00:20 the President issued a directive where he is urging the implementation of the amnesty program for the remaining members of the CPP-NPA.
00:28 The President approved the amnesty program
00:31 with the intention of encouraging the left-wing groups to return to the power of the government and to help the country's peace.
00:38 According to the Office of the Presidential Advisor on Peace, Reconciliation and Unity or OPAPRO,
00:43 they are now focusing on the creation of the Local Amnesty Board that will be the focus of the program.
00:48 As of this moment, our National Amnesty Commission, we are now organizing the so-called Local Amnesty Board.
00:56 This is more or less 17 Local Amnesty Board in different regions.

02:10 President Marcos Jr. also emphasized to the NTF-LCAC that the former rebels are living a good life
02:16 and it is time for them to return to the community.
02:18 That is why, despite the President's directive to strengthen the Barangay Development Program,
02:23 which aims to develop the communities affected by the riots,
02:27 in fact, since the implementation of the program,
02:30 the government has already allocated P30.4 billion for the more than 4,000 barangays
02:36 that are considered cleared by the NPA's influence.
02:40 However, under the 2024 General Appropriations Act,
02:45 only a total of P2.6 billion or P2.5 million per barangay was appropriated.
02:52 The President said that the P2.5 million per barangay is small.

03:05 The President has directed the Cabinet to increase the financial support to the 846 BDP barangays for 2024.
03:15 The President also ordered the DBM to allow more than 800 barangays to have access to financial assistance to LGU
03:23 so that they can fund their farm-to-market roads and water system and sanitation.

03:47 which seeks to institutionalize the NTF-ELCAC's transformation program for combatants, their families, and barangays.
03:57 Under the proposed roadmap, the NTF-ELCAC has crafted a roadmap to ensure a path to unity, peace, and development during the term of the Marcos administration.
