00:00 Update on the strong earthquake that hit Mindanao a few days ago,
00:04 we will discuss it with Mark Timbal,
00:08 Deputy Spokesperson of the National Disaster Risk Reduction and Management Council or NDRRMC.
00:15 Sir, good afternoon.
00:17 Ma'am Ninia, good afternoon to all our fellow Filipinos who are watching our new Philippines.
00:24 Good afternoon to all.
00:27 Thank you for your introduction. I am also here with Atienza.
00:31 How many people were affected by the strong earthquake in Mindanao last Friday afternoon?
00:40 And from which places were our fellow Filipinos affected?
00:45 Thank you, Ma'am Ninia.
00:48 We are continuously monitoring here at our NDRMC Operations Center and the Office of Civil Defense
00:54 regarding the effects of the earthquake that occurred in Sarangani last Friday.
01:01 In the aftermath of this day, we received news that a member of our country was affected by this earthquake.
01:11 But these numbers are still subject for validation.
01:17 One of our countrymen, Jose Abad Santos, was affected. Three were affected in General Santos City.
01:25 And one more was affected. So, five people were affected in Sarangani.
01:30 We are still reviewing all the details of their affected.
01:35 And we are waiting for this from our fellow Filipinos in the local government unit and disaster managers.
01:43 We are not missing any of our fellow Filipinos.
01:46 And today, we received news of 15 Filipinos who were reported as injured.
01:55 On Friday, Ma'am Ninia, we reported that 450 of our countrymen were required medical service
02:05 because they were hyperventilating and panicking.
02:08 But at the moment, these Filipinos have returned home.
02:13 Speaking of returning home, we don't have any evacuees
02:16 because we did not open evacuation centers in the affected areas.
02:21 What is happening now in the affected areas is that our countrymen are staying near their homes.
02:31 So, what our government did,
02:35 in the first place, our local government units that are in the affected areas,
02:40 they provided assistance, such as family food packs and tents that they will be providing.
02:47 The Office of Civil Defense provided family kits, shelter kits, hygiene kits,
02:55 and the affected countrymen in Region 12.
02:59 DSWD also provided family food packs.
03:03 I think more than 7,500 units of family food packs were provided.
03:08 Financial assistance was also provided to the affected families.
03:13 We are making sure that the President's assistance to their needs,
03:20 and especially the assistance of our Secretary of State for the Civil Defense, Secretary Gilbert Chedoro,
03:27 will be implemented in terms of providing assistance and care to our affected countrymen.
03:36 All right, sir.
03:38 Sir Mark, this is Chi.
03:40 Good afternoon.
03:43 Based on your experience in Phibox, which province experienced the strongest earthquake, sir?
03:51 Yes.
03:53 To repeat, our fellow Phibox residents,
03:56 the earthquake, the epicenter, happened in Maydagat, off the coast of Sarangani.
04:02 Sarangani being the nearest to the epicenter of the earthquake,
04:08 that's where we saw the strongest shaking.
04:13 I think between intensity 6 or 7, that's when the earthquake happened.
04:19 So, if you notice, ma'am, our damages, including Sarangani,
04:25 our reported damages as of this day, 826 families were affected across the affected areas,
04:35 including Sarangani, South Cotabato, Davao Occidental, and Davao Oriental.
04:40 We also had a record of damage infrastructure, up to 118,
04:47 including government buildings, schools, hospitals, roads, and bridges.
04:57 In Davao City, Davao Occidental, Davao del Sur, Davao del Norte, Davao de Oro, South Cotabato, and Sarangani.
05:05 But in terms of lifelines, ma'am Chi,
05:08 even though the earthquake was strong in Sarangani and some of the nearby areas,
05:14 the power service was temporarily shut down.
05:18 In 21 areas, the first report was that there was a power interruption,
05:22 but as early as Saturday, Sunday, and Monday, the power service was fully restored.
05:30 Thank you to our local power cooperatives and local government units who helped to fix this.
05:37 We did not receive any reprimand from the water service,
05:41 but we received reports that our neighbors had problems with the signal in some areas.
05:48 But in the case of DICT, when it helped here on Saturday,
05:54 along with our VP Sara Duterte, the response cluster of NDRMC helped on Saturday.
05:59 They said that all telecommunications services on mobile were fixed and restored.
06:07 We did not have any communication between the disaster managers there in the local level up until here in the national level.
06:15 That's why our reporting and help to our fellowmen continues.
06:20 Okay, sir, so you're saying that the power is fully restored, correct?
06:27 And there's also a signal and communication.
06:31 Yes, you're right.
06:33 So, our lifelines are back to normal in the area.
06:38 Now, sir, you mentioned the help that you are continuously providing.
06:43 What specific help are you providing and what are the places where you are providing this help?
06:53 And please update us on the places that could be affected by the State of Calamity because of the strong earthquake that hit Pinzalang.
07:06 Yes, I will answer your last question first, Ma'am Nina.
