00:06 We are joined by Director Edgar Posadas, the spokesperson of the Office of Civil Defense or NDRRMC.
00:14 Director Posadas, good afternoon.
00:17 Good afternoon, ma'am and good afternoon to all the viewers and listeners of the program.
00:24 It's saddening to see floods and landslides in the last few days.
00:31 How many individuals or families are affected by the heavy floods and landslides in Davao region?
00:40 And what are the latest data on casualties?
00:44 Yes, this is the combined number for regions 11 and Caraga.
00:53 We have a total of 152,600 plus affected families or 670,000 plus individuals in 388 barangays.
01:10 Out of the 152,000 families, 8,590 were accommodated in our evacuation centers or translating to 32,116 individuals.
01:24 We also have those who were preemptively evacuated. This is around 4,400.
01:31 We have... our evacuation centers are down. Yesterday, it was number 84. Now, it's only 50.
01:40 Unfortunately, we are confirming that 16 were casualties.
01:49 Mostly, ma'am, those in Mount Iwata, the landslide on Thursday in Moncayo. There were 12 there and two in Davao City and one in Davao Oriental and Davao Occidental.
02:07 We have five injured in the report. We have no meeting for now. We have an initial estimate of damages to agriculture.
02:20 We have reached 82 million. But this can change because with the improvement in the weather, rapid assessments are coming out.
02:34 These are FPU-led, ma'am, to include the rescues. But just to make sure, Usec, that our efforts are as far.
02:45 We elevated our alert status for our emergency operations center in OCD Caraga and OCD Region 11 to blue alert,
02:58 meaning there are more people who are off men, to include our unicorn services.
03:05 And that is complemented by our blue alert status in Camp Aguinaldo.
03:10 Yes. Director Posada, what is the current situation in the areas you mentioned?
03:20 Sir, as you said, improving Usec. But there are still some rainfalls, especially yesterday. That was the latest report.
03:31 But better than what we had last week, sir. Because of the shear line, the rain fell and that caused flooding and landslide in the municipality of Moncayo.
03:55 Okay. How many areas in Davao are affected by flooding and landslide? And how is the supply of electricity and communication lines in these areas?
04:07 Sir, there are no reported outages or interruptions in the lines of communication.
04:16 The water, Usec, is 100 percent restored. The power is 86 percent restored. This was still the data this morning, but it may be improved Usec.
04:33 I mentioned earlier the combined affected families for both regions, 152,000 or 670 individuals.
04:46 We recorded around 13 rain-induced landslides in both regions. But for now, we are fixing it to facilitate the normal entry of assistance.
05:06 We are also continuing the construction of roads so that our fellowmen will not be affected.
05:17 Okay. Are there areas under state of calamity?
05:25 Yes. As we speak, we have 11, Usec, that declared state of calamity. Seven in Davao region and four in Caraga.
05:42 Okay. I just want to ask, the areas where we have casualties and fatalities, are they not evacuated? Were they not informed? Or were they informed and they were not able to leave immediately?
06:03 Yes. It's more of the latter, Usec. When we talked to our regional director, Director Tayang Hiram, this is a remote area, a remote area in Mount Iwata.
06:19 This is the situation when it rains on a day-to-day basis and the area is saturated. That's why the landslides happened.
06:37 Most of the reported fatalities, around 11, were in the incident in Mongayo.
06:49 Okay. Director Posadas, I know that we are still in a disaster situation right now. Do you have a quick assessment on infrastructure damages in the areas affected by the heavy rainfall in Davao region?
07:08 We only have damages to houses. We have 20 total damage for both regions and 142 partially damaged houses. This is being taken care of by the concerned municipalities.
07:28 What's good here Usec, even in Mongayo, our RD in OCD-11 tried to extend the assistance, but the local government said they can still extend it.
07:42 So we are allowing them to exercise that right. Hopefully, they can continue that and even the search and retrieval operations was locally led.
08:01 Okay. Do you have any announcements? You said there's a search and retrieval. Are you expecting any other casualties or fatalities, victims of landslides?
08:14 Usec, we don't have any meeting persons right now. We have five injured, but we don't have any meeting persons reported.
08:26 Okay. For now, what assistance is being received by our countrymen from the government?
08:33 As you can see, these are the same regions that we are helping and supporting since late last year.
08:44 This is the area that is being flooded and there are earthquakes here. So the level of our response is high. We are maintaining that.
08:56 These are in the forms of food and non-food items, family food packs, family kits and hygiene kits. This is being undertaken primarily by the DSWD and local government.
09:12 We are also supporting the Office of Civil Defense, particularly our regional officers in Davao City and Butuan.
09:23 Okay. Director Posadas, do you have any last announcements to our countrymen in Davao Region that is being targeted to us right now?
09:34 Thank you very much. To our countrymen, first, your government is in all levels in facing the threat of flash floods and landslides.
09:50 We are reminding our countrymen that if we are told to evacuate and go to safer grounds, we know that we have safe evacuation centers,
10:04 then let's do so. Let's not be afraid. We are not expecting a repeat of this.
10:09 But hopefully, we will continue to increase our level of preparedness. In fact, I would like to reiterate that the government is here.
10:24 Government resources are available. If the local government cannot provide, we have our regional resources as facilitated by our Office of Civil Defense,
10:39 of course, the DILG, DFWD and all other agencies. If that's not enough, we have readily available resources here in the national.
