00:09 Communications Technology to discuss national security, cyber security plan. To
00:16 give us the latest updates and President Marcos' directives on this program, we
00:21 have here today the ICT Secretary, Ivan John Uy. Good morning, Secretary Uy.
00:26 Good morning, Daphne. So, well, let me start. Good morning, everyone. And so we
00:35 presented the national cybersecurity plan to the President. This was, you know,
00:40 more than a year in the making and it actually is a very comprehensive plan
00:47 covering the year 2024 to 2028. So the national cybersecurity plan is, well, it's
00:55 a document that provides direction, policy direction, as well as
01:01 operational guidelines on how to build up our cybersecurity posture vis-a-vis
01:14 the rest of the world. And this document was arrived at in consultation with all
01:21 the different stakeholders, both in the public, private sector, as well as the
01:26 academic. Then we also compared it with cybersecurity plans of all the other
01:35 countries to see where the thrust has been in terms of addressing the
01:44 increasing cyber threats. So the plan is comprehensive and it covers mainly
01:51 addressing the need to develop good policy in order to ensure a safe
02:02 cyber landscape for the country. So it also identifies cyber assets,
02:11 infrastructure that's out there that needs to be protected, provides how all
02:23 of the different government agencies, the different sectors, whether it's energy,
02:29 transportation, finance sector, can come together and address quick responses in
02:38 case there are any attacks or any attempts, and a good coordination mechanism
02:45 so that this information are shared. Not only that, we've also incorporated
02:51 advanced threat assessment so that even before those incidents happen, we're able
02:58 to obtain information ahead from our international partners. Because for
03:08 instance, let's say an attack happens in the bank in another country, then we have
03:16 information exchange programs through our computer emergency response teams
03:21 that can share those information so that we can proactively advise our banks
03:30 here that okay, there has recently been an attack on this particular bank in
03:35 this particular country, and this was the mode of attack, this was the payload, this
03:41 was the vector that was used in the attack, and so our banks would be
03:48 advised ahead of time and prepared for it.
