00:36 Central Luzon, Link Expressway or CLEX,

00:39 was a project of the Department of Public Works and Highways.

00:42 Three sections of the project were completed since 2016.

00:45 It would be a big help if it can be opened.

00:48 But the problem is, the construction of the project was delayed for more than a year.

00:53 November 29, 2022, when the barricade was built,

00:57 the construction equipment was not able to enter to complete the project.

01:04 The land was from farms that were irrigated by CLEX.

01:10 According to the farmers who ploughed the land,

01:14 we have a small group of people who decided to build the road first while we were waiting for the town.

01:21 But it was delayed for too long.

01:23 We told them that if we can pay the cost, we will remove the barricade.

01:30 We hope that they can reach an agreement and discuss the right process to complete the project.

01:42 To clarify the issue, your Kapuso Action Man to DPWH.

01:47 According to Director Benjamin Bautista of the Road Management Section of the DPWH Central Office,

01:54 97.4 percent of the CLEX was completed.

01:57 The construction was suspended because of the right-of-way issue.

02:01 The documents of the claimants or landowners were not enough.

02:06 According to their discussion, the agency of expropriation complaint will file a complaint to the Regional Trial Court that it has a jurisdiction over the affected land.

02:18 In this way, the court will decide how much should be paid to the claimants.

02:23 According to the claimants, the landowners are affected.

02:26 The result of our last discussion is that we have reached expropriation.

02:33 The DPWH also consulted the Office of the Solicitor General on how to pay the claimants.

02:39 They also promised that the land will be removed within four months to complete the project.
