00:15 In a market in Silang, Cavite, mystery parcels are sold for as low as Php 50.

00:27 You don't know the content but it's possible that it's more expensive than Php 50.

00:32 Even though it didn't appear on camera, a seller told us that he ordered a parcel for Php 45.

00:39 So it's now growing to Php 5 each.

00:42 These are the items that were not delivered or received by the recipient.

00:46 So the delivery rider will return it to the online platform seller or courier.

00:51 When he returns, he will remove the sticker with the name and address of the original recipient.

00:57 Then he will sell it as a mystery parcel.

01:00 Even online, there are people who are selling mystery parcels.

01:03 Even though the seller is talking to GMA Integrated News,

01:07 it's not illegal because they also ordered it online to sell.

01:12 But if DTI will ask, if there's no proof from the original buyer,

01:18 it's considered fencing or buying or selling of stolen goods made from unclaimed packages.

01:24 Unless the owner says that he abandoned his parcel,

01:29 he is still the owner of that item.

01:33 So whoever removed the waybill and sold that item,

01:39 that can be charged as a stolen item.

01:42 DTI is watching those who are selling mystery parcels.

01:47 We have an online monitoring unit.

01:49 That can be taken down by DTI or show cause or give a notice of violation.
