex.
00:10 The government is losing in the income it receives when it comes to toll collection.
00:16 This was discovered by the current head of Cavite Infrastructure Corporation,
00:21 Sandra Aguinaldo.
00:27 The Public Estates Tollway Corporation or PAYA-TC
00:31 said that the government should transfer the responsibility of collecting tolls
00:34 to Cavitex or Cavite Toll Expressway.
00:37 The Operation and Maintenance Agreement of Cavite Infrastructure Corporation or CIC
00:42 was just completed in 2021.
00:46 The PAYA-TC has already filed a court of appeals to ask for the read of mandamus
00:51 to get control of the expressway.
00:54 What is the mandate of mandamus? To return the operation,
00:59 the management of tolls,
01:01 because it is expired.
01:03 And one important ingredient there is the collection of the toll fees.
01:11 Why? Because now,
01:14 if you go there, you have an RFID there,
01:18 it's easy trip. Who is easy trip?
01:21 They are also.
01:23 Now,
01:25 for every peso,
01:27 they have 90 cents.
01:29 Just for the government.
01:31 According to the PAYA-TC,
01:33 based on the previous agreement,
01:35 the share of the tolls is 90/10,
01:39 90% in the private sector and 10% in the government.
01:43 As of 2022,
01:45 the share of the toll collection of CIC is 22.9 billion pesos,
01:49 while the government has only 2.3 billion pesos.
01:53 Inton said that the share should be 60/40 in favor of the government.
01:59 Why 60/40? Because those who should comply have already complied.
02:03 Why do we need to get this?
02:05 Because the Philippines is already in a loss.
02:09 CIC is a unit of the Metro Pacific Tollways Corporation or MPTC.
02:15 Although the CIC's operation and maintenance agreement has expired,
02:20 their operation and service contract with Cavitex is still in effect.
02:25 It is also not right for the share of the tolls to be 60/40 in favor of the government.
02:32 We are talking about R1, R1 extension, and Cavitex C5 link.
02:38 It's not yet finished.
02:40 So it cannot be shifted to 60/40.
02:44 Their son is still confused that the government should just buy the share of Cavitex.
02:49 2.5 billion was the offer to buy out the reciprocal interest.
02:54 We have submitted offer four times in the past.
02:59 The offer is to take over that, to buy that revenue share.
03:03 But the PAYA-TC did not agree to this.
03:05 Buy out? Why not bid?
03:08 Do you know that we bid for 50 billion? We bid for 100 billion.
03:14 If they really buy out, we will ask for the rental of the highway because the highway is not included.
03:21 The highway is worth more or less 100 billion.
03:25 So if we rent, you will not compute the rental of the highway.
03:31 Some employees union leaders also faced PAYA-TC's press conference, which expressed support for PAYA-TC.
