The passenger service charges (PSC) payable by aviation passengers is not a tax, but a revenue channel for airports, said Transport Minister Anthony Loke on Monday, adding that only one component was standardised through the PSC revision, which was for Asean travel destinations.

00:00 Why not just explain why the decision was made and where does the collected PSC go to?
00:10 PSC belongs to the main revenue for the airport.
00:16 The name is PSC, Passenger Service Charge.
00:19 This is not a bribe to the government.
00:22 The Passenger Service Charge is the charge collected by the airport's flight controller,
00:27 the MHV or in the case of Senai Airport,
00:31 to assist in managing the airport.
00:37 Because to build a flight, you need a capex.
00:41 Secondly, you need a cost of maintenance.
00:44 You need to pay the biuretric, UIA, and other staff.
00:48 The whole ecosystem in the airport.
00:50 The cost to manage a flight is very high.
00:54 So, there needs to be revenue for the airport's flight controller.
00:57 So, one of the main revenue for the airport's flight controller is the PSC
01:02 through the passengers who use the flight.
01:05 We fixed the PSC, firstly, domestic, no electricity.
01:09 Domestic, same, RM11.
01:11 For KLIA, RM73, fixed.
01:15 For KLIA 2 and other airport's flight, it was reduced.
01:20 Not increased.
01:21 From RM73, it was reduced to RM50.
01:24 But what was added?
01:26 Only one component, which is the destination to ASEAN.
01:30 Before this, there was a category which was lower for ASEAN.
01:34 But now, all ASEAN countries, because they are also international destinations,
01:41 are subject to international conditions, like any other destinations.
01:45 So, it is just a matter of condition.
01:49 We are not increasing the conditions.
01:51 The conditions are still the same, RM73 for KLIA and RM50 for KLIA Terminal 2 and other airport's flights.
01:59 So, there is a mechanism, a quality of service which is being monitored by MAFCOM.
02:06 Some of the issues right now, which I am aware of,
02:10 because of this upgrading project currently ongoing in Terminal 1,
02:15 particularly, there are two major projects ongoing in Terminal 1.
02:20 One is the AeroTrain, it is being upgraded, and of course, construction work.
02:25 And the system upgrading work is ongoing.
02:29 That's why we cannot have the AeroTrain service for the time being.
02:32 Secondly, KLIA Terminal 1 is also undergoing the baggage handling system upgrading work.
02:39 That has caused some congestion in terms of checking in and all that, which we are fully aware.
02:44 So, MHB has been working together with the Ministry to ensure that the disruption to the passengers can be minimised.
02:54 And in terms of the clearance for passengers, that of course involves other agencies such as immigration.
03:00 And we have regular meetings, and just last week, Deputy Prime Minister to Dr Suif Adira,
03:07 has chaired a meeting and he personally came down to see the condition here in Terminal 1.
03:14 And immediately he called a meeting to direct MHB to take certain steps,
03:20 together with immigration, to reduce the congestion.
