00:14 President Ferdinand R. Marcos Jr. has studied the appeal of the Health Department
00:21 to suspend the 5% contribution hike of PhilHealth.
00:24 This was confirmed by the Presidential Communications Office, Secretary Chelo Igarafiela.
00:28 After reaching Malacanang, the government's recommendation,
00:32 according to Health Secretary Ted Herbosa,
00:34 if the appeal of PhilHealth to its members will continue,
00:37 it should be at 4.5% instead of 5%.
00:41 My recommendation is to start from where we stopped, not the current 5%.
00:46 That to me is the logical way to lift the suspension.
00:50 We don't jump to a very high because people are pitiful.
00:54 In addition, PhilHealth has enough funds to continue to provide benefits and services.
01:00 My position is I think PhilHealth has enough money to actually continue to give benefits
01:06 and it will not be hurt by delaying the increase in premium.
01:12 Meanwhile, the target of the DOH is to include malnutrition in the country within one to two years.
01:18 Reforms were laid out in the Health Services
01:21 to address the issues of health in the country.
01:23 According to Herbosa, there are two primary priorities to improve the health care system
01:28 and to address the issues of the country,
01:30 such as immunization, nutrition, maternal mortality, tuberculosis, and HIV.
01:37 Non-communicable diseases such as hypertension and diabetes,
01:40 rapid detection of cancer, and digital health.
01:43 Or digitalization to centralize health records and road safety.
01:47 The rate of child stunting in the country is now at 27%.
01:53 That's equivalent to three out of ten Filipino children.
01:56 The Philippines deteriorated.
01:58 We went down. Our nutritional rate, our life expectancy went up.
02:03 But our nutrition didn't improve.
02:06 Why? Our feeding program is wrong.
02:08 We feed them at age three, the daycare, age three or four.
02:14 That's the last. We feed them at school age.
02:18 That's the last. Their brain is already stunted.
02:21 The children should be given the right and sufficient nutrition in the first 1,000 days.
02:27 Maybe the food will be nutritious enough for the children.
02:31 We need innovation. We need a human capital that will drive the economy forward.
02:37 So we need to save these children through the first 1,000 days.
02:40 Health literacy will also be increased for mothers from pregnancy to childbirth.
02:46 It's a tall order. Changing nutrition from three out of ten children to zero stunting.
02:53 That's our goal. But we need to educate mothers. We need to educate everyone.
02:59 DOH also asked for the media's help in providing the right information to the public
03:03 on how to take care of health and raise awareness in the community to fight malnutrition.
03:09 Joshua Garcia for the Morning Show ng Bayan, Rise and Shine, Philippines.