07:10 The declaration of State of Calamity, so far, we have not received any such help from our counterparts in the local government unit.
07:20 But what we have received is from local governments that are talking to their councils on how they will declare the State of Calamity.
07:32 We are trusting our local governments because that declaration is based on their appreciation of what their local government unit experienced.
07:43 What we can guarantee them is that our national government and our regional disaster councils are always on the same page
07:52 to provide help to them over and above what they are directly helping their fellow countrymen or those who are affected.
08:01 The management and implementation of our LGUs to our fellow countrymen in affected areas has been fast.
08:08 That is why here at the national government, we are always on the same page so that in case they need support, we are ready and ready to provide it.
08:20 Our SND Gilbert Chudoro and our administrator, Yusec Nepomuceno, have been very vigilant.
08:27 Our warehouses and supplies of our civil defense and regional disaster councils should be able to deliver the supplies that our fellow countrymen need.
08:41 Like what I said earlier, we have already received the first aid supplies from our fellow countrymen.
08:50 The family food packs coming from the DSWD are already in the area.
08:55 Our shelter kits, hygiene kits, family kits have also been given.
09:00 Plus, there is also financial assistance that has been given to the affected communities.
09:07 These are all in accordance with the President's instructions that our assistance should be in line with the needs of our fellow countrymen and they should be able to receive it as soon as possible.
09:21 That is why our logistical support to our relief services and relief supplies is always on the same page so that we can deliver these supplies to the areas.
09:32 Sir Mark, since the nationwide earthquake drill has just ended, what is the assessment of the OCDNDRRMC in the movement of our fellow countrymen when this strong earthquake hit?
09:43 We saw that there are some fellow countrymen who really protected themselves.
09:51 Some even ducked over and held. They protected their heads from the falling debris.
09:57 What they did was right and we are happy that they were able to do what they learned from our nationwide simultaneous earthquake drill, especially during an emergency.
10:09 We also saw the truth that there are fellow countrymen who were scared, frightened, and panicked.
10:16 Possibly, they also forgot about the lessons that were taught.
10:20 We know that as a natural reaction to our fellow countrymen.
10:25 That is why we are calling for this kind of earthquake scenario where there is a risk that an earthquake can occur anytime, anywhere.
10:36 Our fellow countrymen should always be calm.
10:39 If we have earthquake drills, we should take our concerns seriously.
10:44 This is not a joke because this is a matter of safety for each one of us.
10:48 We should have a presence of mind and calmness so that we can do our duty of protecting ourselves.
10:57 We should duck over and hold. We should know where we will evacuate to and where we will go.
11:03 We should pack our go bags, emergency survival kits, and health kits so that we can stay in an open space.
11:14 We can help each other and our fellow countrymen.
11:19 It's good that we were able to do the earthquake drill prior to this incident.
11:27 But when you are there, your reaction is different.
11:31 You have the right presence of mind and calmness.
11:35 The video inside the mall shows that they really ran.
11:39 Some of them fell and got injured. Some even jumped.
11:44 You should not recommend that.
11:48 You should jump from a higher place if there is an earthquake.
11:54 You should not duck or jump under hard objects like tables.
12:03 You are right.
12:05 Sometimes, it is sad to jump because of what happened.
12:11 Those who jumped or ran, it's a natural reaction of our fellow countrymen.
12:18 That's why we should be patient and have a presence of mind and calmness so that we can remember what we should do.
12:29 There are tables that we saw in the video that our fellow countrymen can duck, cover, and hold.
12:36 But the most important thing is to avoid the fall debris because it can cause a discrash.
12:46 So we should make sure that our body is protected, especially our heads.
12:52 That's why we duck, cover, and hold and avoid falling objects.
12:57 We should remind our fellow countrymen not to forget to take care of themselves when there is an earthquake.
13:04 It is also good to teach our children, family, and fellow countrymen in the barangay, community, and office
13:11 what they should do as a support to the government's teaching on earthquake preparedness.
13:20 It is good to remind them regularly so that it can be a part of our lives to be careful against an earthquake.
13:27 And lastly, your message to all those who tuned in to our program.
13:35 Yes, we are thankful to our fellow countrymen because everyone in the area, no matter what,
13:43 received help from the government because the local government units and national agencies moved quickly.
13:53 Helping each other is one of the most important things to ensure that we can get through this situation.
14:02 Our fellow countrymen can count on the government, under the leadership of our President,
14:09 and our disaster managers here, to ensure the safety of our fellow countrymen.
14:16 We just ask for your continued cooperation, continued strengthening of preparedness,
14:24 and continued improvement of our assistance when we have activities to teach,
14:30 whether it is rescue work, quick drills, seminars, or activities in your communities.
14:37 Please remember that these are acts of salvation for all of us.
14:43 So let us not forget to join these activities.
14:47 Thank you very much, Lina and Bob Sheehy.
14:50 Alright, thank you very much for your time, Sir Mark Timbal, Deputy Spokesperson of NDRRMC.
