00:00 The power supply in Luzon and Visayas Grid will be put on yellow alert again today.
00:05 According to the National Grid Corporation of the Philippines,
00:08 because of the replacement of 18 power plants in Luzon and 13 plants in Visayas.
00:14 According to the NGCP, from 1 am to 11 pm, the Luzon Grid is on yellow alert.
00:21 Visayas Grid is on yellow alert until 10 pm.
00:26 When it is on yellow alert, it means that the power reserve in the area is low.
00:32 Yesterday, the same grid reached the red alert because of which
00:37 power interruption occurred in different parts of the country,
00:40 like in some places in Isabela, Cagayan, Bulacan, Metro Manila, and Calabarzon region.
00:46 President Bongbong Marcos ordered the Department of Energy to address the situation of power in the country.
00:53 According to the DOE, they are monitoring it and are consulting with NGCP and other generation companies.
01:01 The President also told the government offices to set standards on power savings and to reduce its consumption.
01:11 Let's update on the supply of power in Luzon and Visayas Grid.
01:15 We will talk to Atty. Cinthia Alabanza of the National Grid Corporation of the Philippines.
01:21 Good morning and welcome to our news this afternoon. Atty.
01:24 Good morning, Connie and Rafi.
01:28 Yes Atty. Good morning. Why are the plants still changing and the demand is not able to meet due to the heat?
01:35 Are our plants old?
01:38 The other plants are decades old.
01:43 But I think more than anything, this underlines the need for a new supply of electricity.
01:51 Aside from that, the temperature is a big contribution.
01:55 The heat we are experiencing now has many effects on supply and demand balance.
02:04 On the one hand, because of the heat, the consumption of electricity is higher.
02:10 The machines that are running, like the air conditioner, are consuming more electricity because it's more expensive.
02:17 On the other level, the thermal plants that we have seen affected, the ambient heat, the heat of the environment,
02:30 has an effect on their operation.
02:34 We need to increase the supply because our projects are energy-saving.
02:47 We energized within the last 12 months.
02:49 Those are three big projects.
02:52 We are ready to transmit all the available capacity.
02:59 Atty. Ian Cruz, the existence of yellow and red alert, is this not related to a broader brownout?
03:08 When do you expect this situation to last?
03:11 We are talking about the next year.
03:15 If the power plants are only following their scheduled maintenance, we should not see anything.
03:22 One of the obligations of the NGCC is to help the power plants to ensure that our maintenance schedules are not in sync.
03:32 But the big effect on the balance of supply and demand is unplanned or unscheduled maintenance shutdowns,
03:40 like what happened yesterday in Visayas. There were 12 or 13 plants that were unplanned.
03:51 In Luzon, I think there were 19 plants that were unscheduled maintenance shutdowns.
03:59 But I am just clarifying, not all of them were unplanned.
04:03 Over almost 10 months, there were plants that were unscheduled maintenance shutdowns and many of them were not able to return.
04:12 In Luzon, there was one plant that was unplanned maintenance shutdowns in August 2023.
04:18 Until now, it has not returned.
04:20 Those are the things that our policymakers need to study.
04:26 All right. Thank you very much, NGCP Spokesperson Attorney Cynthia Alabanza.
04:32 Thank you, too.
