00:00 Now that the franchise consolidation of jeepneys is on its deadline, how will the journey of traditional jeepneys start tomorrow?
00:07 We will talk about that with LTFRB Chairman Teofilo Guadis III. Good morning and welcome to Balitang Hali, Jun Veneration and Connie Sison, Chairman.
00:18 Good afternoon to you, Ma'am Connie and Rafi. Thank you for giving us...
00:25 Jun, Rafi is not here today. He's in Matinloc, Zambales.
00:28 He gave me the opportunity to be a guest in your program.
00:32 Yes, Chairman. Good morning to you. What is the latest number of consolidated jeepneys?
00:38 The latest as of two days ago is we have 78.33%.
00:44 That's about translated to 150,179 units that consolidated in the whole Philippines.
00:52 It's continuously increasing here in NCR. Those who don't want to consolidate first or join the modernization program of the government,
01:05 they waited for the last minute hoping that there will be an extension.
01:10 When they noticed that the government is not in favor, they started the industry consolidation, which is the first phase of the modernization program.
01:20 It has already been chased by regional offices, specifically in NCR.
01:26 So we expect the number to increase until about 9 o'clock tonight.
01:31 I see. But in the routes, can we say that the consolidation is still low?
01:35 The route consolidation as of April 23 is 73.71%.
01:43 That's a good number considering that in one route, there are not only jeeps traveling, there are buses, UVs, taxis, and tricycles.
01:54 So it's not really disappearing.
01:56 And Ma'am Connie, the areas that we see that might have problems, we have already invited the jeepney operators of adjacent routes.
02:08 That's what we call the rescue route. If they have existing jeepneys, they can traverse those routes using a special permit issued by the LTFRB.
02:18 Chairman, this is Jun. Starting tomorrow, what will be the system of the LTFRB and DOTR for those who will not reach the deadline today?
02:29 There is really no plan to consolidate, Chairman.
02:33 Sir Jun, what we are doing now is we are preparing the notices for them.
02:41 We will explain them as part of the due process of our law on why their franchise should not be removed.
02:51 Technically, Jun, they are already closed.
02:55 But as a process by the law, we will explain them first. After one week, we will issue orders for those who have not explained or have not received an explanation, we can catch them.
03:13 And the penalty is one year suspension for the driver, the fine is P50,000 for the vehicle that we impound.
03:23 So Chairman, technically, they will have a call room tomorrow if they have already reached the deadline.
03:28 Technically, they are already in a call room because they have not complied.
03:33 But we will still give them a chance to explain.
03:38 This is a process according to the Public Service Act that we do not want to impose a penalty on the drivers.
03:45 Thank you very much, LTFRB Chairman Teofilo Guadis III.
03:49 Thank you very much and long live to you.
